Does the restricted car in Xi 'an include the cement mixer?

Xi's restricted vehicles include cement mixers. All heavy vehicles, including cement mixers, are not allowed to drive within the Third Ring Road (inclusive) in Xi 'an during the time limit, and vehicles outside the Third Ring Road are restricted according to the tail number.

Third, the specific provisions of the ban: 2016,65438, starting from 0: 00 on February 8, motor vehicles with tail numbers 3 and 8 are prohibited from driving on the road. 5. "Green Passage" vehicles (vehicles carrying fresh agricultural products, including fresh vegetables and fruits, fresh aquatic products, live livestock and poultry, fresh meat, eggs and milk).
