Article 3 Artificial weather modification work shall follow the principles of unity, science, standardization, safety and service. Article 4 People's governments at or above the county level shall strengthen leadership over artificial weather modification work and incorporate the development of artificial weather modification into national economic and social development plans. Article 5 Meteorological authorities at or above the county (city) level are responsible for artificial weather modification work within their respective administrative regions.

Departments of development and reform, finance, industry and information technology, public security, agriculture and rural areas, forestry and grassland, water conservancy, ecological environment, civil aviation and other departments are responsible for work related to artificial weather modification in accordance with their respective legal responsibilities. Article 6 Meteorological authorities at or above the county (city) level shall organize and carry out research on artificial weather modification in disaster prevention and reduction, climate change, ecological environment protection, ensuring the safety of agricultural and animal husbandry production, and the development and utilization of aerial cloud water resources. Article 7 When developing and utilizing aerial cloud water resources to carry out artificial weather modification operations, the meteorological authorities of the autonomous region shall, in accordance with relevant national regulations, conduct an analysis of the utilization potential, climate suitability, risk and possible impact of aerial cloud water resources on the local climate, etc. Carry out analysis and evaluation. Article 8 Meteorological authorities at or above the county (city) level shall, in conjunction with relevant departments such as development and reform, finance, agriculture and rural areas, forestry and grassland, water conservancy, and ecological environment, prepare an annual plan for artificial weather modification work in their respective administrative regions and submit it to the people's government at the same level for approval. implementation.

The capital construction funds, business funds, operating funds and scientific research funds required to implement the artificial weather modification work plan are included in the fiscal budget of the same level. Article 9 The county (city) meteorological authority shall propose a layout plan for artificial weather modification operations based on the climate characteristics, geographical conditions, etc. of the administrative region. After preliminary review by the state and city (prefecture) meteorological authorities, it shall be submitted to the autonomous region meteorological authority in conjunction with the The relevant flight control department will determine.

The determined location for artificial weather modification operations shall not be changed without authorization; if changes are indeed necessary, they shall be handled in accordance with the provisions of the preceding paragraph. Article 10 The construction of equipment warehouses, ammunition warehouses, launch platforms and other facilities for artificial weather modification operations shall comply with relevant national and autonomous region standards. Article 11 Units engaged in artificial weather modification operations (hereinafter referred to as operating units) shall have legal person qualifications and meet the following conditions:

(1) Operating anti-aircraft guns, rocket launchers, and flame bomb launchers meet the following requirements: Relevant national mandatory technical standards;

(2) Artillery depots, ammunition depots and other infrastructure comply with relevant safety management regulations;

(4) Have communication equipment to maintain contact with the artificial weather modification operation command platform and the flight control department. Article 12 Units that apply to engage in artificial weather modification operations shall apply to the state, city (regional) meteorological authorities and submit the following materials:

(1) Unit legal person organization code certificate;

(3) Operator training and assessment certificate;

(4) Relevant safe operation management system.

State, city (prefecture) meteorological authorities shall submit preliminary review opinions within 20 days from the date of receipt of the application, and submit them to the autonomous region meteorological authorities for approval; Within 20 days from the date of application, a certificate of recognition of an artificial weather modification operation unit will be issued to those who meet the conditions; those who do not meet the conditions will not be recognized and the reasons will be explained to the applicant. Article 13 If any of the following circumstances occurs, the meteorological authorities at or above the county (city) level shall organize operating units to implement artificial weather modification operations:

(1) A drought has already occurred and the drought is expected to worsen;< /p>

(2) Severe hail weather may occur;

(3) Forest and grassland fires occur or forests and grasslands are in high fire danger periods for a long time;

(4) Deterioration of the ecological environment due to severe shortage of water resources;

(5) Other situations that require the implementation of artificial weather modification operations.

If artificial weather modification operations are jointly carried out across administrative regions, their corresponding superior meteorological authorities shall coordinate, organize and implement them. Article 14 If aircraft are used to carry out artificial weather modification operations, the meteorological authority of the autonomous region shall submit an application to the flight control department; if anti-aircraft guns, rocket launchers, and flame launchers are used to carry out artificial weather modification operations, the meteorological supervisor who directly manages the operating unit shall The agency should submit an application to the flight control department.

The application content specified in the preceding paragraph shall include the name, code, longitude and latitude, altitude, operator code, operating equipment, operating time limit, etc. of the operating location. Article 15 The meteorological authorities of the autonomous region shall consult with the relevant flight control departments and airport management agencies to coordinate and cooperate in airspace allocation, aircraft takeoff and landing, alternate landing and ground support to ensure the implementation of artificial weather modification operations.

Article 16: Radar, radio and other equipment and frequencies used in artificial weather modification operations shall be handled by the meteorological authority that directly manages the operating unit in accordance with the law, and shall be reported to the meteorological authority of the autonomous region for filing.

The radio frequencies and channels used in artificial weather modification operations are protected by law, and no unit or individual may occupy or interfere with them.
