Meteorological Disaster Monitoring and Early Warning Measures in Shaanxi Province

Article 1 In order to strengthen the monitoring and early warning of meteorological disasters, improve the ability of meteorological disaster prevention and emergency rescue, and ensure the safety of people's lives and property, these measures are formulated in accordance with the Meteorological Law of People's Republic of China (PRC), the Regulations on the Prevention of Meteorological Disasters in Shaanxi Province, the Measures for the Implementation of the People's Republic of China (PRC) Emergency Response Law in Shaanxi Province, and other laws and regulations, combined with the actual situation of this province. Article 2 These Measures shall apply to meteorological disaster monitoring, forecasting and early warning activities within the administrative area of this province. Article 3 Meteorological disaster monitoring and early warning shall adhere to the principles of government-led, overall planning, departmental linkage, graded responsibility and social participation, so as to ensure that monitoring is in place, forecasting is accurate, early warning is timely and response is efficient. Article 4 People's governments at or above the county level shall strengthen their leadership in meteorological disaster monitoring and early warning, organize relevant departments to establish a linkage mechanism between meteorological disaster information sharing and meteorological disaster monitoring and early warning, incorporate the construction of meteorological disaster monitoring and early warning system into local economic and social development planning, and include the required funds in the fiscal budget at the corresponding level. Fifth competent meteorological departments at or above the county level shall be responsible for the monitoring, forecasting, early warning and information management of meteorological disasters within their respective administrative areas.

The departments of agriculture, water conservancy, land and resources, environmental protection, press and publication, radio and television, communications and other departments of the people's governments at or above the county level shall, in accordance with their respective responsibilities, do a good job in monitoring and early warning of meteorological disasters.

Communication operators, media and other relevant units shall do a good job in the dissemination of meteorological disaster early warning information according to law. Article 6 The competent meteorological departments at or above the county level shall make use of the meteorological detection network to organize their subordinate meteorological stations to monitor the disastrous weather that may affect the local area and carry out meteorological disaster risk assessment. In conjunction with the development and reform, agriculture, water conservancy, land and resources and other departments. , shall prepare the layout plan of meteorological disaster monitoring station network, and report to the people's government at the same level for approval before implementation. Seventh people's governments at or above the county level shall strengthen the construction of meteorological disaster monitoring facilities, establish and improve the meteorological disaster monitoring network covering urban and rural areas according to the results of meteorological disaster risk assessment and the needs of meteorological disaster prevention, and ensure the normal operation of facilities. Article 8 The competent meteorological departments at or above the county level shall strengthen the industry management and business guidance of meteorological stations within their respective administrative areas, and organize their subordinate meteorological stations, meteorological stations or meteorological monitoring stations affiliated to relevant departments, and hydrological, geological and environmental units related to disastrous weather monitoring to jointly monitor disastrous weather and meteorological disasters.

The competent meteorological departments at or above the county level shall strengthen the metrological supervision of monitoring facilities to ensure the truthfulness and accuracy of monitoring data.

Agriculture, water conservancy, land and resources, environmental protection and other departments. We should urge subordinate meteorological stations or meteorological monitoring stations and units related to disastrous weather monitoring to provide timely and accurate monitoring information such as rain, water, soil moisture and drought to the people's government at the corresponding level and the competent meteorological departments. Ninth meteorological disaster early warning team established according to law and its assistants and information officers are responsible for the collection of meteorological disaster information and the dissemination of early warning information.

Encourage and support meteorological volunteers to participate in meteorological disaster information collection and early warning information dissemination, and relevant units shall do a good job in organizing training. Tenth people's governments at all levels, competent meteorological departments and other relevant departments and units shall timely submit or notify meteorological disaster information in accordance with the provisions.

Meteorological assistants and information officers shall immediately truthfully report meteorological disaster information to the competent meteorological departments and relevant units. Eleventh counties (cities, districts), townships (towns), neighborhood offices, villagers' committees and relevant units shall strengthen the management of meteorological assistants and information officers, and provide necessary equipment and financial support.

The competent meteorological departments shall strengthen the professional guidance and the training of meteorological disaster prevention knowledge for meteorological assistants and information officers. Twelfth people's governments at or above the county level shall timely incorporate the collected meteorological disaster information into the unified emergency information system in the region to realize interconnection and information sharing. Article 13 The meteorological offices and stations subordinate to the competent meteorological departments at or above the county level shall, according to the meteorological monitoring information, predict that meteorological disasters are about to occur or the possibility of occurrence is increasing, and issue disastrous weather forecast, early warning information or meteorological disaster early warning signals in accordance with relevant regulations. When multiple meteorological disasters occur or forecast at the same time, multiple warning signals can be issued at the same time.

Other units or individuals shall not release disastrous weather forecast, early warning information and meteorological disaster early warning signals to the society. Article 14 According to the urgency, development trend and possible harm degree of meteorological disasters, according to the provisions of the state, meteorological disaster early warning grades are divided into Grade I, Grade II, Grade III and Grade IV, which are indicated by red, orange, yellow and blue respectively. The first-level warning, namely the red warning, is the highest level. Fifteenth competent meteorological departments at or above the county level shall, according to the early warning of meteorological disasters, evaluate the possibility and influence of meteorological disasters. If a major or especially major meteorological disaster may occur, it shall immediately report to the people's government at the corresponding level and notify the competent meteorological department at a higher level and the competent meteorological department in the area that may be harmed. Article 16 Meteorological offices and stations that issue meteorological disaster warning shall adjust the warning level in time according to the development of disastrous weather, and re-issue or terminate or cancel the warning in accordance with relevant regulations.

If the warning level is adjusted, re-issued, cancelled or terminated, it shall immediately report to the local people's government and the competent meteorological department, and notify the relevant departments and media.
