Why should we implement heavy pollution weather emergency?

Legal analysis: emergency response to heavily polluted weather is the need to protect human health. In heavily polluted weather, the primary pollutant is generally fine particulate matter (PM2.5), and its concentration is above 1.50 μ g/m3, which not only brings inconvenience to people's normal life, but also leads to the accumulation of harmful substances on fine particulate matter (PM2.5), which enters the body through respiratory tract, deposits in alveoli, is absorbed by alveoli, and is transported to the whole body through blood, easily leading to acute poisoning and cardiovascular diseases. At the 20 19 global home event in World Environment Day, the Report on Air Quality Improvement in China (20 13-20 18) released by the Ministry of Ecology and Environment revealed for the first time that there was a correlation between air pollution and health, with the local PM2.5 concentration decreasing 13% and respiratory diseases decreasing by 25%. Therefore, the main purpose of heavy pollution weather emergency is to take compulsory emission reduction measures for air pollutants from industrial sources, mobile sources and dust sources to reduce the degree and harm of heavy air pollution and ensure people's health and normal life.

Legal basis: Article 94 of the Law of People's Republic of China (PRC) on the Prevention and Control of Air Pollution states that the local people's governments at or above the county level should incorporate the response to heavy polluted weather into the emergency management system. The people's governments of provinces, autonomous regions, municipalities directly under the Central Government, cities divided into districts and people's governments at the county level that may have heavy polluted weather shall formulate emergency plans for heavy polluted weather, report them to the competent environmental protection department of the people's government at the next higher level for the record, and announce them to the public.
