Article 2 These regulations shall apply to the safety management of the sale and discharge of fireworks and firecrackers within the administrative area of ??this city. Article 3 The municipal and county (district) people’s governments are responsible for the safety management of the sale and discharge of fireworks and firecrackers within their respective jurisdictions.

The town people’s government and sub-district offices should strengthen the organization, coordination, guidance and supervision of the safety management of the sale and discharge of fireworks and firecrackers. Article 4 The production safety supervision and management department is responsible for the safety production supervision and management of fireworks and firecrackers; the public security organs are responsible for the public safety management of fireworks and firecrackers; the urban management law enforcement department shall assist the public security organs in the management of urban fireworks and firecrackers.

Housing and urban-rural construction, transportation, environmental protection, education, civil affairs, market supervision, postal and other departments shall, in accordance with their respective responsibilities, do a good job in the safety management of the sale and discharge of fireworks and firecrackers in accordance with the law.

Supply and marketing cooperatives should strengthen the safety management of fireworks and firecrackers operating activities of enterprises in their system. Article 5: Other agencies, groups, enterprises and institutions, residents’ committees, villagers’ committees, owners’ committees and property service organizations shall cooperate in the work related to the safety management of fireworks and firecrackers. Article 6 The municipal, county (district) people's governments and their relevant departments shall organize publicity and education on the safety management of fireworks and firecrackers, and guide citizens to set off fireworks and firecrackers in a legal, civilized and safe manner. Increase publicity on the safety management of fireworks and firecracker sales and discharges during major festivals.

Radio, television, newspapers, the Internet and other media should carry out public welfare publicity on the safety management of fireworks and firecrackers.

Schools and guardians of minors should educate minors on fireworks and firecracker safety knowledge. Article 7 Xiguan Street, Zhongshan West Road Street, Minzhong Road Street, Dongfeng Road Street, Wolongsi Street, Zhongshan East Road Street, Shilipu Street, Chencang Town, Panlong Town, Jinhe Town, Weibin District in Jintai District Jinling Street, Jinger Road Street, Qingjiang Street, Jiangtan Street, Qiaonan Street, Shigu Town, Shennong Town, and Gaojia Town; Dongguan Street, Qianwei Street, Guozhen Street, and Yangping Town in Chencang District, The sale and setting off of fireworks and firecrackers are prohibited in the urban built-up areas of Maying Town, Bayu Town, Fengxi Town, Tianwang Town, Diaowei Town, Qianhe Town in the High-tech Development Zone.

In addition to the areas specified in the preceding paragraph, the municipal, county (district) people's governments may, based on the actual conditions of their respective administrative regions, determine other areas where the sale and discharge of fireworks and firecrackers are prohibited; where high-tech development zones are involved, the local people's government shall The district people's government will determine it after soliciting the opinions of the high-tech development zone management committee. After the area where the sale and discharge of fireworks and firecrackers is prohibited is determined, the county (district) people's government shall announce it to the public. Article 8 It is prohibited to sell or set off fireworks and firecrackers in the following places outside the areas specified in Article 7 of these Regulations:

(2) Cultural relics protection units;< /p>

(3) Transportation hubs such as stations and airports, urban rail transit and railway line safety protection zones, and motor vehicle parking lots;

(4) Urban roads, overpasses, underground passages, and others Underground space;

(5) Units that produce, store, and sell flammable and explosive items;

(6) Medical institutions, schools, kindergartens, nursing homes, and elderly care institutions;

(7) Key fire prevention areas such as parks, forests, and grasslands;

(8) Safety protection zones for power transmission and transformation facilities;

(9) Key fire safety units and Places with densely populated areas;

(10) Other places determined by the municipal, county (district) people’s governments where the sale and setting off of fireworks and firecrackers are prohibited;

(11) Other places stipulated by laws and regulations The sale of fireworks is prohibited. Article 9 It is prohibited to set off fireworks and firecrackers during the level 3 or above early warning of heavy pollution weather and the level 3 or above emergency response.

The Municipal People's Government should promptly release heavy pollution weather warnings and emergency response information through the news media, and remind citizens that it is prohibited to set off fireworks and firecrackers during this period. Article 10 Enterprises engaged in the wholesale and retail of fireworks and firecrackers shall apply for administrative licenses from the municipal, county (district) work safety supervision and management departments in accordance with the law in accordance with the relevant provisions of the "Regulations on the Safety Management of Fireworks and Firecrackers" of the State Council. Article 11 Fireworks and firecrackers wholesale enterprises shall establish and improve safety production responsibility systems and various safety management systems and operating procedures in accordance with relevant national regulations, establish and strictly implement contract management and flow registration systems, improve contract management and flow registration files, and retain Three years for future reference. Article 12 Enterprises engaged in the wholesale of fireworks and firecrackers shall purchase fireworks and firecrackers from enterprises that produce fireworks and firecrackers and supply fireworks and firecrackers to operators engaged in the retail sale of fireworks and firecrackers. Operators engaged in the retail sale of fireworks and firecrackers shall purchase fireworks and firecrackers from enterprises engaged in the wholesale of fireworks and firecrackers.

Enterprises and retail operators engaged in the wholesale of fireworks and firecrackers are not allowed to purchase and sell illegally produced and operated fireworks.

Enterprises engaged in the wholesale of fireworks and firecrackers shall not supply fireworks and firecrackers that should be set off by professional dischargers in accordance with national standards to operators engaged in the retail sale of fireworks and firecrackers.

Operators engaged in the retail sale of fireworks and firecrackers are not allowed to sell fireworks and firecrackers that should be set off by professional dischargers in accordance with national standards.
