1 general rules

1.3 working principle

Under the leadership of the State Council, the State Forestry Administration, together with relevant departments of the State Council, formulated and implemented this plan to lead and guide the emergency response to major sandstorms. In accordance with the principle of "combining all sectors, giving priority to all sectors" and hierarchical management, local people's governments at all levels are mainly responsible for the response and prevention of sandstorms.

1.4 Scope of application

This plan is applicable to the emergency response of the local government when a major sandstorm disaster occurs. In any of the following circumstances, this plan should be started immediately:

(1) When a serious sandstorm disaster (Grade I) occurs;

(two) the occurrence of major sandstorms (level II), and according to the instructions of the State Council, the State Forestry Administration is needed to help guide the disaster relief;

(3) When a major sandstorm disaster (Grade II) occurs and the people's government of a province (autonomous region or municipality directly under the Central Government) requests the State Forestry Administration to assist in disaster relief.

Responsible for implementing the guidelines and policies of the CPC Central Committee and the State Council on emergency work, establishing and improving the emergency mechanism for major sandstorms of the State Forestry Administration, organizing the formulation and improvement of emergency plans for major sandstorms, researching, making decisions, guiding and coordinating major issues in the emergency work for sandstorms, and completing other tasks assigned by the State Council.

2.3 Leading bodies of local emergency organizations

Provincial, prefectural and county people's governments shall set up a special sandstorm emergency leading group, which is composed of forestry, meteorology, environmental protection, civil affairs, agriculture, health, transportation and other relevant departments. 3 Early warning and monitoring mechanism

According to the severity and harm of sudden sandstorm disasters, sudden sandstorm disasters are divided into four levels.

4.2 Hierarchical Response Mechanism

According to the severity and influence scope of sudden sandstorm disaster, different levels of plans are started respectively.

4.2. 1 In case of serious sandstorm disaster (Grade I), immediately start the national, provincial, municipal and county-level emergency plan for sandstorm disaster.

4.2.2 When a major sandstorm disaster (Grade II) occurs, start the emergency plan for sandstorm disaster at the provincial, municipal and county levels. When necessary, start the national emergency plan.

4.2.3 When a large or general sandstorm disaster (Grade III or IV) occurs, the governments of all provinces (autonomous regions and municipalities directly under the Central Government) decide to start the sandstorm emergency plan of the people's governments below the provincial level.

4.3 Danger response measures

When the meteorological department makes early warning of strong and extremely strong sandstorms, the people's governments below the provincial level shall respond in time and do a good job in disaster prevention to ensure the safety of people's lives and property.

4.3. 1 Emergency measures of people's governments below the provincial level

After the meteorological department has made an early warning of strong and extremely strong sandstorm disasters, the people's governments at the prefecture (city) and county level in the main affected areas should respond quickly and release sandstorm news through various channels to make it a household name. It is necessary to deploy organs, factories, mines, schools and the broad masses of the people, take effective measures to do a good job in disaster prevention and mitigation for people and animals, and transfer people and important property in dangerous areas to safety; Dust storm predecessors should not go out, livestock should enter the enclosure. 4.3.2 Emergency Response Measures of the Provincial People's Government

4.4 Disaster emergency measures

4.4. 1 Disaster emergency measures of people's governments below the provincial level

After the disaster, in accordance with the emergency plan and related requirements, implement disaster relief measures and responsibilities, conscientiously do a good job in post-disaster rescue and reconstruction, and immediately report the sandstorm situation and its disaster to the people's government at a higher level, and notify the downstream (city) counties where the sandstorm moves. The people's governments at the prefecture (city) and county level that have received the notification shall immediately take preventive measures.

4.4.2 Disaster Emergency Measures of Provincial People's Government

Immediately after the occurrence of a serious sandstorm disaster, set up a disaster relief headquarters, seriously organize rescue work, minimize the loss of life and property caused by the disaster, do a good job of public opinion guidance, maintain social stability in the disaster area, and immediately report the sandstorm situation and its disaster situation to the Office of the Emergency Leading Group for Sandstorm Disaster of the State Forestry Administration, and notify the downstream provinces, autonomous regions and municipalities directly under the Central Government where the sandstorm moves. The provinces, autonomous regions and municipalities that have received the notification should immediately organize relevant areas to do a good job in prevention.

4.4.3 Emergency Measures of State Forestry Administration

After receiving the information of major sandstorm disasters, the Office of the Major Sandstorm Emergency Leading Group of the State Forestry Administration, with the approval of the person in charge of the State Forestry Administration, started the major sandstorm emergency plan, and the corresponding emergency leading group was immediately transferred to emergency headquarters, which was responsible for the command and coordination of the State Forestry Administration in handling major sandstorm disasters, and took the following emergency measures:

(a) in conjunction with the relevant departments of the State Council to learn more about the location, scope, intensity and disaster losses of the catastrophic sandstorm disaster;

4.5.2 Sudden sandstorm disaster information should be reported step by step. After the occurrence of sandstorm disaster, the relevant departments of the local people's governments at or above the county level shall promptly report the sandstorm disaster and its losses to the emergency daily management office at the corresponding level, and the daily management office shall report to the emergency leading group at the corresponding level and the daily management office at the higher level after summarizing.

4.5.3 Time limit requirements for information reporting. The emergency daily management offices of the people's governments of relevant provinces, autonomous regions and municipalities directly under the Central Government shall report the intensity and influence scope of sandstorms to the State Forestry Administration within 2 hours after the occurrence of sandstorms in various places. If it is a serious sandstorm, it shall report the preliminary information of sandstorm disaster to the State Forestry Administration within 2 hours after the end. Report the disaster losses caused by sandstorm to the State Forestry Administration within 2 working days after the end of sandstorm.

4.5.4 The Office of the Emergency Leading Group of the State Forestry Administration shall report to the State Council in time after receiving the preliminary information report of extraordinarily serious sandstorm disasters in various places, and notify the relevant departments of the State Council.

4.6 communication

In the process of dealing with the catastrophic sandstorm disaster, all relevant departments, local people's governments at all levels, local working groups and expert advisory groups in the State Council should establish emergency communication channels for sandstorm disasters to keep the communication smooth.

4.7 Command and coordination

Local people's governments at all levels are the main responsible persons for the prevention and control of sandstorms, and implement the principle of territorial management. All localities should establish and improve leading groups under the unified leadership of local governments, with the participation of forestry, agriculture (animal husbandry), meteorology, transportation, civil affairs, finance, health and other departments.
