20021July 17-23, Henan Province was hit by a torrential rain which was rare in history, and serious floods occurred, especially in Zhengzhou City on July 20, which suffered heavy casualties and property losses.

Measures taken by the government

Although the disaster was caused by extreme weather, it exposed many problems and shortcomings. In order to find out problems, sum up experiences and learn lessons, with the approval of the CPC Central Committee, the State Council established an investigation team for the torrential rain disaster in Zhengzhou, Henan Province.

Led by the Emergency Management Department, with the participation of the Ministry of Water Resources, the Ministry of Transport, the Ministry of Housing and Urban-Rural Development, the Ministry of Natural Resources, the Ministry of Public Security, the Development and Reform Commission, the Ministry of Industry and Information Technology, the Health and Wellness Commission, the China Meteorological Bureau, the National Energy Administration and the Henan Provincial Government, six special working groups, including comprehensive coordination, monitoring and forecasting, emergency response, transportation, urban waterlogging and geological disasters of mountain torrents, were established.

Led by relevant ministries and commissions, and invited academicians and authoritative experts from meteorology, water conservancy, municipal administration, transportation, geology, emergency, law and other fields to participate in the whole process.
