When it rains on cloudy days, the temperature is lower than that on sunny days.

When it snows in winter, the outdoor temperature is lower. Water vapor in the air can only condense into snowflakes when the near-surface temperature is lower than 0℃. If the near-surface temperature is 0℃, it may rain or sleet.

So it's not as cold when it rains as when it snows.
