Provisions of Tianjin Municipality on the Administration of Indoor Air Quality in Public Places

Article 1 In order to ensure good air quality in public places and protect human health, these Provisions are formulated in accordance with the Regulations of the State Council on Hygiene Management in Public Places (Guo Fa [1987] No.24) and combined with the actual situation of this Municipality. Article 2 These Provisions shall apply to the supervision and management of indoor air quality in the following public places:

(1) Shopping malls, bookstores and office buildings;

(2) Exhibition halls, museums, art galleries and libraries;

(3) Gym, swimming pool and fitness room;

(4) theaters, concert halls and dance halls;

(5) Hotels and restaurants;

(6) Hospitals, schools and kindergartens;

(seven) other public places that should be included in the management.

The specific scope of indoor air quality supervision in public places shall be determined by the municipal public health administrative department according to the relevant provisions of the state and this Municipality. Article 3 The municipal, district and county people's governments shall pay attention to the indoor air quality in public places, solve major problems in the management of indoor air quality in public places in time, and ensure the funds needed for the supervision and management of indoor air quality in public places. Article 4 The municipal, district and county health administrative departments shall be responsible for the organization, promotion and comprehensive coordination of indoor air quality management in public places, and specifically undertake the supervision and management of indoor air quality management in public places.

The municipal, district and county quality supervision departments and administrative departments for industry and commerce shall, according to their respective duties, be responsible for the supervision and management of product quality in the production and circulation of interior decoration materials and furniture in public places.

Construction, commerce, education, environmental protection, tourism, sports, culture, food and drug supervision and other administrative departments shall, within the scope of their respective duties, assist the health administrative departments to do a good job in the management of indoor air quality in public places. Article 5 Where the public places listed in these Provisions are subject to hygiene license management in accordance with the relevant provisions of the State and this Municipality, they shall apply for hygiene licenses. Those who have not obtained the hygiene license shall not operate.

The municipal education administrative department shall inform the municipal public health administrative department of the establishment information of schools and kindergartens in a timely manner. Article 6 The site selection, design, decoration and use of public places shall meet the requirements of national and municipal indoor air quality standards and norms. Article 7 The legal representative or principal responsible person of the unit using public places is the first responsible person for indoor air quality.

Units using public places shall establish and improve the indoor air quality management system.

Units using public places shall be equipped with full-time or part-time indoor air quality management personnel to be responsible for related work. Eighth new construction, renovation and expansion of public places shall meet the requirements of relevant health standards and norms, and the construction unit shall go through the formalities of preventive health inspection in accordance with the provisions of the municipal public health administrative department.

The procedures and specific requirements for preventive health examination shall be formulated by the municipal public health administrative department. Ninth business premises shall not be opened during the period of internal decoration. For local decoration, the operator shall take effective measures to ensure that the indoor air quality in the non-decoration area is qualified.

Decorated school buildings and kindergartens shall entrust professional institutions to carry out indoor air quality testing before use, and the test results shall be publicized. Schools and kindergartens that do not meet the air quality standards are strictly prohibited, and can only be used after rectification and testing. Tenth indoor decoration materials and equipment used in public places must meet the relevant standards of the state and this Municipality, and the product name, specification, model, name and address of the manufacturer shall be marked in Chinese. Prohibit the use of decorative materials and equipment explicitly eliminated by the state. Eleventh units using public places should keep indoor air circulation in public places to ensure indoor air quality. Ventilation facilities and equipment in public places shall not be altered, dismantled or used for other purposes without authorization.

Toilets in public places should have separate ventilation and exhaust facilities to keep them clean and odorless. Article 12 Where a central air-conditioning ventilation system is adopted in public places, it shall meet the requirements of relevant hygiene standards and management specifications for central air-conditioning in public places, and carry out hygienic tests or evaluations for preventing airborne diseases every two years. Only after passing the tests or evaluations can it continue to operate. Thirteenth units using public * * * places shall establish indoor air quality training system, organize employees to learn relevant health legal knowledge and health knowledge of public * * * places, and conduct assessment. Those who fail the assessment shall not be arranged for posts. Fourteenth units using public places shall establish indoor air quality management files, and file the data according to the relevant provisions. Fifteenth public * * * business areas shall not store toxic and harmful substances and articles that produce odor.

Hospitals, schools and other units for medical treatment, teaching and scientific research need to store the above items, should be strictly managed in accordance with the relevant provisions. Article 16 Units using public places shall test the indoor air quality according to the requirements of health standards and norms, and the number of tests shall not be less than 0 times a year; If the test results do not meet the requirements of health standards and norms, it shall be rectified in time.

If the unit using public places does not have the detection ability, it shall entrust a professional institution to carry out the detection.

Units using public places shall truthfully publicize the test results in a prominent position. Seventeenth municipal, district and county health administrative departments should take on-site health monitoring, sampling, consulting and copying documents, asking and other methods. And supervise and inspect the indoor air quality in public places according to the relevant hygiene standards and requirements, and the relevant units and individuals shall not refuse or conceal it.
