Legal analysis: At present, whether it is a state-owned airline or a private airline, the related expenses of involuntary return and change are borne by the airline.

Legal basis: Article 24 of the Regulations on the Administration of Domestic Transport Services for Civil Aviation Passengers. If the passenger changes his ticket involuntarily due to the reasons of the carrier, the carrier or his air sales agent shall change or sign the ticket for the passenger if there is a space available or with the consent of the contracted carrier, and shall not charge the passenger a change fee.

If the passenger changes the ticket involuntarily for reasons other than the carrier, the carrier or its air sales agent shall handle it in accordance with the applicable general conditions of transportation and the conditions for the use of the ticket.
