Environmental protection measures and facilities for meteorological observation
The term "meteorological observation facilities" as mentioned in these Measures refers to the sites, instruments, equipment and ancillary facilities used for various meteorological observation. Article 4 The competent meteorological department of the State Council shall be responsible for the protection of meteorological observation environment and facilities throughout the country.
Local competent meteorological departments at various levels, under the leadership of the competent meteorological departments at higher levels and the people's governments at the same level, are responsible for the protection of meteorological observation environment and facilities within their respective administrative areas.
Other departments with meteorological stations in the State Council and other relevant departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall, in accordance with their duties, do a good job in protecting the detection environment and detection facilities of their own meteorological stations, and accept the guidance, supervision and industry management of the competent meteorological departments at the same level.
Other relevant departments shall, in accordance with their duties, cooperate with the competent meteorological departments to protect the environment and facilities for meteorological observation. Article 5 The State protects the environment and facilities for meteorological observation according to law.
Any organization or individual has the obligation to protect the meteorological observation environment and facilities, and has the right to report the acts of occupying, damaging and moving meteorological observation facilities without authorization and destroying the meteorological observation environment. Sixth people's governments at all levels and relevant departments should strengthen publicity and education on the protection of meteorological observation environment and facilities, and establish the awareness of the whole people to protect meteorological observation environment and facilities.
Units and individuals that have made contributions to the protection of meteorological observation environment and facilities shall be rewarded. Article 7 These Measures protect the following meteorological observation environments and facilities:
(a) the detection environment and facilities of national reference weather stations, national basic weather stations, national general weather stations, automatic weather stations, solar radiation observation stations, acid rain monitoring stations and eco-meteorological monitoring stations (including agricultural meteorological station);
(2) Detection environment and facilities of high-altitude weather stations (including wpr, acoustic radar, lidar, etc.);
(three) the detection environment and facilities of the meteorological radar station;
(four) the detection environment and facilities of meteorological satellite ground receiving stations (including geostationary meteorological satellite ground receiving stations and polar-orbiting meteorological satellite ground receiving stations), satellite monitoring and control stations and satellite ranging stations;
(five) the detection environment and facilities of environmental meteorological monitoring stations such as atmospheric background stations, sandstorm monitoring stations and pollution meteorological monitoring stations;
(six) the detection environment and facilities of the remote sensing satellite radiation correction field;
(seven) the detection environment and facilities of the lightning detection station;
(eight) the outfield environment of GPS meteorological observation station;
(9) weather channel, frequency, lines, networks and corresponding facilities;
(ten) other meteorological observation environment and facilities that need to be protected. Eighth all kinds of weather stations should be open around, keep the airflow unobstructed. Article 9 Buildings, crops, trees and other obstacles around national reference weather stations, national basic weather stations, national general weather stations, solar radiation observation stations and other sources that have an impact on meteorological detection must keep a certain distance from the fence of meteorological detection field. See attached table 1 for specific protection standards.
There should be no interference sources around the automatic weather station that cause abnormal changes in meteorological elements. The specific protection standards for automatic weather stations shall be implemented according to the station type and schedule 1.
The specific protection standards of eco-meteorological monitoring stations (including agricultural meteorological station) and acid rain monitoring stations are implemented according to the attached table 1 according to their station types.
The term "pollution sources" as mentioned in these Measures refers to interference sources such as large boilers, waste water, waste gas and garbage dumps or other pollution sources. Affect the representativeness and accuracy of meteorological observation data. Article 10 The shielding elevation angle of obstacles around the high-altitude meteorological observation station to the antenna of the detection system shall not be greater than 5, and it shall not be greater than 2 in the downwind direction of the prevailing wind of 120 high-altitude meteorological observation station.
There shall be no overhead wires, buildings, trees and other obstacles within the radius of 50 meters of the sounding balloon launch site. The distance between other buildings and the fire source and hydrogen chamber shall not be less than 50 meters. Eleventh meteorological radar stations in the main detection direction of occlusion elevation shall not be greater than 0.5, isolated occlusion azimuth shall not be greater than 0.5; In other directions, the shielding elevation is not greater than 1, the isolated shielding azimuth is not greater than 1, and the total shielding azimuth is not greater than 5.
There should be no interference sources around the weather radar station that interfere with radar reception. Article 12 The protection of the detection environment and facilities of meteorological satellite ground receiving stations (including geostationary meteorological satellite ground receiving stations and polar-orbiting meteorological satellite ground receiving stations), satellite monitoring and control stations and satellite ranging stations shall be implemented in accordance with the National Requirements for Electromagnetic Environment Protection of Earth Stations (GB 136 15-92).
The elevation angle of obstacles around the ground receiving station of polar-orbiting meteorological satellite shall not be greater than 3.
