Management and development of Lalin River

The dike is intermittent, which has not yet reached the design standard and the flood control benefit is poor. Because there is Longfengshan reservoir in the upper reaches to stop the flood, the water damage is not serious for many years. Liangjiashan Reservoir is located in Liangjiashan Town, the upper reaches of Kacha River in shulan city, Jilin Province. It is a large-scale second-class reservoir with the main function of flood control and waterlogging prevention, combined with comprehensive utilization of irrigation, fish farming and tourism. The reservoir is also a famous tourist attraction in Jilin Province, named after Yue Fei, a national hero of the Song Dynasty, who shines here. The reservoir area is picturesque and beautiful. The control basin area above the dam site is 6 18 square kilometers. The reservoir has been regulated for many years, with a total storage capacity of 654.38+09.25 billion cubic meters. Longfengshan large reservoir, 1958, was surveyed and designed by the provincial water conservancy survey and design institute. Now it is basically scrapped.

Yuhuangmiao Reservoir is located in Hu Si Township, Yushu City, upstream of Erdao River, a tributary of Kacha River, 4 kilometers east of the dam from tuqiao town. The reservoir controls the basin area of 187.6 square kilometers, and the hub project consists of main dam, spillway tunnel and water conveyance tunnel. The reservoir was built in 1958, which is the largest medium-sized reservoir in Yushu city. Yuhuangmiao Reservoir is a medium-sized reservoir mainly for flood control, irrigation and fish farming. In 2007, Songliao Committee rechecked the design flood standard of Yuhuangmiao Reservoir as once in 50 years and once in 300 years. After reinforcement, the dead water level of the reservoir is185.8m, the dead storage capacity is 277,000 m3, the water level in Li Xing is 190. 1 m, and the storage capacity in Li Xing is 24.9 million m3. Xiangyang Reservoir is located on the right bank of Kacha River in Yushu City, upstream of Sandaohezi. The dam site is 2 kilometers away from Xiangyang Village, Xiangyang Town. The reservoir control basin area is 67. 1 km2. When the reservoir was completed, it was named Endeavour Reservoir. Located in the south of Xiangyang Township, it was named Xiangyang Reservoir on 1960. Xiangyang reservoir is a medium-sized reservoir which mainly focuses on flood control and waterlogging, taking into account irrigation and fish farming. In 2007, Songliao Committee reviewed the design flood standard of Xiangyang Reservoir as once in 50 years, and checked the flood standard as once in 300 years. Longan trunk line Taking Longfengshan Reservoir as the water source, a water diversion channel was built, which passed through Longfengshan, Guanghui, Minyi, Guang Zhi and other towns to Anjia Town, with a total length of 65.8 kilometers. The state invested 2.2 million yuan to start construction in 1976, and mobilized more than 70,000 workers (about 6 million working days). By May of 1979, it took two and a half years, with 27 kilometers completed and 800 mu of rice irrigated. After renovation, the irrigation area will reach 1.985 to 1.360 mu.

Hongqi Canal, built in 1958, is built in two cities, and it draws water from Lalin River to irrigate farmland. After investigation and design, the head of the canal is near Tangjiadian, Hongqi Township, Wuchang County, and the main canal goes deep into the territory of Shuangcheng City. Construction began in the autumn of that year, and 765,438+0% of the total earthwork task at the head of the canal was completed in autumn and winter, initially forming a single section of the main canal. At the end of March, 1959, because it was not included in the provincial and local plans, the county was short of people, money and materials, so construction stopped. 1976, with the approval of provinces and cities, Shuangcheng continued to build a water diversion project on the basis of Hongqi Canal, named Friendship Canal. Youyi Canal is the first large-scale diversion irrigation project in the history of this county. The first canal is located in Heyanjiang Village, Hongqi Township, Wuchang County, Jilin Province, at the foot of Shilong Mountain, Huaijia Town, Yushu County, Jilin Province. Construction started in June, 1976, 1 1, the first phase of the main project was completed in June, 1977, and the ribbon-cutting ceremony was held on June 25, and the water was successfully opened. In that year, Shancheng and Qianjin Township benefited from irrigation of 20,000 mu of farmland, including 5,000 mu of paddy fields. Friendship canal, the whole project consists of four parts: canal head, irrigation area in front of reservoir, Shirengou reservoir and irrigation area behind reservoir. The head of the canal is at the foot of Shilong Mountain at the junction of Wuchang and Yushu counties, and it is 1 1 km away from the boundary of the twin cities. The main works include a rockfill dam on the main channel of Lalin River, which is 300 meters long, two non-overflow dams on the right bank in front of the dam, which are 840 meters long, and an eight-hole intake gate (2×2 meters) on the right bank in front of the dam. Lalin River flows into the main canal through the sluice and is introduced into the territory of Shuangcheng, with a maximum flow of 32 cubic meters per second. The irrigation area in front of the reservoir starts from the head of the canal, including the main canal, which is divided into thousands of canals from east to west to Shirengou Reservoir. The main canal enters the county from Shuangyue Village in a single city, and passes through Qianjin and Lanling to Dongfeng Village in Jincheng, with a total length of 54 kilometers. A diversion gate was built at the end 1 of the main canal of Dongfeng village in Jincheng town to separate the water flow and flow into the east and west branch canals respectively. Dongfen Qu Qian starts from the sluice, passes through Xiqin, Handian, Opposite City and Tuanjie to Xingjiatun, Shuangqing Village, Xingshan Township, and flows into Shirengou Reservoir, with a total length of 46 kilometers. The west branch canal flows from the branch gate into the Lalin River, passing through Handian and Duimeng to Wujiacun in Wanlong Township, with a total length of 37 kilometers. On the west main canal, the branch of 1 hongqi is reopened in Gaojia Village, Handian Township, and flows into Lalin River in Shangcun Village, opposite urban and rural areas, with a length of 2 1km. The irrigation area behind the reservoir includes the high and low main canals behind Shirengou Reservoir. Gaogan Canal flows into Renli Reservoir from Shirengou Reservoir via Xingshan, Shuiquan and Linjiang, with a total length of 19 km. The low main canal has not been built yet. It is designed to flow into Songhua River from Shirengou Reservoir via Xingshan, Linjiang and Geyong Village in Yongsheng Township, with a total length of 22 kilometers. Friendship Canal flows through 14 townships (towns) and 99 villages. The total irrigation area is 750,000 mu, including 499,000 mu of cultivated land and 654.38+10,000 mu of grassland. The designed irrigation area is 240,000 mu, of which paddy field is 6,543,8+0.4 million mu. The effective irrigation area of the project is 90,000 mu, including 70,000 mu of paddy fields. 1985 The actual irrigation area reached 83,000 mu, accounting for 92.2% of the effective irrigation area of the project, including 70,000 mu of paddy fields, accounting for 100% of the effective irrigation area of the project. The second drainage trunk line: it was built in the 22nd year of Guangxu in Qing Dynasty (1896), starting from the west gate of Sanjia Lastun (now Xiqin Township, which was flooded in the last year of Guangxu), going to the east of Xiaositun (now Heping Village) in Nantong, going to the west of Wangnuantun (Cash River Village), passing through Wujintun (Cash City Village) and Shangtaizi (Cash City Village). The total length of the drainage ditch is11482m. 1948 On the basis of the original drainage ditch, re-survey and design were carried out, from Ganjingzi in the north of Father Village in Lequn Township, passing through Tongxin, Xiqin and Lanling, extending to the west of Shangtaizitun in Jincheng Town and discharging into Lalin River. The total length of the trunk line is 28.5 kilometers, the maximum bottom width is 24 meters, and the average bottom width is 18 meters. There are 1 branch lines and 6 branch lines. The third drainage trunk line: 1948 survey and design in autumn, 1949 construction in spring, and the main ditch section is basically completed. However, there is a 3.6-kilometer trench downstream, which is too close to beijing-harbin railway, and the route was changed to 8.2 kilometers, which was completed in April 1950. From Yongzhi Village in Happiness Township, it flows into Lalin River through Lianxing, Shuangcheng Town and Chaoyang to Yongfa Village in Lanling Town. The trunk line is 37.2km long, with the maximum bottom width19.2m and the average bottom width12m. There are six feeder lines. Waterlogging control area 190900 mu.

The fourth drainage trunk line: 1948 survey, design and construction, 1949 completed in May. From the east of Tsinghua Village in Lianxing Township to the west of Xujiahuazitun Village in Qianjin Township, it flows into Lalin River. The trunk line is 29.3 kilometers long, the maximum bottom width is 15.5 meters, and there are 5 branch lines. The waterlogging control area is 6.5438+0.63 million mu.

Fifth drainage trunk line: 1948 survey, design and construction, 1949 completed in May. From the northwest of Yanfang Village in Qingling Township, to the front house of Zheng Qian Village in Shancheng Town, and to Lalin River in the south. The trunk line is 22.7 kilometers long, the maximum bottom width is 25.6 meters, and there are 2 branch lines. Control the submerged area of 66,000 mu.
