Notice of Jinhu County People's Government on Prohibiting Fireworks and Firecrackers

In order to reduce environmental pollution and ensure public safety and personal and property safety, according to the Law of People's Republic of China (PRC) on the Prevention and Control of Air Pollution, the Law of People's Republic of China (PRC) on Public Security Administration Punishment and the Regulations of the State Council on the Safety Management of Fireworks and Firecrackers, we hereby notify you as follows:

Article 1 Fireworks and firecrackers are prohibited in the west of Donghe River in Jinhu County, east of Tongtai Avenue, north of Jinbao South Line and south of Housanhe levee.

Article 2 Fireworks and firecrackers are prohibited in the following places outside the area where fireworks and firecrackers are completely prohibited:

Cultural relics protection units;

Traffic hubs such as stations, docks and airports and railway line safety protection zones;

Units that produce and store inflammable and explosive articles;

In the safety protection zone of power transmission and transformation facilities;

Medical institutions, kindergartens, primary and secondary schools, nursing homes;

Key fire prevention areas such as mountain forests;

Other places where fireworks and firecrackers are prohibited as prescribed by laws, regulations and rules.

Article 3 When the people's government at the county level starts the emergency plan for heavy air pollution in response to polluted weather or other special circumstances, it is forbidden to set off fireworks and firecrackers in the area where the emergency plan is applicable.

Article 4 Licheng Street and County Economic Development Zone shall strengthen publicity, organization and management to ensure the implementation of the work of prohibiting the discharge of fireworks and firecrackers.

The local people's government and the park administrative committee of the forbidden zone shall set up warning signs prohibiting the discharge of fireworks and firecrackers, clarify the responsible units and persons, and strengthen the management of the prohibition of fireworks and firecrackers.

Fifth administrative departments involved in the management of fireworks and firecrackers shall, in accordance with the division of responsibilities, organize and investigate the illegal production, operation, transportation, storage and discharge of fireworks and firecrackers.

Article 6 To hold a fireworks show or other large-scale fireworks display, the organizer shall apply to the public security organ for administrative license according to law.

Article 7 Where fireworks are set off in areas or places where fireworks are prohibited without permission, the public security organ shall order it to stop the discharge in accordance with the Regulations of the State Council on the Safety Management of Fireworks and Firecrackers, and impose a fine of more than 500 yuan 100 yuan; If it constitutes a violation of public security administration, it shall be punished in accordance with the provisions of the Law of People's Republic of China (PRC) on Public Security Administration Punishment; If a crime is constituted, criminal responsibility shall be investigated according to law.

Article 8 Any unit or individual who is subject to administrative punishment in violation of the provisions of this Notice shall incorporate relevant information into the public credit information system according to laws and regulations.

Ninth the general public should consciously abide by the relevant provisions of this notice, and shall not set off fireworks.

Article 10 Fireworks and firecrackers mentioned in this Notice refer to fireworks and firecrackers products and civil black powder, pyrotechnics, fuses and other articles used for the production of fireworks and firecrackers.
