Meteorological Regulations of Jilin Province (revised on 20 17)

Chapter I General Provisions Article 1 In order to develop meteorological undertakings, standardize meteorological work, rationally develop, utilize and protect climatic resources, and promote meteorological undertakings to better serve economic construction, national defense construction, social development and people's lives, these Regulations are formulated in accordance with the Meteorological Law of People's Republic of China (PRC) and in light of the actual situation of this province. Article 2 Those who engage in meteorological activities such as meteorological exploration, meteorological forecast, meteorological disaster prevention, utilization of climatic resources, meteorological scientific research, and meteorological information release and dissemination within the administrative region of this province shall abide by these regulations. Article 3 The competent meteorological departments at or above the county level shall be responsible for meteorological work within their respective administrative areas under the leadership of the competent meteorological departments at higher levels and the people's governments at the corresponding levels.

Meteorological offices and stations subordinate to other relevant departments shall accept the guidance, supervision and industry management of meteorological work by the competent meteorological departments at the same level. Article 4 People's governments at or above the county level shall strengthen their leadership over meteorological work, support meteorological undertakings, and build local meteorological undertakings with the main content of serving local economic development according to the unified national meteorological modernization plan and the needs of local economic and social development.

The people's governments at or above the county level shall gradually increase their investment in local meteorological undertakings, and the capital construction investment and operational funds required by local meteorological undertakings shall be included in the national economic and social development plan and financial budget at the corresponding level. Fifth competent meteorological departments at all levels should do a good job in public meteorology, safety meteorology, resource meteorology and other comprehensive services, and constantly improve meteorological monitoring, early warning and service capabilities to meet the needs of meteorological modernization. Article 6 People's governments at or above the county level shall commend or reward units and individuals that have made remarkable achievements in meteorological work. Chapter II Protection of Meteorological Observation Environment and Facilities Article 7 The people's governments at or above the county level shall delimit the specific scope of meteorological observation environment protection according to the standards for delimiting the scope of meteorological observation environment protection stipulated by the competent meteorological department of the State Council, formulate the infrastructure construction plan of meteorological stations, and incorporate it into the local overall urban planning and township planning. Article 8 It is forbidden to engage in engineering construction and other activities that adversely affect meteorological observation within the scope of environmental protection for meteorological observation.

It is forbidden to occupy meteorological observation sites, dedicated channels and meteorological radio channels, and it is forbidden to move meteorological observation instruments, facilities and signs without authorization. Ninth meteorological stations and their facilities should be kept stable for a long time. If it is necessary to relocate meteorological stations or their facilities due to key project construction and urban planning, it must be handled according to law.

Transfer of general meteorological stations or their facilities, the construction unit must be submitted to the provincial competent meteorological departments for approval; The relocation of national reference weather stations and basic weather stations, the construction unit must apply to the provincial competent meteorological department, and report to the competent meteorological department of the State Council for examination and approval. Tenth provincial meteorological authorities to approve the transfer of general meteorological stations and facilities, must meet the technical requirements of the national meteorological observation environment, and completed within twenty working days. If the site meets the technical requirements, it shall be approved; Do not meet the technical requirements, shall not be approved and notify the applicant in writing within the prescribed time limit. Article 11 When a meteorological station moves its location, it shall, in accordance with the provisions of the competent meteorological department of the State Council, make a comparative observation between the new location and the old site for at least one year. The purpose of the old site can only be changed after the new site is approved and put into use.

The cost of relocation, demolition and reconstruction of meteorological stations shall be borne by the construction unit. Twelfth meteorological stations to implement meteorological detection, installation, use, verification and maintenance of meteorological instruments and equipment, must implement the relevant national and provincial meteorological technical specifications, verification procedures and industry standards. Meteorological measuring instruments shall be verified by authorized metrological verification institutions in accordance with the relevant provisions of the Metrology Law of People's Republic of China (PRC) and the State Metrology Law. Chapter III Meteorological Forecast and Severe Weather Warning Article 13 The meteorological forecast and severe weather warning in this province shall be issued uniformly.

Meteorological forecasts and severe weather warnings shall be publicly released by the meteorological offices and stations subordinate to the competent meteorological departments in accordance with their duties. Other organizations and individuals shall not publicly release meteorological forecasts and severe weather warnings to the public.

Meteorological offices and stations belonging to other relevant departments in the province can issue professional meteorological forecasts to this department. Fourteenth meteorological offices and stations affiliated to the competent meteorological departments at all levels should constantly use new technologies and methods to improve the accuracy, timeliness and service level of public meteorological forecasts and severe, critical and turning weather warnings. The weather forecast program is produced by the meteorological station that issued the forecast, and the production quality is guaranteed. Article 15 Meteorological offices and stations affiliated to competent meteorological departments at all levels shall, according to the demand, issue professional and special meteorological forecasts such as agricultural meteorological forecast, urban environmental meteorological forecast and fire risk meteorological grade forecast, and cooperate with military meteorological departments to provide meteorological services needed for national defense construction. Article 16 TV stations, radio stations (stations) and newspapers designated by the people's governments at the provincial, municipal and county levels shall arrange special time or pages to broadcast or publish public meteorological forecasts or severe weather warnings directly provided by meteorological offices and stations subordinate to the competent meteorological departments at the corresponding level on a regular basis every day.

Where organizations and individuals other than those specified in the preceding paragraph disseminate meteorological information in their business activities, the meteorological offices and stations affiliated to the competent meteorological departments shall provide paid meteorological services. Seventeenth radio, television, newspapers, public information networks and other media to disseminate meteorological forecasts and severe weather warnings to the society, should use the timely meteorological information directly provided by the meteorological offices and stations affiliated to the local competent meteorological departments, and indicate the name and release time of the meteorological offices and stations.
