Article 5 Meteorological authorities at or above the county (city) level are responsible for artificial weather modification work within their respective administrative regions.

Departments of development and reform, finance, industry and information technology, public security, agriculture and rural areas, forestry and grassland, water conservancy, ecological environment, civil aviation and other departments are responsible for work related to artificial weather modification in accordance with their respective legal responsibilities. Article 6 Meteorological authorities at or above the county (city) level shall organize and carry out research on artificial weather modification in disaster prevention and reduction, climate change, ecological environment protection, ensuring the safety of agricultural and animal husbandry production, and the development and utilization of aerial cloud water resources. Article 13 If any of the following circumstances occurs, the meteorological authorities at or above the county (city) level shall organize operating units to implement artificial weather modification operations:

(3) Forest and grassland fires occur or forests and grasslands are in high fire danger periods for a long time;

If artificial weather modification operations are jointly carried out across administrative regions, their corresponding superior meteorological authorities shall coordinate, organize and implement them. Article 14 If aircraft are used to carry out artificial weather modification operations, the meteorological authority of the autonomous region shall submit an application to the flight control department; if anti-aircraft guns, rocket launchers, and flame launchers are used to carry out artificial weather modification operations, the meteorological supervisor who directly manages the operating unit shall The agency should submit an application to the flight control department.

The application content specified in the preceding paragraph shall include the name, code, longitude and latitude, altitude, operator code, operating equipment, operating time limit, etc. of the operating location. Article 16: Radar, radio and other equipment and frequencies used in artificial weather modification operations shall be handled by the meteorological authority that directly manages the operating unit in accordance with the law, and shall be reported to the meteorological authority of the autonomous region for filing.

The radio frequencies and channels used in artificial weather modification operations are protected by law, and no unit or individual may occupy or interfere with them.
