Regulations of Sichuan Province on Prevention of Meteorological Disasters

Chapter I General Provisions Article 1 In order to prevent meteorological disasters, ensure the safety of people's lives and property, and promote economic and social development, these Regulations are formulated in accordance with the relevant provisions of the Meteorological Law of People's Republic of China (PRC) and other laws and administrative regulations, combined with the actual situation in Sichuan Province. Article 2 Those who engage in meteorological disaster prevention activities within the administrative area of Sichuan Province shall abide by these regulations.

Meteorological disasters as mentioned in these Regulations refer to disasters directly caused by rainstorm, blizzard, cold wave, strong wind, sandstorm, low temperature, high temperature, drought, thunder and lightning, hail, fog, haze, freezing, frost and continuous rain, as well as meteorological secondary disasters such as floods, geological disasters, pests and diseases, forest fires, grassland fires, environmental pollution and epidemics. Article 3 The prevention of meteorological disasters shall adhere to the principles of giving priority to prevention, overall planning and comprehensive prevention and control. Article 4 The people's governments at or above the county level shall strengthen their leadership over the prevention of meteorological disasters, establish and improve the command and coordination mechanism of meteorological disaster prevention, make plans, incorporate the prevention of meteorological disasters into the national economic and social development plan at the same level, and incorporate the required funds into the fiscal budget at the same level. Article 5 The competent meteorological departments at all levels shall be responsible for organizing monitoring, forecasting, early warning and major meteorological disaster assessment of disastrous weather and climate within their respective administrative areas, organizing climate feasibility demonstration according to law, and carrying out weather modification and lightning disaster prevention.

Agriculture, forestry, water conservancy, land and resources, civil affairs, health, environmental protection, animal husbandry, disaster relief and other relevant departments should do a good job in monitoring, early warning and prevention of meteorological secondary disasters in accordance with the division of responsibilities. Article 6 Encourage and support scientific and technological research on meteorological disaster prevention, popularize advanced meteorological disaster prevention technologies and popularize meteorological disaster prevention knowledge.

Units and individuals that have made outstanding contributions to the prevention of meteorological disasters shall be commended and rewarded by the people's government. Chapter II Planning and Construction Article 7 People's governments at or above the county level shall organize competent meteorological departments and other relevant departments to formulate plans for the prevention of meteorological disasters.

The main contents of meteorological disaster prevention planning are:

(1) Current situation, trend forecast and assessment of meteorological disasters; (two) the principles and objectives of meteorological disaster prevention; (3) Meteorological disaster-prone areas and key defense areas; (four) the main tasks and programs of meteorological disaster prevention; (five) meteorological disaster prevention facilities construction projects; (six) meteorological disaster prevention measures. Article 8 The compilation of overall land use planning, urban planning, regional and river basin construction, development and utilization planning, and professional planning for agriculture, forestry, water conservancy, transportation and tourism shall meet the requirements of meteorological disaster prevention. Ninth people's governments at or above the county level shall strengthen the construction of meteorological disaster prevention infrastructure such as meteorological disaster monitoring and early warning system, early warning information release system and emergency meteorological service system. The specific construction plan shall be compiled by the competent meteorological departments at all levels in conjunction with relevant departments, and shall be implemented after being approved by the people's government at the same level. Chapter III Monitoring and Forecasting Article 10 People's governments at or above the county level shall organize meteorological, agricultural, forestry, water conservancy, land and resources, health, environmental protection, animal husbandry and other relevant departments and units to establish a platform for sharing meteorological disaster monitoring information. The competent meteorological departments shall be responsible for the sharing of meteorological disaster monitoring information. All departments and units should make full use of the meteorological disaster monitoring information platform to provide monitoring information related to meteorological disasters such as rain, hydrology, drought, forest fire, grassland fire, geological danger, pests and diseases, environmental pollution and epidemic situation. According to their respective responsibilities, timely notify each other of forecast and early warning information. Eleventh competent meteorological departments at all levels shall organize cross-regional and cross-departmental joint monitoring and forecasting of major disastrous weather and climate, make timely and accurate forecasting and early warning, and improve service level. Twelfth severe weather forecasts and warnings shall be announced to the public by the meteorological offices and stations affiliated to the competent meteorological departments at all levels through the local major media in accordance with their duties, and shall be supplemented or revised in time according to the weather changes. No other organization or individual may issue disastrous weather forecasts and warnings to the society. Thirteenth meteorological offices and stations subordinate to the competent meteorological departments shall immediately report the severe weather forecast and warning to the local people's government and the competent meteorological department at a higher level, and notify the relevant departments. Fourteenth radio, television, newspapers, communications, information networks and other media shall, after receiving the disastrous weather forecast and early warning information required by the meteorological offices and stations affiliated to the competent meteorological departments, disseminate it to the public in a timely and free manner; To supplement and revise the severe weather forecast, the relevant media should increase or insert in time and free of charge.

Township people's governments and sub-district offices shall take measures to spread widely to the public in this area after receiving the severe weather warning issued by meteorological stations.

The management units of airports, ports, stations, expressways and tourist attractions shall take measures to timely disseminate disastrous weather forecast and early warning information to the public. Fifteenth severe weather warning to implement early warning signal release system. Disaster weather warning signals and prevention guidelines shall be formulated by the provincial people's government. Chapter IV Disaster Emergency Article 16 The people's governments at or above the county level shall organize relevant departments to formulate emergency plans for the prevention of major meteorological disasters, and establish a meteorological disaster emergency mechanism and an early warning and emergency system under the coordination of the government and the division of responsibilities among various departments.

After the meteorological offices and stations subordinate to the competent meteorological departments issue severe weather forecasts and warnings, the relevant people's governments shall promptly start and organize the implementation of emergency plans for the prevention of major meteorological disasters, and relevant departments and organizations shall do corresponding emergency work according to the division of labor of emergency plans.

Citizens, legal persons and other organizations in places where major meteorological disasters occur can independently choose appropriate defensive measures to avoid risks in accordance with the defense guidelines issued by the provincial people's government. In case of emergency, the local people's government, grassroots mass autonomous organizations, enterprises, schools, etc. We should promptly mobilize and organize the transfer and evacuation of people threatened by disasters.
