From 7: 00 to 9: 00 and from 16: 00 to 19: 00 every day, motor vehicles with foreign licenses (except Beijing-licensed minibuses) are prohibited from passing on the roads within (excluding) the outer ring road. Tomorrow is limited to 1 and 6.

TEDA is located in Binhai New Area, outside the outer ring road, so it should not be restricted. But the weather is not good these days. I wonder if all jurisdictions in Tianjin have limited numbers?
