The intensity of exercise is not enough, or the weather is too cold. Your skin feels very hot, which means you are doing anaerobic exercise. Anaerobic exercise is less likely to sweat than aerobic exercise, unless the weather is very hot or you have reached a certain exercise intensity. As long as you continue aerobic exercise 10 minutes or more, you will sweat even if you are cold.
