What's the weather like in the four seasons at the junction of Yunnan and Myanmar? Is it particularly cold and dry?

The border areas between Yunnan and Myanmar are mainly Dehong Prefecture and Lincang, as well as Tengchong County, Nujiang River and Banna in Baoshan.
