First, Sichuan upgraded the yellow warning of mountain torrents. After the Sichuan Meteorological Observatory issued the blue rainstorm warning, it continued to issue the yellow flash flood warning, involving 12 counties (cities, districts), namely Nanjiang, Tongjiang, Bazhou, enyang and Yilong. There is a great possibility of yellow warning of mountain torrents.

Wanyuan, Xuanhan, Tongchuan, Dachuan, Pingchang, Quxian, Yingshan, Peng 'an, Nanbu, Xichong, Langzhong, Wangcang, Cangxi, Chaotian, Lizhou, Zhao Hua, Jiange, Zitong, Yanting, Santai, Shehong, Pingshan, Xuzhou and Qianwei.

Second, Sichuan will meet this challenge again. The first, second, third and fourth levels of flash flood warning are blue warning in turn, indicating approaching the warning water level, yellow warning indicating reaching or exceeding the warning water level, orange warning indicating approaching the guaranteed water level, and red warning indicating reaching or exceeding the guaranteed water level.

At the same time, the two departments issued defense requirements, immediately notified the heads of towns and villages in the mountain flood danger zone, immediately implemented the responsibilities of relevant personnel, paid close attention to weather forecast, rainfall level and danger zone forecast, and insisted that grass-roots governments and relevant departments organize personnel transfer when rainfall and water level indicators reached the early warning threshold.

Strengthen flood risk monitoring in mountainous areas, strengthen monitoring and early warning, start emergency plans in time, transfer threatened people in time according to the requirements of the Regulations on Monitoring and Early Warning of Mountain Torrents in Sichuan Province, strengthen the safety management of transfer routes and resettlement areas, and organize special meetings and arrangements for mountain torrents.

When the flood comes, flood control workers need to carry mobile monitoring instruments to keep abreast of rainfall, floods and other conditions, collect on-site images and data in real time and upload them to the flood control headquarters to provide support for emergency command. Corresponding emergency measures should be taken in areas affected by earthquakes and areas with rapid droughts and floods.
