I. Application conditions

(3) The following persons cannot register.

1. Soldiers;

2. Non-fresh graduates studying in full-time universities;

3. Persons suspected of violating the law and discipline are under review and have not been punished by party discipline or political discipline;

4. Persons who have been found to have serious violations of discipline and discipline in the civil service recruitment examinations at all levels and the open recruitment examinations of public institutions;

5. Persons who should implement the avoidance system in accordance with the Interim Provisions on Open Recruitment of Public Institutions and the Avoidance Provisions on Personnel Management of Public Institutions;

Third, registration

(1) Registration channel

The registration, registration, inquiry, payment and printing of the admission ticket of this open recruitment examination are all carried out through Hubei Personnel Examination Network ().

(2) Time schedule

1. Registration: From 9:00 on February 24, 2023 to March 1 day 17: 00, the applicants will register and accept the personal basic information authentication.

2. Registration time: from 9:00 on February 24, 2023 to 2 March 17:00.

Successful applicants choose the positions to apply for, fill in the application information, and accept the qualification examination of the recruiting unit.

From 9:00 on March 4 to 24:00 on March 5, those who meet the relevant conditions of examination fee reduction and exemption apply for reduction and exemption according to the relevant requirements of Hubei Personnel Examination Network.

Category and content of writing

1. According to the characteristics of different recruitment positions, the examination is divided into five categories: comprehensive management (a), social science expertise (b), natural science expertise (c), primary and secondary school teachers (d) and medical care (e).

2. Candidates for each position are required to take two exams in the corresponding category in the unified written test.

(3) Definition of examination proportion.

In order to achieve competitive selection, in principle, the examination shall be conducted according to the number of job plans and the number of applicants not less than the proportion specified in the job table (interview finalist ratio).

After the registration, if the number of applicants does not reach the required proportion of the examination, and it is necessary to cancel, reduce or reduce the proportion of the examination, the recruiting unit shall apply for adjustment, and after the examination and approval by the competent department, it shall be reported to the Xiantao Municipal Human Resources and Social Security Bureau for the record, and the post plan adjustment shall be announced through the official website of Xiantao Municipal Human Resources and Social Security Bureau.

Candidates who have paid the fees for cancelled positions will be refunded in full.

(4) written test scores

The written test results will be inquired on Hubei Personnel Testing Network () in late April and published in official website () of Xiantao Human Resources and Social Security Bureau.

At the same time, the lowest passing line of the test paper is released, and candidates below the lowest passing line cannot enter the next recruitment link.

(3) Candidates who have not obtained a diploma in 2023 should provide: second-generation ID card, student ID card, recommendation form for graduates, and relevant certification materials issued by the Academic Affairs Office (Academic Affairs Office) that recent graduates can graduate on time.

(four) the official staff of government agencies and institutions shall obtain the consent of the unit, and provide written proof of the unit's consent to apply for the examination at the qualification review stage.

(5) Applicants who fail to participate in the qualification review at the designated time and place or who fail to pass the qualification review cannot enter the interview. The positions where the interviewees are vacant will be filled in turn according to the written test results of the positions.

(6) If the person who entered the qualification review abstained, I must issue a written statement, take photos or scan or fax it to the recruiting unit, and the employing unit (competent department) will fill in the form according to the post written test results.

Sixth, the interview

(a) the interview focuses on the evaluation of candidates' professional knowledge, professional ability and work skills, and tests candidates' comprehensive quality and related ability as well as their ability to comprehensively use professional knowledge to solve practical problems in their work.

Interviews are generally conducted in the form of structured interviews, lectures, skill tests, live performances, practical operations, and leaderless group discussions.

(2) According to the proportion of interview finalists specified in the job list, the competent department shall determine the interview finalists from high to low according to the positions and written test scores of candidates.

If the number of interview finalists is not up to the specified proportion, the employing unit shall apply for cancellation, reduction or retention of the adjustment, which shall be reported to Xiantao Human Resources and Social Security Bureau for the record after approval by the competent department, and the adjustment shall be announced through official website of Xiantao Human Resources and Social Security Bureau.

(3) Publish an interview announcement in official website of Xiantao Human Resources and Social Security Bureau before the interview, and the relevant matters shall be subject to the interview announcement.

(four) after the announcement of the interview, within 5 days from the date of the interview, if the shortlisted candidates fail to reach the required proportion due to factors such as the candidate's abstention, they shall not be replaced.

Unless otherwise required by the recruiting unit, the minimum qualified line of interview results is 60 points.

The interview announcement will make it clear that the minimum qualified line of interview results will be set separately for positions with the ratio of finalists or actual interviewees to the planned positions equal to or less than 1: 1.

Candidates below the minimum qualification line cannot enter the next recruitment stage.

Seven, the calculation of test scores

(1) Performance weight.

After the written test and interview scores are converted into 100% scores, they will be included in the total score according to the weight of 40% and 60% respectively.

If professional tests are involved in the interview, the proportion of professional tests should be clearly defined in the interview announcement.

(2) Scoring method.

The full score of vocational aptitude test and comprehensive application ability is 150, of which * * * accounts for 300; Full interview score 100.

Candidates' written test score = ("professional aptitude test"+"comprehensive application ability" test paper score) ÷ 3; The interview results of candidates are the interview results.

The total score of candidates = written test score ×40%+ interview score ×60%.

(3) Bonus policy.

1. According to the policy requirements of the state and our province on guiding and encouraging college graduates to work at the grass-roots level and join the army, points will be given to those who have served for two years and passed the examination before July 3, 2023, as well as the volunteers of college students in the western region and the retired soldiers of college graduates who have served in the army for more than five years (inclusive).

The above-mentioned personnel have applied by themselves and passed the qualification examination of the competent departments at or above the county level of each project. Xiantao Human Resources and Social Security Bureau will summarize and publicize the personnel list according to the procedures. If the test paper score reaches the minimum qualified line, it can be converted.

Written test score 100% plus 5 points.

Those who have been openly recruited as staff of public institutions or civil servants, or who have applied for targeted positions, will no longer enjoy this preferential treatment.

2. The above-mentioned personnel are selected and reported after July. If there are no other special circumstances in the same batch in that year, it can be regarded as the expiration of service.

3. The formula for calculating the written test scores of the above-mentioned personnel is: ("professional aptitude test"+"comprehensive application ability" test paper scores) ÷3+5 points = written test scores.

4. Examination method for bonus points: The above-mentioned personnel who meet the bonus points policy must download and fill out the Audit Form for Plus Points of the Unified Open Recruitment Policy of Xiantao Public Institutions in 2023 (Annex 5, hereinafter referred to as the Audit Form).

Nine, physical examination and inspection

(1) According to the proportion of the number of recruitment positions 1: 1, the candidates for physical examination and investigation are determined according to the total scores of candidates from high to low.

For female candidates during pregnancy, the relevant medical examination items should be suspended according to the doctor's advice, and the relevant procedures should be handled after the end of pregnancy.

(3) The competent department and the recruiting unit are responsible for physical examination and inspection.

Investigate the specific content, adhere to the standard of having both ability and political integrity and putting morality first, and pay attention to the comprehensive investigation of candidates' political thoughts, moral quality, ability and quality, work performance, law-abiding, honesty and self-discipline. , you can extend the investigation of candidates' integrity records and other integrity information in the national statutory examination.

If any circumstance affecting employment is found and verified, the employment qualification will be cancelled.

(4) If the candidate voluntarily gives up and the medical examination or inspection is unqualified, the recruiting unit can make up the medical examination or inspection personnel in turn according to the total score of the post.

X. Publicity and employment

After the physical examination and inspection, the recruiting unit will collectively study and determine the candidates to be hired according to the candidates' comprehensive scores, physical examination and inspection, and form a written report after the approval of the competent department, and report it to Xiantao Human Resources and Social Security Bureau for the record.

The proposed personnel shall be publicized on the official website of Xiantao Human Resources and Social Security Bureau for no less than 7 working days.

If there is no objection to the publicity, or if there is any objection, but the investigation does not affect the employment of the proposed personnel, the relevant employment procedures shall be handled.

Publicity reflects the problems affecting employment, and if it is verified, it will not be hired.

If the problems reflected in the publicity are difficult to verify at the moment, the employment will be suspended and then whether to hire or not will be decided after it is found out.

If the employed person fails to report within 20 days after receiving the employment notice without justifiable reasons, the employment qualification will be cancelled.

The newly hired personnel shall implement post management in accordance with the Regulations on Personnel Management of Public Institutions, and the employing unit shall sign an employment contract with them, stipulate the probation period and include it in the employment period, and implement the salary and treatment stipulated in relevant policies.

XI。 Handling of violations of discipline and discipline
