Can humans control the weather through science and technology in the future?

Weather forecast applies science and technology to predict the atmospheric state of designated places in the future. Humans have been trying to predict the weather for millions of years, and it was not until the19th century that there was a formal weather forecast. [5] [6] Weather forecast needs to collect quantitative data of the current atmospheric state, and then use our scientific understanding of atmospheric processes to predict how the atmosphere will change. At first, it relied entirely on manpower to make predictions based on changes in air pressure, current weather conditions and sky conditions. [8][9] Now it uses forecasting models to predict the future weather. It still needs manpower to choose the best possible prediction model, and it also needs to consider pattern recognition skills, teleconnection (English), pattern efficiency and pattern deviation. Chaos of the atmosphere, a lot of computing resources needed to solve equations describing the atmosphere, errors caused by initial measurement and incomplete understanding of atmospheric processes, all these factors make the earlier the forecast, the longer the forecast time (forecast range), the worse the forecast results. Using ensemble forecasting can help us reduce the error and choose the most possible result. [ 10][ 1 1][ 12]

Weather forecasts have different end users. Weather warning is an important forecast for protecting life and property. [13][ 14] Forecasting based on temperature and precipitation is very important for agriculture, [15] [16] [17] [18] so it is also used by those commodities in the stock and futures markets. Public utilities also rely on temperature forecasting to estimate future demand. [19][20][2 1] Every day, people refer to the weather forecast to decide what they wear every day. Because outdoor activities will be seriously affected by heavy rain, heavy snow and cold wind, people rely on forecasts to plan activities and make some preparations for bad weather.
