Chapter I General Principles

Article 1 In order to effectively prevent and put out forest fires, safeguard the safety of people's lives and property, protect forest resources and maintain ecological security, these Regulations are formulated in accordance with the provisions of the Forest Law of People's Republic of China (PRC) and the Regulations on Forest Fire Prevention of the State Council, combined with the actual situation of this province.

Article 2 These Regulations shall apply to the prevention and fighting of forest fires within the administrative area of this province.

Third forest fire prevention work to implement the policy of prevention first, and actively eliminate.

Fourth forest fire prevention work to implement the chief executive responsibility system of the people's governments at all levels.

People's governments at all levels shall, in accordance with the principle of graded responsibility and territorial management, establish and improve the responsibility system for forest fire prevention, sign the responsibility book for forest fire prevention, and implement target management.

Fifth forest fire prevention headquarters established by the people's governments at or above the county level shall be responsible for organizing, coordinating and guiding the forest fire prevention work within their respective administrative areas, and its main responsibilities are:

(a) to publicize and implement forest fire prevention laws, regulations, rules and policies;

(two) to guide the establishment of forest fire prevention responsibility system;

(three) the organization of forest fire safety inspection, and urge the rectification of forest fire hazards;

(four) to organize, coordinate and direct the forest fire fighting within their respective administrative areas;

(five) to study and coordinate major issues related to forest fire prevention within their respective administrative areas.

The forest fire prevention headquarters of the people's government at or above the county level shall establish a full-time command system, strengthen the training of full-time commanders, and promote the specialization and standardization of forest fire fighting.

The office of forest fire prevention headquarters is located in the competent forestry department of the people's government at the same level.

Article 6 The competent forestry authorities of the people's governments at or above the county level shall be responsible for the supervision and management of forest fire prevention within their respective administrative areas and undertake the daily work of the forest fire prevention headquarters of the people's governments at the corresponding levels.

Other relevant departments of the people's governments at or above the county level shall be responsible for the relevant forest fire prevention work in accordance with the division of responsibilities.

Township (town) people's governments and sub-district offices shall, in accordance with their responsibilities for forest fire prevention, do a good job in forest fire prevention in their respective areas.

Article 7 Village (neighborhood) committees, nature reserves, scenic spots and forest parks in forest areas and other relevant units shall improve forest fire prevention organizations, conclude forest fire prevention conventions, delimit forest fire prevention responsibility areas and implement the forest fire prevention responsibility system.

The business units and individuals of forests, trees and woodlands shall bear the responsibility of forest fire prevention within their business scope in accordance with the principle of who manages and who is responsible.

Article 8 Where forest fire prevention involves two or more administrative regions of this province, the relevant people's governments shall establish a forest fire prevention joint defense mechanism, determine the joint defense responsibility area, formulate joint defense systems and measures, implement information sharing, strengthen supervision and inspection, and do a good job in forest fire prevention work in the joint defense area.

Article 9 Units and individuals under any of the following circumstances shall be commended and rewarded by the people's governments at or above the county level in accordance with the relevant provisions:

(a) conscientiously implement the responsibility system for forest fire prevention, forest fire prevention work has made remarkable achievements;

(2) reporting forest fires in time to avoid heavy losses;

(three) outstanding performance in forest fire fighting;

(four) the popularization and application of forest fire prevention technology has made remarkable achievements;

(five) made other outstanding achievements in the prevention and fighting of forest fires.

Chapter II Forest Fire Prevention

Article 10 The competent forestry department of the people's government at or above the county level shall, jointly with the development and reform department, organize the preparation of the forest fire prevention plan of the administrative region according to the forest fire prevention plan at the next higher level and in combination with local conditions, and organize its implementation after being reported to the people's government at the same level for approval.

Article 11 The competent forestry authorities of the people's governments at or above the county level shall, in accordance with the provisions of the Regulations on Forest Fire Prevention of the State Council, prepare an emergency plan for forest fires, report it to the people's government at the same level for approval, and report it to the competent forestry authorities of the people's government at the next higher level for the record.

The management institutions of Jinggangshan, Lushan, Nanchang Xishan and other forest areas, national nature reserves, scenic spots and forest parks shall prepare special emergency plans for forest fires in the region and report them to the competent forestry authorities of the provincial people's government for the record.

The people's governments at the county level shall organize the township (town) people's governments and sub-district offices in forest areas to formulate forest fire emergency measures according to the forest fire emergency plan; Village (neighborhood) committees shall, in accordance with the provisions of the forest fire emergency plan and forest fire emergency treatment measures, assist in the emergency treatment of forest fires.

The people's governments at or above the county level and their relevant departments and units shall organize and carry out forest fire emergency plan drills according to the actual situation.

Twelfth people's governments at or above the county level shall, according to the forest fire prevention planning, establish a fire monitoring and early warning system and a command and communication system, and set up fire observation stations, fire monitoring stations, electronic monitoring, wireless communication and other facilities and equipment; Set up forest fire prevention warning and publicity signs at the main entrance of the forest area or places where people have frequent activities; Reasonable construction of biological fire-proof forest belt or fire-proof isolation belt and fire-proof passage; In accordance with the requirements of national standards, the construction of forest fire fighting materials storage, storage of forest fire prevention materials and equipment.

No unit or individual may damage or illegally occupy forest fire warning signs, fire observation platforms, fire monitoring stations, electronic monitoring, wireless communication and other facilities and equipment.

Thirteenth people's governments at all levels and their forestry, education, judicial administration, radio and television departments and news media should organize regular forest fire prevention publicity, popularize forest fire prevention laws and regulations and safety knowledge, and enhance the awareness of forest fire prevention in the whole society.

Every year 10 is the forest fire prevention publicity month in this province. During the Spring Festival, Tomb-Sweeping Day, winter solstice and other forest fires, people's governments at all levels, village (neighborhood) committees and relevant units shall take effective measures to strengthen forest fire prevention publicity.

Article 14 Where industrial and mining enterprises, tourist areas, newly-built development zones or other engineering facilities that may affect forest fire prevention safety are built in forest areas according to law, forest fire prevention facilities such as biological fire prevention forest belts or fire prevention isolation belts and forest fire prevention warning and publicity signs shall be built. Forest fire prevention facilities should be synchronized with the construction project planning, design, construction and acceptance. In the planning and acceptance stage, the relevant project examination and approval departments shall solicit the opinions of the competent forestry authorities of the people's government at the same level when examining and approving.

Fifteenth units responsible for forest fire prevention of electric power, telecommunication lines and oil and gas pipelines shall regularly check and maintain the safety of wires, cables and pipelines passing through forest areas, and take effective fire prevention measures to prevent forest fires caused by line and pipeline failures.

If the growth of trees endangers the safety of wires, cables or other pipelines and causes hidden dangers of forest fires, measures should be taken to eliminate them in time. If it is really necessary to cut down trees, it shall be reported to the competent forestry department for approval according to law.

Sixteenth people's governments at the county level and management agencies with forest fire prevention tasks should establish professional forest fire prevention teams according to actual needs.

Township (town) people's governments, sub-district offices and forest farms in forest areas shall establish semi-professional forest fire fighting teams according to actual needs.

The people's governments at the county level shall guide the forest management units and village (neighborhood) committees in forest areas to establish mass fire-fighting emergency teams.

Professional, semi-professional forest fire fighting teams and mass fire fighting emergency teams should be equipped with fire fighting tools and equipment, and conduct regular training and drills.

The forest fire control institutions established by the provincial and district people's governments are responsible for guiding the construction, education and training of forest fire control teams within their respective administrative areas.

Article 17 Village (neighborhood) committees in forest areas and business units and individuals of forests, trees and woodlands shall be equipped with full-time or part-time rangers according to actual needs to undertake the following forest fire prevention duties:

(a) to publicize the laws, regulations, rules and policies of forest fire prevention and explain the knowledge of fire prevention;

(two) patrol the mountain to protect the forest, manage the use of fire in the field, stop the illegal use of fire in the field, and eliminate fire hazards;

(three) timely report the fire, participate in forest fire fighting, and assist in the investigation of forest fire cases.

Village (neighborhood) committees in forest areas can be equipped with forest fire information officers according to actual needs, and forest fire information officers should report the fire in time.

Eighteenth forest fire prevention is a year-round work, and the key period of forest fire prevention in this province is from June 10 to April 30 of the following year. The people's governments at or above the county level may decide to advance or extend the key period of forest fire prevention according to local conditions. If they decide to advance or extend the key period of forest fire prevention, they shall make an announcement to the society and report it to the forest fire prevention headquarters of the people's government at the next higher level for the record.

The people's governments at or above the county level shall, according to the distribution of forest resources and the occurrence of forest fires within their respective administrative areas, delimit forest fire prevention zones and announce them to the public.

Nineteenth forest fire prevention headquarters of the people's governments at or above the county level shall organize relevant departments to inspect the forest fire prevention work of relevant units in the forest fire prevention area; The competent forestry authorities of the people's governments at or above the county level shall promptly issue a Notice of Rectification of Forest Fire Hidden Dangers to the relevant units, and order them to rectify within a time limit and eliminate hidden dangers.

During the key period of forest fire prevention, the forest fire prevention headquarters of the people's government at or above the county level and the township (town) people's government and street offices shall establish a 24-hour duty system.

During the Spring Festival, Tomb-Sweeping Day, winter solstice, spring ploughing and autumn harvest season, people's governments at all levels shall organize relevant departments and personnel to strengthen field fire monitoring to prevent forest fires.

Twentieth during the key period of forest fire prevention, it is forbidden to burn wasteland, ridge grass, plant ash, straw, smoking, picnics, burning incense and paper, and setting off fireworks and firecrackers in the forest fire prevention area.

If it is really necessary to use fire in the field due to special circumstances such as afforestation, soil preparation and burning infected trees, it must be approved by the people's government at the county level.

Apply for wild fire, according to the following procedures:

(a) submit a written application for the use of fire to the competent forestry department of the people's government at the county level, including the purpose, location, area and fire safety measures.

(two) the competent forestry department of the people's government at the county level shall verify the fire safety measures of the units or individuals that use fire on the spot.

(three) the competent forestry department of the people's government at the county level shall, within five working days from the date of acceptance, put forward opinions on whether to approve or not, and report them to the people's government at the corresponding level for decision. If approved, it shall be reported to the forest fire prevention headquarters of the people's government at the next higher level for the record; If it is not approved, it shall inform the fire unit or individual in writing of the reasons for not approving it.

With the approval of using fire in the wild, the competent forestry department of the people's government at the county level shall inform the local township (town) people's government in writing, and the local township (town) people's government shall organize the implementation in a planned way, and send personnel to cooperate with the competent forestry department of the people's government at the county level for on-site guidance.

With the approval of the use of fire in the field, the unit or individual that uses fire shall designate a person to be responsible, open the fire isolation belt in advance, organize fire-fighting personnel, and use fire under meteorological conditions below forest fire risk level 3; After the fire is used, the fire site should be inspected and cleaned to ensure that the fire is completely extinguished and prevent the fire from happening.

Twenty-first during the key period of forest fire prevention, the business units and individuals of forests, trees and woodlands shall set up warning signs of forest fire prevention, and publicize the safety of forest fire prevention for those who enter their business scope.

Drivers and passengers of passenger trains and cars entering the forest area shall conduct fire safety education for passengers to prevent passengers from discarding kindling.

Twenty-second key period of forest fire prevention, the provincial people's government may decide to set up temporary forest fire prevention checkpoints in forest fire prevention areas. People's governments at or above the county level and management institutions with forest fire prevention tasks shall strengthen forest fire prevention inspections. Personnel carrying out patrol tasks shall wear special signs, conduct forest fire prevention inspection on vehicles and personnel entering, and keep the fire source, kindling, inflammable and explosive articles carried in centralized custody, and any unit or individual shall cooperate with them.

Article 23 In the critical period of forest fire prevention, when high temperature, drought, strong wind and other fire danger weather are predicted, the people's governments at or above the county level shall delimit the forest high fire danger zone and stipulate the forest high fire danger period. When necessary, the people's governments at or above the county level may, according to the needs, issue an order prohibiting all wild use of fire; The use of fire by residents who may cause forest fires should be strictly managed.

Twenty-fourth competent meteorological departments at or above the county level shall provide timely forecast information of forest fire danger meteorological grade, and carry out weather modification operations when necessary to reduce forest fire danger grade.

Radio, television, newspapers, government portals, etc. According to the requirements of the forest fire prevention headquarters, the forest fire weather forecast shall be broadcast or released to the society free of charge.

Twenty-fifth units and individuals who are responsible for the guardianship of persons with no capacity for civil conduct and persons with limited capacity for civil conduct shall perform their guardianship duties and prevent the ward from entering the forest area to use fire or play with fire.

Chapter III Fighting Forest Fires

Twenty-sixth people's governments at or above the county level shall publish the telephone number of forest fire alarm and establish a forest fire prevention duty system.

Any unit or individual who finds a forest fire shall report to the police immediately. After receiving the alarm, the local people's government or the forest fire prevention headquarters shall immediately investigate and verify, take corresponding fighting measures, and report to the people's government at a higher level and the forest fire prevention headquarters in accordance with relevant regulations.

In case of a forest fire in the border area, the local forest fire prevention headquarters shall immediately make every effort to organize the fighting, exchange information and cooperate with each other, and shall not shirk responsibility.

Article 27 In case of the following forest fires, the forest fire prevention headquarters of the local city and county (District) people's government shall immediately report to the forest fire prevention headquarters of the provincial people's government, which shall report to the provincial people's government in accordance with the provisions and timely notify the relevant departments:

(1) Forest fires in inter-provincial border areas;

(2) Forest fires that cause death or serious injury;

(3) Forest fires with an area of over 100 hectares;

(four) forest fires that threaten villages, residential areas and important units and facilities;

(five) forest fires in key forest areas such as national nature reserves, scenic spots and forest parks;

(six) forest fires that have not been extinguished for more than twelve hours;

(seven) forest fires that need the support of the provincial people's government;

(eight) other major forest fires.

Article 28 When a forest fire occurs, the people's government at or above the county level or the forest fire prevention headquarters of the township (town) people's government and the relevant units shall immediately start the forest fire emergency plan or emergency treatment measures according to the provisions, reasonably determine the fire fighting plan according to the fire situation, organize personnel, mobilize the required materials, and designate the person in charge to arrive at the forest fire site in time to specifically direct the forest fire fighting.

In case of forest fire, relevant departments and fire fighting teams such as forest fire fighting, group fire fighting and emergency should do a good job in forest fire fighting according to the unified command of forest fire emergency plan and forest fire prevention headquarters.

At the scene of a forest fire, a front-line headquarters can be set up as needed.

Twenty-ninth armed police forest troops stationed in Jiangxi Province were mobilized by the forest fire prevention headquarters of the provincial people's government and accepted the unified command of the forest fire prevention headquarters where the fire broke out.

The provincial people's government supports the construction of the armed police forest troops stationed in Jiangxi and improves the combat capability of fighting forest fires.

Thirtieth forest fire fighting should adhere to the people-oriented, scientific fighting, rescue people in distress, timely evacuation, evacuation of people threatened by fire, and do a good job in the safety protection of fire fighters, as far as possible to avoid and reduce casualties.

Professional and semi-professional forest fire fighting teams should become the main force to fight forest fires, and should not mobilize disabled people, pregnant women, minors and other people who are not suitable for fighting forest fires.

Thirty-first because of the need to put out forest fires, the forest fire prevention headquarters of the people's governments at or above the county level may decide to take the following measures:

(a) set up emergency fire isolation belt or transfer evacuation personnel;

(two) demolition or removal of related buildings, structures, facilities and other obstacles that hinder forest fire fighting;

(3) Artificial precipitation enhancement and emergency water intake;

(4) Implementing local traffic control;

(five) to mobilize water supply, power supply, gas supply, communications, medical rescue, transportation and other relevant units to assist in fire fighting and rescue;

(6) Other emergency measures.

Where it is necessary to requisition materials, equipment and means of transport to put out forest fires, it shall be decided by the people's government at or above the county level. After the forest fire is extinguished, the requisitioned materials, equipment and means of transport shall be returned in time and compensated in accordance with the provisions of relevant laws and regulations.

Chapter IV Post-disaster Disposal

Article 32 The competent forestry department of the people's government at or above the county level shall, jointly with relevant departments, investigate and evaluate the causes, perpetrators, accident responsibilities and losses of forest fires, and submit an investigation report to the people's government at the corresponding level within 15 working days after the forest fires are extinguished.

Forest fires at the junction of administrative areas with unclear fire points shall be investigated by the competent forestry department of the people's government at the next higher level in conjunction with relevant departments.

The people's government shall, according to the investigation report, determine the units and persons responsible for forest fires within fifteen working days and hand them over to the relevant authorities for handling according to law.

Thirty-third after the forest fire is extinguished, the competent forestry department of the local people's government shall establish a file on forest fire in time, designate a person to be responsible for forest fire statistics and report it as required.

Thirty-fourth forest fire information shall be released to the public by the forest fire prevention headquarters of the people's government at or above the county level or the competent forestry department in accordance with the prescribed authority, and no other unit or individual may release it without authorization.

Thirty-fifth people who are injured, disabled or sacrificed in fighting forest fires shall be given medical treatment and pensions in accordance with relevant state regulations. Those who meet the conditions for the evaluation of martyrs shall be handled in accordance with the relevant provisions of the Regulations on the Commendation of Martyrs and the Regulations on Pension and Preferential Treatment for Soldiers.

Thirty-sixth provinces or districts of the city forest fire prevention headquarters decided to mobilize professional forest fire brigade to carry out cross-regional fighting and rescue tasks, it should give appropriate subsidies to the forest fire brigade to carry out fighting and rescue tasks.

In forest fire fighting personnel delays subsidies and living allowances and other expenses incurred in forest fire fighting, in accordance with the standards prescribed by the provincial people's government, paid by the units or individuals involved in forest fires; If the cause of the fire is unknown, it shall be paid by the fire unit.

The part of the forest fire accident that the unit, individual or fire unit is really unable to pay shall be paid by the local people's government.

Expenses such as lost time allowance and living allowance for fighting forest fires can be paid in advance by the local people's government.

Article 37 For counties (cities, districts) where the responsibility for forest fire prevention is not implemented and the prevention and control measures are ineffective, resulting in out-of-control fire sources in the wild, frequent forest fires, casualties or major forest fires, the forest fire prevention headquarters of the provincial people's government shall, in accordance with the relevant provisions of the province, determine them as key management counties (cities, districts) for forest fire prevention, and urge them to make rectification.

Chapter V Safeguard Measures

Thirty-eighth people's governments at or above the county level shall incorporate the construction of forest fire prevention infrastructure into the national economic and social development plan, incorporate the special funds for forest fire prevention into the fiscal budget at the corresponding level, and strengthen the work of prevention, fighting and basic security.

Thirty-ninth scenic business units engaged in tourism activities relying on forest resources in forest areas shall take forest fire prevention measures, implement forest fire prevention responsibilities, and spend no less than 3% of the ticket income every year for forest fire prevention in their business areas.

Article 40 The provincial people's government shall strengthen the aviation forest protection work, establish an aviation forest protection cooperation mechanism with the participation of relevant units, improve the infrastructure construction of aviation forest protection, and ensure the funds needed for aviation forest protection.

The aviation forest protection institution affiliated to the competent forestry department of the provincial people's government shall do a good job in the formulation and implementation of aviation forest protection planning, the organization and coordination of aviation fire fighting, and the management and guarantee of related flights.

Forty-first people's governments at or above the county level shall improve the premium subsidy mechanism of forest fire insurance, and encourage and support business units and individuals of forests, trees and woodlands to participate in forest fire insurance.

The relevant departments of the people's governments at or above the county level and the management institutions with forest fire prevention tasks shall handle social insurance for their professional forest firefighters in accordance with the law, such as pension, medical care and work-related injuries, and handle personal accident insurance.

Encourage township (town) people's governments and units with forest fire prevention tasks to handle personal accident insurance for their semi-professional forest fire brigade members.

Forty-second special vehicles for forest fire prevention shall be painted with signs and patterns in accordance with regulations, and alarm and sign lamps shall be installed. In accordance with the relevant provisions of the state and this province, vehicle tolls and vehicle purchase tax are exempted.

Special vehicles for forest fire prevention are not restricted by driving route, driving direction, driving speed and signal lights when performing the task of fighting forest fires, and other vehicles and pedestrians should avoid them.

Chapter VI Legal Liability

Forty-third in violation of the provisions of this Ordinance, the people's government at or above the county level and its forest fire prevention headquarters, the competent forestry department or other relevant departments and their staff have one of the following acts, and their superior administrative organs or supervisory organs shall order them to make corrections; If the circumstances are serious, the directly responsible person in charge and other directly responsible personnel shall be punished according to law; If the case constitutes a crime, criminal responsibility shall be investigated according to law:

(a) failing to prepare the forest fire emergency plan in accordance with the provisions;

(two) found that the forest fire hazards did not promptly issue a notice of rectification of forest fire hazards;

(3) approving the use of fire in the field that does not meet the requirements of forest fire prevention;

(four) concealing, lying or deliberately delaying the report of forest fires;

(five) did not take timely measures to put out forest fires;

(six) other acts that do not perform their duties according to law.

Article 44 If, in violation of the provisions of these Regulations, the business units or individuals of forests, trees and woodlands fail to perform the responsibility of forest fire prevention, the competent forestry department of the people's government at or above the county level shall order them to make corrections, impose a fine of not less than 500 yuan but not more than 2,000 yuan on individuals, and impose a fine of not less than 10,000 yuan but not more than 20,000 yuan on units; If the circumstances are serious, individuals shall be fined between 2,000 yuan and 5,000 yuan, and units shall be fined between 20,000 yuan and 50,000 yuan.

Article 45 If, in violation of the provisions of these Regulations, any unit or individual responsible for forest fire prevention, such as electric power, telecommunication lines, oil and gas pipelines, etc., in the forest fire prevention area refuses to accept the forest fire prevention inspection or fails to eliminate the fire hazards within the time limit after receiving the notice of rectification of forest fire hazards, the competent forestry department of the people's government at or above the county level shall order it to make corrections, give it a warning, impose a fine of more than 1000 yuan on the individual, and impose a fine of more than 5,000 yuan and less than 8,000 yuan on the If the circumstances are serious, the individual shall be fined between 1000 yuan and 2000 yuan, and the unit shall be fined between 8000 yuan and 10000 yuan.

Article 46 Anyone who, in violation of the provisions of this Ordinance, burns wasteland, ridges, grasslands, plant ash, straws, cigarettes, barbecues, incense and paper making, or sets off fireworks and firecrackers in the forest fire prevention area during the key period of forest fire prevention, shall be educated by forest fire prevention personnel to discourage or stop the illegal behavior, and may be given a warning by the competent forestry department of the people's government at or above the county level or the people's government at a township (town) and fined between 200 yuan and 1,000 yuan. If the circumstances are serious, a fine of more than 1,000 yuan and less than 3,000 yuan shall be imposed.

Article 47 Anyone who, in violation of the provisions of this Ordinance, plants trees, prepares soil and burns infected trees and other wild fire in the forest fire prevention area without approval during the key period of forest fire prevention shall be ordered by the competent forestry department of the people's government at or above the county level to stop the illegal act and be given a warning, and a fine of more than 200 yuan and less than 1,000 yuan shall be imposed on the individual, and a fine of more than 10,00 yuan and less than 20,000 yuan shall be imposed on the unit. If the circumstances are serious, a fine of more than/kloc-0,000 yuan and less than 3,000

In violation of the provisions of this Ordinance, during the key period of forest fire prevention, if fire is used in the field with approval, but not in accordance with the specified operation requirements, the competent forestry department of the people's government at or above the county level shall order it to stop the illegal act, give it a warning, impose a fine of 200 yuan to 500 yuan on individuals, and impose a fine of 5,000 yuan to 10,000 yuan on units.

Article 48 Whoever, in violation of the provisions of these Regulations, intentionally destroys or illegally occupies forest fire warning signs, fire observation platforms, fire monitoring stations, electronic monitoring, wireless communication and other facilities and equipment shall be ordered by the competent forestry department of the people's government at or above the county level to stop the illegal act and compensate for the losses; And give a warning, impose a fine of more than 200 yuan 1000 yuan on individuals, and impose a fine of more than 1 10,000 yuan but less than 20,000 yuan on units.

Article 49 Whoever, in violation of the provisions of these Regulations, refuses to carry out the orders issued by the people's governments at or above the county level during the period of high forest fire risk, and uses fire in the field during the period of high forest fire risk, which constitutes a violation of public security management, shall be punished by the forest public security organs according to law.

In violation of the provisions of these regulations, causing forest fires, it shall bear civil liability for compensation according to law; If the case constitutes a crime, criminal responsibility shall be investigated according to law; If it does not constitute a crime, the competent forestry department of the people's government at or above the county level may order the responsible person to replant trees, in addition to pursuing legal responsibilities in accordance with the provisions of Articles 44 to 47 of this Ordinance.

Chapter VII Supplementary Provisions

Article 50 The term "forest areas" as mentioned in these Regulations refers to forest farms and patches of forest land in mountainous, hilly and plain areas within the administrative region of this province.

Article 51 These Regulations shall come into force on 20 12, 10 and 1 day.
