Why is the weather forecast in Anhui not reported to Tianchang City?

Tianchang is a county-level city, and the weather forecast is generally only reported to prefecture-level cities.

Tianchang City, belonging to Chuzhou City, Anhui Province, is located in the east of Anhui Province. It is surrounded by Gaoyou City, Yizheng City, Liuhe District, Jinhu County and Xuyi County in Jiangsu Province on three sides. It's a one-hour metropolis in Nanjing. It is one of the two wings in the industrial pattern of the demonstration zone of industrial transfer in Wanjiang city belt, and is known as the east gate of Anhui Province.
