In order to strengthen the safety management of fireworks and firecrackers during the Spring Festival of 2023, reduce air pollution, ensure the personal and property safety of the public and the masses, and ensure the stability of the safety situation of fireworks and firecrackers during the Spring Festival, according to the Regulations on the Safety Management of Fireworks and Firecrackers (the State Council Decree No.455) and other laws and regulations, we hereby make the announcement on further improving the safety management of fireworks and firecrackers during the Spring Festival of 2023 in our city as follows:

First, the discharge time

(1) 7: 00 am on June 265438+10/October 2 1 (New Year's Eve) to 10/am on October 22 (the first day of the first month);

(2) Every day from 7: 00 to 23: 00 a.m. from 65438+1October 22nd (the first day of the first month) to 65438+1October 26th (the fifth day of the first month);

(3) February 5 (the fifteenth day of the first month) from 7 am to 23 am.

Fireworks and firecrackers are prohibited during severely polluted weather and outside the above provisions.

Second, the discharge area

Fireworks and firecrackers are set off outside the following places in the administrative areas of Zhongyuan District, Erqi District, Jinshui District, Guanchenghuizu District, Huiji District and Zhengdong New District, Zhengzhou Economic and Technological Development Zone and Zhengzhou High-tech Industrial Development Zone:

(a) the location of the state organ;

(2) Units that produce, manage and store inflammable and explosive articles;

(3) Important military facilities;

(4) cultural relics protection units;

(5) Schools, kindergartens, hospitals, sanatoriums and sanatoriums;

(six) shopping malls, bazaars, public cultural facilities, places for religious activities and other crowded places;

(seven) transportation hub areas such as stations (including railway station squares), airports, railway safety protection zones, elevated roads, overpasses, bridges and tunnels;

(eight) power transmission and transformation, gas, fuel and other energy facilities in the safety protection zone;

(9) High-rise buildings and buildings with low fire resistance using flammable and combustible external thermal insulation materials;

(ten) parks (except squares), green spaces, scenic spots, forests, nurseries, grasslands, wetlands, water source protection areas and other key fire prevention areas;

(eleven) other places and areas determined and announced by the Municipal People's government.

The specific scope of the place where fireworks and firecrackers are prohibited and its surroundings shall be set up by the relevant units with obvious warning signs prohibiting fireworks and firecrackers.

Do not set off or throw fireworks and firecrackers in the corridors, balconies, windowsills and roofs of residential buildings; Discharge in the community is not encouraged. If it is really necessary to discharge in the community, it is necessary to delimit a safe area, and the township (street office) shall make overall planning, and the community, property and other units shall prepare management personnel, rescue forces, fire-fighting equipment, etc. to ensure the safety of discharge.

Three, prohibit the sale and discharge of fireworks.

(1) Class A and Class B fireworks and firecrackers in the National Standard for Safety and Quality of Fireworks and Firecrackers (GB10631-2013);

(2) Fireworks and firecrackers that are dangerous and contain highly sensitive drugs, such as pulling, throwing and smashing guns;

(three) fireworks and firecrackers, such as rotating and double-sounding guns, which are fired in the main direction during discharge.

Four, fireworks should comply with the provisions.

The discharge shall be carried out correctly and safely according to the discharge instructions, and the following provisions shall be observed:

(a) do not avoid pedestrians, vehicles, buildings, structures and crowded places;

(2) Don't aim at or point to the discharge of inflammable and explosive articles;

(three) there shall be no other acts that affect public order and endanger the safety of others;

(4) Minors shall set off fireworks and firecrackers under the guidance of their guardians or other adults.

Illegal production, transportation, storage, sale and illegal discharge of fireworks and firecrackers shall be punished in accordance with the Law of People's Republic of China (PRC) on Public Security Administration Punishment and Decree No.455 of the State Council. Six, Zhengzhou Airport Economic Comprehensive Experimental Zone Management Committee and the county (city), Shang Jie district government decided the safety management of fireworks in this area.

Seven, this notice shall come into force as of the date of promulgation. The Regulations of Zhengzhou Municipality on Prohibiting Fireworks and Firecrackers (Order No.217 of the Municipal Government) was suspended at the same time.

The local people's governments at or above the county level may, according to the actual conditions of their respective administrative areas, determine the time, place and types of fireworks that are restricted or prohibited. (a) cultural relics protection units;

(2) Transportation hubs such as stations, docks and airports and railway line safety protection zones;

(3) Units that produce and store inflammable and explosive articles;

(five) medical institutions, kindergartens, primary and secondary schools, nursing homes;

(six) key fire prevention areas such as mountains and grasslands;

(seven) other places where fireworks and firecrackers are prohibited as prescribed by the local people's governments at or above the county level.
