Measures of Chaoyang Municipality on Environmental Protection for Meteorological Observation (revised 20 15)

Article 1 These Measures are formulated in accordance with the Meteorological Law of People's Republic of China (PRC) (Decree No.23 of the President), Regulations on Environmental Protection of Meteorological Facilities and Meteorological Exploration (Decree No.623 of the State Council) and relevant national and provincial regulations in order to protect the meteorological observation environment, improve the ability of monitoring climate change, the accuracy of meteorological forecast and the level of meteorological service, and provide reliable guarantee for the national economy and people's lives. Article 2 These Measures shall apply to the environmental protection work of meteorological observation within the administrative area of our city. Article 3 The meteorological observation environment as mentioned in these Measures refers to the environmental space formed by the minimum distance necessary to avoid all kinds of interference and ensure meteorological observation facilities to accurately obtain meteorological observation information. Article 4 The municipal competent meteorological department shall be responsible for the environmental protection of meteorological observation in the whole city. The competent meteorological departments at the county level shall, under the leadership of the competent meteorological departments at higher levels and the people's governments at the same level, be responsible for the environmental protection of meteorological observation within their respective administrative areas. Other relevant departments with meteorological offices and stations shall, in accordance with their duties, do a good job in environmental protection of their own meteorological offices and stations, and accept the guidance, supervision and industry management of the competent meteorological departments at the same level.

All relevant departments shall, in accordance with their duties, cooperate with the competent meteorological departments to do a good job in environmental protection for meteorological observation. Article 5 All organizations and individuals have the obligation to protect the environment for meteorological observation, and have the right to report acts that damage the environment for meteorological observation. Article 6 The meteorological observation environment of the following meteorological stations shall be protected by law:

(1) Chaoyang Meteorological Observatory (National Meteorological Satellite Ground Receiving Station);

(2) Chaoyang Weather Radar Station (National Weather Radar Station);

(3) Chaoyang County Meteorological Station (National Reference Climate Station);

(4) Jianping County Meteorological Station (National Basic Meteorological Station);

(5) beipiao city Meteorological Observatory (National General Meteorological Station);

(6) lingyuan city Meteorological Observatory (National General Meteorological Station);

(7) Kazuo County Meteorological Station (National General Meteorological Station);

(8) Yangshan Meteorological Station in Chaoyang County (National General Meteorological Station);

(9) Jianping Meteorological Station of Jianping County (National General Meteorological Station);

(ten) regional automatic weather stations (towns, streets and tourist areas);

(eleven) other meteorological observation environments that need to be protected according to law. Article 7 The scope of environmental protection for meteorological observation of various meteorological stations as stipulated in Article 6 of these Measures is as follows:

(a) the buildings, crops, trees and other obstacles around the national reference meteorological station, the national basic meteorological station and the national general meteorological station and other sources that have an impact on meteorological observation must keep a certain distance from the fence of the meteorological observation field. Specific protection standards shall be implemented in accordance with Environmental Protection Standards for Meteorological Observation Ground Meteorological Stations (GB31221-2014).

(two) there shall be no interference sources around the regional automatic weather station that cause abnormal changes in meteorological elements. The specific protection standards for regional automatic weather stations shall be implemented in accordance with the Environmental Protection Standards for Ground Meteorological Stations for Meteorological Exploration (GB31221-2014).

(3) There shall be no interference sources around the weather radar station that interfere with radar reception. The specific protection standards shall be implemented according to the Code for Environmental Protection of Weather Radar Station for Meteorological Observation (GB3 1223-20 14).

(four) the protection of the detection environment of the meteorological satellite ground receiving station shall be implemented in accordance with the national electromagnetic environment protection requirements for earth stations (GB 136 15-92).

The term "interference sources" as mentioned in Item (1) of the preceding paragraph refers to interference sources such as large boilers, waste water, waste gas, garbage dumps, etc. recognized by the competent meteorological departments at the provincial level or other sources that have an influence on the representativeness and accuracy of meteorological observation data. Eighth kinds of radio stations (stations) shall not interfere with weather channel and frequency. Meteorological communication lines and facilities shall not be occupied, misappropriated or damaged to ensure the timely and accurate transmission of meteorological information. The protection of meteorological radio frequency shall be implemented in accordance with the national radio management regulations. Ninth development and reform, land and resources, urban and rural housing planning and construction, environmental protection and other relevant departments. When preparing urban and rural planning and approving construction projects that may affect the detection environment of meteorological stations at all levels, the opinions of the competent meteorological departments shall be sought in advance.

Where a construction project is newly built, rebuilt or expanded within the environmental protection scope detected by a separate meteorological observation facility, the construction unit shall report to the local competent meteorological department in advance and take necessary engineering and technical measures as required.

New construction, renovation and expansion projects shall avoid endangering the meteorological observation environment; If it is really unavoidable, it shall obtain the consent of the provincial competent meteorological department in advance. Without the written consent of the competent meteorological department or the implementation of remedial measures, the relevant departments shall not approve the construction. Article 10 No organization or individual may move meteorological stations and their facilities without approval according to law. Due to the implementation of urban planning or national key projects, it is really necessary to relocate national meteorological stations such as national reference weather stations, national basic weather stations and weather radar stations, which shall be reported to the competent meteorological department of the State Council for approval; If it is really necessary to relocate other meteorological stations, it shall be reported to the provincial competent meteorological department for approval. All expenses for dismantling and building new meteorological stations and facilities shall be borne by the construction unit. Eleventh prohibit the following acts that endanger the environment and facilities for meteorological observation:

(a) occupation, damage and unauthorized movement of buildings, equipment and transmission facilities of meteorological stations;

(2) Setting obstacles within the protection scope of meteorological observation environment;

(three) blasting, sand mining (stone), earth borrowing, burning, grazing and other acts within the scope of environmental protection for meteorological observation;

(four) planting crops and trees that affect the meteorological observation environment and facilities within the scope of meteorological observation environment protection;

(five) setting up high-frequency electromagnetic radiation devices that affect the working efficiency of meteorological detection facilities;

(6) Entering meteorological stations to carry out activities that affect meteorological observation;

(seven) other acts that endanger the environment and facilities for meteorological observation.
