Measures of Hebei Province on Implementing the Meteorological Regulations of People's Republic of China (PRC)

Chapter I General Provisions Article 1 In order to strengthen meteorological work, prevent and mitigate meteorological disasters, ensure the safety of people's lives and property, rationally develop and utilize climatic resources, and promote the economic construction and social development of this province, these measures are formulated in accordance with the Meteorological Regulations of People's Republic of China (PRC) issued by the State Council and combined with the actual situation of this province. Article 2 These Measures must be observed in activities such as meteorological observation, meteorological forecast, meteorological disaster prevention, meteorological service, utilization of climate resources and management of meteorological industry within the administrative region of this province. Article 3 People's governments at all levels shall follow the principles of unified planning, rational distribution and management according to law, and strengthen their leadership over meteorological work and support for meteorological infrastructure construction. According to the requirements of national meteorological modernization layout and local needs, local meteorological projects mainly serving local economic development will be built. Article 4 Meteorological instruments, facilities, signs, meteorological detection environment, detection sites, special frequencies, meteorological communication circuits and channels, meteorological forecasts and other meteorological scientific and technological achievements are protected by law, and no unit or individual may steal, destroy, occupy, interfere with or illegally use them. Chapter II Management Department Article 5 This province implements a system of unified leadership, graded responsibility and departmental management for meteorological work.

The competent meteorological departments at all levels shall be responsible for meteorological work within their respective administrative areas.

The competent meteorological departments at all levels shall implement the management system of dual leadership of the superior competent meteorological department and the people's government at the same level, with the leadership of the superior competent meteorological department as the main one. Sixth meteorological departments at all levels are mainly responsible for:

(a) to organize the implementation of laws, regulations and rules relating to meteorological work;

(two) to participate in the formulation or formulation of local laws, regulations and normative documents related to meteorological work;

(three) unified management of meteorological forecast, severe weather warning and climate impact assessment;

(four) responsible for the formulation, organization and implementation of local meteorological development planning and related management work such as meteorological disaster prevention;

(five) to guide and manage the development, utilization and protection of climate resources by relevant departments and industries;

(six) responsible for the national economic and social development plan, urban planning required by the climate feasibility demonstration work;

(7) Unified management, guidance and coordination of professional meteorological services and socialized services of meteorological technical equipment;

(eight) responsible for the management of meteorological industry;

(nine) to investigate and deal with violations of the "People's Republic of China (PRC) Meteorological Regulations" and these measures;

(ten) other duties stipulated by the people's Government of the State Council and the province. Article 7 Departments with meteorological stations, such as agriculture, forestry, water conservancy, ocean, salt industry and civil aviation, shall be responsible for their own meteorological work according to their respective responsibilities, and accept the industry management of the competent meteorological departments at the same level. Chapter III Meteorological Observation Environment Article 8 The formulation of urban planning, village and market town planning involving meteorological observation environment must abide by the provisions of the state and this province on environmental protection for meteorological observation. Article 9 The construction of buildings, structures and other facilities near meteorological observation sites must conform to the relevant provisions of urban planning, village and market town planning, and shall not damage the meteorological observation environment. Tenth within the scope of environmental protection for meteorological observation, engineering construction and other activities that have adverse effects on meteorological observation shall not be carried out. If it is really necessary to carry out the above activities due to special circumstances, the consent of the competent meteorological department must be obtained.

Due to the needs of engineering construction and urban planning, it is really necessary to relocate meteorological stations and their facilities, and the examination and approval procedures must be handled according to law. The construction and occupation units shall pay the relocation and reconstruction costs. Chapter IV Meteorological Forecast and Early Warning Article 11 This province implements a unified release system for meteorological forecast and severe weather warning. Meteorological forecasts and severe weather warnings shall be publicly released by the meteorological offices and stations subordinate to the competent meteorological departments in accordance with the division of responsibilities, and other units and individuals shall not publicly release them to the public.

Meteorological offices and stations belonging to departments other than the competent meteorological departments may issue professional meteorological forecasts to their own departments. Twelfth posts and telecommunications departments at all levels shall, in accordance with the relevant provisions of the state and the province, closely cooperate with the competent meteorological departments at the same level to ensure the smooth, rapid and accurate transmission of meteorological information, meteorological forecasts and severe weather warnings. Entrusted by the competent meteorological department, other departments and units can use their communication tools to transmit original meteorological data, data and graphics to the meteorological offices and stations affiliated to the competent meteorological department. Thirteenth radio stations, television stations and other broadcasting units shall, according to the local audio-visual habits and viewing effects, negotiate with the competent meteorological departments at the same level to determine the broadcast time of meteorological forecast programs, and ensure regular broadcast; If it is really necessary to change the broadcast time or content due to special circumstances, it is necessary to obtain the consent of the meteorological offices and stations that issue meteorological forecasts and severe weather warnings in advance; Disastrous weather warnings temporarily issued by local meteorological stations that may have a significant impact on the national economy and people's livelihood must be approved by the local people's government and broadcast or inserted in time; Supplementary and revised weather forecasts temporarily released by local meteorological stations must be broadcast or inserted in time. Chapter V Prevention of Meteorological Disasters Article 14 When severe weather such as typhoon, gale, cold wave, hail, rainstorm (snow) which may affect the local national economy and people's livelihood occurs, the meteorological offices and stations under the competent meteorological departments shall promptly report to the local people's government, notify the relevant departments and put forward suggestions on disaster prevention and relief.
