During the early warning period of heavy pollution, the specific measures are arranged as follows

First, public protection measures.

Children, the elderly and patients with chronic diseases such as respiratory tract, cardiovascular and cerebrovascular diseases should try to stay indoors, avoid outdoor activities, and minimize ventilation time when opening windows; Medical and health institutions should strengthen medical guidance and medical treatment for patients with respiratory diseases.

The general population reduces or avoids outdoor activities; Personnel engaged in outdoor operation, duty, operation and activities can take necessary protective measures such as wearing masks and shortening outdoor working hours.

The Municipal Education Bureau can guide primary and secondary schools and kindergartens to adopt flexible teaching and stop outdoor courses and activities. Stop holding large-scale mass outdoor activities.

Third, mandatory emission reduction measures.

Control measures of industrial enterprises. Industrial enterprises strictly follow the List of Emission Reduction of Industrial Sources, implement various emergency emission reduction measures according to law, and strictly implement differentiated control. During the emergency response period, enterprises and projects included in the "positive list" of ecological environment supervision should make every effort to ensure normal production. Under the condition of ensuring the effective operation of pollution prevention facilities and strictly implementing pollution prevention measures, it is not allowed to limit production, stop production, check and disturb, encourage enterprises to reduce emissions independently, and resolutely prevent "one size fits all".

Mobile source control measures. Construction sites, industrial enterprises and industrial parks prohibit the use of non-road mobile machinery of Grade II and below; Heavy and medium-sized trucks, three-wheeled vehicles, low-speed trucks and tractors are prohibited from passing through the city except for urban operation support vehicles and special vehicles performing tasks. Logistics and other units involved in the transportation of bulk raw materials and products should be prohibited from using heavy trucks at or below the national level for transportation.

Control measures of non-point source. Strengthen the control of construction sites and traffic dust.
