After the joint consultation between Jinan Eco-environmental Monitoring Center and the municipal meteorological department, the meteorological conditions in our city were relatively stable from February 2, 2002 to the early morning of February 24, and the diffusion conditions of pollutants in the air were poor, so it was decided to issue an orange warning of heavy pollution on February 2, 20021day 10. 10. Take the following emergency measures:

1. Emission reduction measures of industrial enterprises: According to the latest revised emergency emission reduction list of 202 1, industrial enterprises take emission reduction measures such as limiting production, stopping production and controlling vehicles.

Second, dust pollution reduction measures: strengthen the cleaning of urban roads and highways, and appropriately increase the frequency and scope of road cleaning and sprinkling dust during non-freezing period. Strict supervision and management of construction site, road dust and yard dust; Strengthen dust control measures at various construction sites, exposed ground and stockyards, appropriately increase the frequency of sprinkling water to reduce the loading and unloading capacity of stockyards; Stop the demolition work; Stop excavation and backfilling of earthwork construction, road excavation, etc. ); Stop the cleaning, stacking and loading and unloading operations of fine-grained materials such as cement, sand, muck and dust-prone garbage; Stop cutting, spraying, painting, shotcreting for slope protection, mixing and other indoor and outdoor operations. Stop indoor and outdoor construction operations that are prone to dust pollution in construction projects such as construction, municipal administration, roads, water supply and landscaping. Mines, gravel factories, stone factories, slate factories, etc. Open-air operations should be stopped.

During the emergency response to heavy polluted weather, the indemnificatory projects are further classified and differentiated, and the indemnificatory projects are temporarily divided into two categories: A and B. Blasting, demolition, painting and milling are not allowed for all kinds of indemnificatory projects, and earthwork is not allowed for Class B indemnificatory projects.

Three. Measures to reduce pollution from mobile sources: transport vehicles of muck and gravel are prohibited from passing in ring highway and built-up areas of all districts and counties, and transport vehicles that are easy to spill without sealing devices should be parked on the road. Enterprises involved in the transportation of bulk raw materials and products, such as mines, coal washing plants, expressways around the city, and logistics parks in the built-up areas of all districts and counties, should stop using heavy trucks of Grade 4 and below. Heavy operating trucks, three-wheeled vehicles and low-speed trucks that do not meet the national four emission standards are completely restricted within the scope of the expressway around the city and the built-up areas of all districts and counties. Industrial enterprises and industrial parks stop using non-road mobile machinery at or below the national level. Firewood is used in the expressway around the city and in the built-up areas of all districts and counties.

The use of fuel engineering machinery is stopped, except that the environmental protection regulations of non-road mobile machinery are registered as national III and above.

Four. Suggest pollution reduction measures: advocate public green travel and try to travel by bike, bus or electric car. To advocate public green consumption, units and the public should minimize the use of paints, paints, solvents and other raw materials and products containing volatile organic compounds. Advocate enterprises and institutions to adopt flexible working systems such as off-duty, off-peak commuting and telecommuting during emergency response.

5. Health protection measures: children, the elderly and patients with chronic diseases such as respiratory tract, cardiovascular and cerebrovascular diseases should try to stay indoors and avoid outdoor activities. The general population reduces or avoids outdoor activities; Outdoor work, duty, homework, activities and other personnel to take necessary protective measures. City, district and county education departments can organize primary and secondary schools and kindergartens to stop outdoor courses and activities according to local air quality conditions. Medical and health institutions should strengthen medical guidance and medical treatment for patients with respiratory diseases. Stop holding large-scale mass outdoor activities.
