Regulations of Huainan Municipality on Road Traffic Safety Management

Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Road Traffic Safety Law of the People's Republic of China, the Regulations for the Implementation of the Road Traffic Safety Law of the People's Republic of China and the Measures for the Implementation of the Road Traffic Safety Law of the People's Republic of China in Anhui Province, in combination with the actual situation of this Municipality. Article 2 Vehicle drivers, pedestrians, passengers and units and individuals related to road traffic activities within the administrative area of this Municipality shall abide by these regulations. Article 3 People's governments at all levels shall implement the responsibility system for road traffic safety prevention and the accountability system for road traffic accidents, establish a coordination mechanism for road traffic safety, and perform the responsibilities of socialized management of road traffic safety.

City and county urban and rural planning administrative departments shall, jointly with the public security organs, urban and rural construction administrative departments, transportation and other departments, formulate traffic plans; The traffic administrative department of the public security organ shall formulate a traffic safety management plan according to the traffic planning.

City, county (District) people's government and Huainan Economic Development Zone Administrative Committee, maoji Social Development Comprehensive Experimental Zone Administrative Committee shall guarantee the funds needed for the construction and maintenance of road traffic safety facilities, the management of hidden dangers of road traffic safety accidents, publicity and education on road traffic safety, and road traffic safety management equipment. Article 4 The traffic administrative department of the public security organ shall be responsible for the management of road traffic safety. Development and reform, urban and rural planning, transportation, urban and rural construction, education, health, environmental protection, agricultural machinery, urban management administrative law enforcement (city appearance), forestry, meteorology, quality and technical supervision, industrial and commercial administration, production safety supervision and management, land and resources and other relevant departments shall, according to their respective functions and duties, do a good job in road traffic safety. Article 5 State organs, military units, enterprises and institutions, social organizations and other organizations shall educate their personnel on road traffic safety and implement the responsibility system for internal traffic safety; When necessary, a road traffic safety management association may be established to accept the guidance and management of the traffic management department of the public security organ.

Schools should incorporate road traffic safety education into legal education, and carry out traffic safety education activities at least once every semester. Article 6 Press and publication, radio and television, online media and other units shall release traffic safety public service advertisements, traffic management information and disastrous weather warning information affecting road traffic safety free of charge. Article 7 The traffic administrative department of the public security organ may, according to the needs of road traffic safety management, hire a road traffic safety coordinator to assist the traffic police in maintaining road traffic order and diverting traffic.

Encourage units and individuals to engage in voluntary service of road traffic safety, assist the traffic management department of public security organs to maintain road traffic order, and publicize road traffic safety laws and regulations. Chapter II Vehicles and Drivers Article 8 The emission of air pollutants by motor vehicles shall conform to the national emission standards for motor vehicles. Motor vehicles that do not meet the pollutant discharge standards shall not be registered or issued with inspection marks by the traffic administrative department of the public security organ.

Motor vehicle pollutant emission testing shall be conducted by qualified institutions. Article 9 The Municipal People's Government may, according to social and economic development, environment and road traffic conditions, exercise total control over some operating vehicles and special vehicles; The specific vehicle types and control measures shall be determined by the Municipal People's Government after publicly listening to public opinions. Twelfth road vehicles shall comply with the following provisions:

(1) The number plate and temporary traffic number plate shall be hung and pasted at the specified position, and shall not be blocked, defaced, smeared, inverted, folded, overlapped or have other behaviors that hinder the identification of the number plate;

(2) If the number plate is deformed, incomplete, faded or illegible, it shall apply for renewal in time;

(three) the use of motor vehicle number plate special sealing device;

(four) shall not install devices that affect the identification of traffic technical monitoring equipment;

(5) Do not install or use photoelectric equipment, tweeters, high-power stereos and devices that affect the safe passage of other vehicles;

(six) the front and rear windows of the cab shall not be pasted with words and patterns that hinder the driving sight, and the mirror reflective sunshade film shall be used, and the front and rear window sills shall not be placed with articles that hinder the driving sight;

(VII) Engaged in the transportation of engineering muck, garbage, coal and other bulk goods shall be transported in a closed manner, and the reflective number of the vehicle license plate shall be sprayed on the rear and both sides, and kept clear and complete;

(eight) engaged in engineering muck, coal, concrete mixing and transportation of dangerous chemicals, shall be installed and used in accordance with the relevant provisions of the state driving recorder or satellite positioning system;

(nine) motorcycles and electric bicycles shall not be equipped with umbrellas, sheds, load carriers and other devices that hinder safe driving. Article 13 The owner of an electric bicycle shall, within 30 days from the date of purchase, go through the registration formalities with the traffic management department of the public security organ with the identity certificate, vehicle origin certificate and vehicle ex-factory certificate.

The traffic administrative department of the public security organ shall complete the registration within three working days from the date of accepting the application for registration. If registration is granted, a vehicle registration certificate and number plate shall be issued; If the registration is not granted, the reasons for not granting the registration shall be explained to the applicant.

Electric bicycles that are not registered according to law are not allowed to drive on the road.
