Meteorological service regulations in flood season

Chapter I General Provisions Article 1 These Provisions are formulated in accordance with the Regulations of People's Republic of China (PRC) on Flood Control for the purpose of doing a good job in meteorological services during flood season, protecting people's lives and property and ensuring the smooth progress of economic construction. Article 2 Meteorological departments at all levels shall abide by these provisions in meteorological business and service activities during flood season. Article 3 Meteorological departments at all levels shall do a good job in meteorological services in flood season accurately, timely and with high quality. Meteorological services in flood season must proceed from reality, pay attention to flood control (including typhoon prevention, the same below) and drought resistance, pay close attention to the conversion of drought and flood, and do a good job in meteorological services for major disasters and key weather in time. Article 4 Meteorological services in flood season shall be under the responsibility system of administrative heads of meteorological departments at all levels, with unified leadership and responsibility at different levels. Article 5 The focus of national meteorological services in flood season is to provide meteorological services to ensure the safety of rivers and lakes, large reservoirs and large and medium-sized cities in flood season.

The focus of meteorological services in flood season and the division of flood season stages of provinces, autonomous regions and municipalities directly under the Central Government shall be determined according to the requirements of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government and the flood control institutions of important rivers and basins. Sixth meteorological services in flood season should do a good job of cooperation and joint defense between upstream and downstream and adjacent areas. Chapter II Organization, Division of Labor and Duties Article 7 The National Meteorological Administration is responsible for organizing and leading meteorological services in flood season throughout the country.

The National Meteorological Center is responsible for providing relevant weather forecasts and real-time meteorological information to the State Council and the State Flood Control and Drought Relief Headquarters, as well as providing technical guidance for meteorological services of meteorological stations in all provinces, autonomous regions and municipalities directly under the Central Government in flood season. Article 8 The meteorological bureaus of all provinces, autonomous regions and municipalities directly under the Central Government shall be responsible for organizing and leading the meteorological services in flood season in their own provinces, autonomous regions and municipalities directly under the Central Government.

Meteorological offices in all provinces, autonomous regions and municipalities directly under the Central Government are responsible for providing relevant weather forecasts and real-time meteorological information to the people's governments of provinces (autonomous regions and municipalities directly under the Central Government) and the flood control and drought relief headquarters, and providing technical guidance to meteorological services provided by meteorological offices in all localities (cities) during the flood season.

The prefecture (city) and county meteorological bureaus (stations) are responsible for providing meteorological services to the local people's governments and the flood control and drought relief headquarters. Ninth meteorological departments at all levels shall be responsible for meteorological services in flood season, and shall be consistent with the scope of emergency dispatch of flood control and flood fighting under the jurisdiction of the flood control and drought relief headquarters of the people's government at the same level. Article 10 The release of weather forecast in flood season shall be implemented in accordance with the Interim Measures for the Administration of Weather Forecast Release. Article 11 In case of tropical cyclone, rainstorm, drought, flood, gale, hail and other disastrous weather and major turning weather, meteorological departments at all levels shall promptly report the important weather and business situation to the local people's government and the meteorological department at a higher level, as well as the learned disaster situation. Chapter III Pre-flood Preparation and Post-flood Summary Article 12 Meteorological departments at all levels shall complete the preparations for meteorological services in flood season 15 days or earlier before the start of flood season, and report the preparations before flood season to local people's governments and meteorological departments at higher levels in a timely manner. Thirteenth meteorological departments at all levels should be prepared before the flood season into the post responsibility system. Preparations before the flood include:

(a) the implementation of organizational leadership and personnel in various positions;

(two) to coordinate the relationship between various business work, business and service, administrative logistics and other links;

(three) to develop business processes and make technical preparations for meteorological forecasting;

(four) check the operation of the business system and the main equipment and backup system, and implement the instruments and backup equipment and spare parts;

(five) the implementation of joint defense work between related stations;

(six) the information transmission and other related matters between meteorological stations and radio stations, television stations, newspapers, post offices and other units. Article 14 The meteorological bureaus of provinces, autonomous regions and municipalities directly under the Central Government shall summarize the meteorological services in flood season within 1 month after the end of flood season, and submit them to the people's governments of provinces, autonomous regions and municipalities directly under the Central Government and the State Meteorological Administration respectively.

The focus of the summary is: the basic characteristics of weather and climate in flood season, the basic overview of forecasting services, the forecasting services (including success or failure) and benefits (or losses) of disastrous and key weather processes, the main experiences and existing problems, and suggestions for improvement. Chapter IV Joint Defense and Cooperation Article 15 The main contents of joint defense and cooperation of meteorological services of meteorological stations in flood season are information exchange of rain conditions and disastrous weather after flood season, forecast consultation, scientific and technological research and experience exchange of meteorological services and flood season operations. Sixteenth according to the flood and rain conditions, the meteorological stations of the supply and demand sides should negotiate to determine the scope and time of encrypted observation of rain conditions. The compilation of rain information should use the code format formulated by the National Meteorological Administration. Seventeenth in the flood season, meteorological stations should strengthen the weather forecast consultation. Inter-provincial forecast consultation, the frequency, time and content of consultation shall be agreed by the relevant meteorological stations. Article 18 When heavy precipitation and disastrous weather are about to occur or have occurred in the area of responsibility of this meteorological station, it shall timely notify the relevant meteorological stations in accordance with the joint defense agreement. Article 19 The specific communication methods (including date, time and method) between meteorological stations of provinces, autonomous regions and municipalities directly under the Central Government shall be agreed by the meteorological bureaus of the relevant provinces, autonomous regions and municipalities directly under the Central Government. Twentieth adjacent provinces, autonomous regions and municipalities directly under the central government meteorological stations (or local meteorological stations) to use ultrashort wave and shortwave single sideband meteorological communication, must implement the Interim Measures for the administration of meteorological auxiliary communication network.
