What is the standard heating temperature in Beijing?

Generally, the indoor temperature of heating rooms in Beijing is required to reach 18 degrees Celsius.

In case of extreme cold weather, the temperature may not reach the standard. Generally speaking, Beijing's heating temperature standard is based on 18 degrees, floating up and down by 2 degrees, that is, between 16 degrees and 20 degrees, which are all in line with the heating standard. During the heating period, under normal weather conditions, Party B shall ensure that the temperature of Party A's bedroom and living room is not lower than 18℃. The so-called "normal weather" mainly means that the daily average outdoor temperature is above -7.6℃.

Under normal climatic conditions in warm seasons (-7.6 degrees Celsius or higher), if the house meets the current residential design standards, or the building maintenance and heating system transformation are carried out, the temperature of the bedroom and living room should not be lower than 18 degrees Celsius. When extreme cold weather occurs and the heating emergency plan is started, the temperature of the heating system will not meet the standard.

Beijing heating related instructions:

In the residential heating contract in 2022, there is such a statement about "indoor temperature standard for heating": during the heating period, under normal weather conditions, the temperature of bedroom and living room should be guaranteed not to be lower than 18℃. In the original model text before revision, "normal weather" mainly means that the daily average outdoor temperature is above -9℃. The revised model contract text adjusts the normal weather from -9℃ to -7.6℃. In addition, the revised contract also puts forward the requirement of "warmer" room temperature.

According to the original contract, "Party B shall ensure that the temperature of Party A's bedroom and living room is not lower than18℃ for the residence that meets the requirements of the current national residential design code, or the residence that has been modified by the envelope structure and heating system; Without building envelope or heating system modification, the temperature of bedroom and living room shall not be lower than 18℃ when the outdoor average daily temperature is above -7℃, and not lower than 16℃ when the outdoor average daily temperature is below -7℃ and above -9℃ (inclusive).
