Article 1 In order to strengthen the management of weather modification, prevent and mitigate meteorological disasters, scientifically develop cloud and water resources in the air, and ensure the safety of people's lives and property, these measures are formulated in accordance with the Meteorological Law of People's Republic of China (PRC), the Regulations on the Management of Weather Modification, the Regulations on the Management of Weather Modification in Hebei Province and other relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Measures shall be observed in engaging in and managing weather modification activities within the administrative area of this Municipality. The term "weather modification" as mentioned in these Measures refers to the activities that, in order to avoid or mitigate meteorological disasters, artificially affect the physical and chemical processes of the local atmosphere through scientific and technological means under appropriate conditions to achieve the purposes of increasing rain and snow, hail suppression, rain elimination, fog elimination and frost prevention. Article 3 Weather modification shall adhere to the principles of people-oriented, unified leadership, scientific standardization, safety and prudence. Article 4 The people's governments of cities and counties (cities, districts) shall strengthen their leadership in weather modification, establish and improve corresponding management systems and joint working mechanisms, and coordinate and solve major problems in weather modification. Township people's governments and sub-district offices shall cooperate with the weather modification work within their respective jurisdictions. Article 5 The people's governments of cities and counties (cities, districts) shall include the funds needed for weather modification in the fiscal budget at the corresponding level. Enterprises, institutions, social organizations, other organizations and individuals to apply for the implementation of weather modification activities, the expenses required by the applicant. Article 6 The competent meteorological departments of cities and counties (cities, districts) shall be responsible for the organization, implementation, guidance and management of weather modification within their respective administrative areas. Development and reform, finance, public security, emergency management, natural resources and planning, transportation, ecological environment, agriculture and rural areas, flight control, communications and other departments and relevant military organs shall, according to their respective responsibilities, do a good job in weather modification. Article 7 This Municipality encourages and supports scientific and technological research on weather modification, promotes advanced technologies and expands application fields. Article 8 The competent meteorological departments of cities and counties (cities, districts) shall, according to the work plans and plans of weather modification at higher levels and in combination with the actual needs of local disaster prevention and mitigation, ecological restoration and the development and utilization of climate resources, consult the relevant departments at the same level to prepare the work plans and plans of weather modification in their respective administrative areas, and report them to the people's government at the same level for approval before implementation. Article 9 The competent meteorological departments of cities and counties (cities, districts) shall establish weather modification command systems, communication systems, security systems and weather monitoring and early warning systems, and be equipped with staff with corresponding professional and technical knowledge and capabilities. Article 10 The competent meteorological departments of cities and counties (cities, districts) shall put forward opinions on the layout of weather modification stations (spots) according to the local climate, characteristics of meteorological disasters, geography, traffic, population density and flight control, which shall be examined and determined by the municipal competent meteorological department and submitted to the provincial competent meteorological department for approval by the people's government at the same level. Enterprises, institutions, social organizations, other organizations and individuals applying for the construction of weather modification stations (spots) shall apply to the local competent meteorological departments, who shall put forward their opinions and conduct preliminary examination in accordance with the provisions of the preceding paragraph. The identified operating stations (points) shall not be changed without authorization. If it is really necessary to change, it shall be re-determined in accordance with the provisions of the first paragraph. Eleventh weather modification stations (spots) shall be built in accordance with relevant regulations and standards, and signs and warning signs shall be set up in prominent positions. Twelfth any unit or individual shall not carry out the following acts:
(a) occupation, destruction of weather modification work site;
(two) damage, unauthorized removal of special facilities and equipment for weather modification;
(3) occupying or interfering with communication channels for weather modification operations;
(4) disturbing the order of weather modification operations. Thirteenth units that carry out weather modification operations shall meet the following conditions:
(1) Having the infrastructure and equipment required to carry out weather modification operations in compliance with relevant safety regulations;
(two) there are trained and qualified operators, including not less than 4 anti-aircraft guns and not less than 3 rockets;
(3) Having a sound system of safety management and equipment maintenance, transportation, storage and safekeeping;
(4) Having communication tools to keep in touch with the weather modification operation command center and the flight control department;
(five) other conditions stipulated by laws, regulations and rules. Fourteenth weather modification units shall ensure the relative stability of their staff, guarantee their labor remuneration according to law, and handle personal accident insurance for their staff. The weather modification operation unit shall submit the list of operators to the local competent meteorological department, which shall send a copy to the local public security organ for the record. Fifteenth the implementation of weather modification operations, shall meet the following conditions:
(1) Having weather conditions suitable for operation;
(2) Operating airspace and operating time limit approved by the flight control department;
(3) The operation equipment has good performance and meets the use requirements;
(4) All operators are in place;
(5) Communication with the command center and the flight control department. Sixteenth weather modification units must operate within the approved airspace and time limit. When an instruction to stop the operation is received during the operation, the operation must be stopped immediately.
The use of aircraft to carry out weather modification operations shall apply to the provincial meteorological authorities.
