Measures of Qinghai Province on Issuing Warning Signals of Severe Weather

Article 1 These Measures are formulated in accordance with the provisions of the Meteorological Law of People's Republic of China (PRC) and the actual situation of this province in order to standardize the release of warning signals for severe weather, effectively prevent and mitigate meteorological disasters, and protect people's lives and property. Article 2 These Measures shall apply to the release of warning signals of disastrous weather within the administrative area of this province.

The term "disastrous weather warning signal" as mentioned in these Measures refers to the disastrous weather forecast and warning information made by the meteorological station (station) that has the right to release and released to the public in order to effectively prevent and mitigate meteorological disasters. Third provincial meteorological authorities are responsible for the release of severe weather warning signals in the province. The competent meteorological departments at or above the county level (including the county level, the same below) shall be responsible for the release of warning signals of severe weather within their respective administrative areas.

The administrative departments of news, propaganda and communication at all levels shall, in accordance with their respective responsibilities, do a good job in issuing warning signals for severe weather. Article 4 Disaster weather warning signals shall be uniformly released to the public by the meteorological offices (stations) affiliated to the competent meteorological departments at or above the county level, and no other organization or individual may release disaster weather warning signals to the public.

The specific procedures for the production and release of disaster weather warning signals in various places shall be formulated by the competent meteorological departments at or above the county level. Article 5 The disastrous weather stipulated in these Measures can be divided into five categories: rainstorm, blizzard, gale, sandstorm and strong cooling. The warning signal of disastrous weather consists of three parts: name, icon and meaning, and it is divided into three grades: yellow, red and black (see the annex "Warning Signal and Defense Guide of Severe Weather in Qinghai Province").

Provincial competent meteorological departments can increase the types of disastrous weather warning signals according to the development of science and technology and social needs, and report them to the provincial people's government for approval before implementation. Article 6 The meteorological offices (stations) subordinate to the competent meteorological departments at or above the county level shall timely and accurately issue warning signals for severe weather, update or cancel them in time according to weather changes, and notify the local people's governments and disaster prevention and mitigation institutions at the same time. Seventh competent meteorological departments at or above the county level shall determine the corresponding radio, television, newspapers, telecommunications and other media to broadcast disaster weather warning signals to the society.

Radio, television, newspapers, telecommunications and other media should cooperate with the competent meteorological departments at or above the county level and their subordinate meteorological stations (stations) to do a good job in broadcasting the warning signals of severe weather. Eighth radio, television, newspapers, telecommunications and other media should use standardized disaster weather warning signals when broadcasting disaster weather warning information.

Television should be broadcast by hanging disaster weather warning icons and rolling subtitles, broadcasting should be broadcast by live broadcast, newspapers should publish disaster weather warning icons and short messages, and telecommunications should send disaster weather warning short messages to users through short message platforms and the Internet.

When broadcasting severe weather warning signals in minority areas, local minority languages should be used at the same time. Ninth broadcast, television, newspapers, telecommunications and other disastrous weather warning signal release media should formulate relevant systems to ensure the smooth transmission of meteorological warning information, timely and accurate broadcast of disastrous weather warning signals.

Radio, television, telecommunications and other media shall broadcast within 15 minutes after receiving the warning signal of severe weather issued or updated by the meteorological station; Newspapers should be published immediately or in the next issue. Article 10 People's governments at or above the county level and relevant departments shall, according to local conditions, strengthen the infrastructure construction of the disastrous weather monitoring and forecasting system and the early warning signal broadcasting system, improve the monitoring capability of disastrous weather, and broadcast early warning signals in a timely manner.

Relevant institutions and units of land and resources, construction, agriculture and animal husbandry, transportation, communication, education, health, etc. shall, with reference to the warning signals and defense guidelines of severe weather in Qinghai Province and in combination with the actual situation of their own units, formulate meteorological disaster prevention plans and organize their implementation, so as to avoid or reduce casualties and economic losses caused by meteorological disasters. Eleventh at or above the county level meteorological departments and their subordinate meteorological stations (stations) staff, severe weather warning signal release media and other organizations or individuals in violation of these measures, should be investigated for legal responsibility, in accordance with the provisions of the Meteorological Law of People's Republic of China (PRC). Twelfth specific issues in the implementation of these measures shall be interpreted by the provincial meteorological authorities. Thirteenth these Measures shall come into force as of September 6, 2004 +0.
