1. Introduction

1.1 In order to regulate the appearance of the city, these regulations are formulated in accordance with the national urban appearance standards and the "Changsha City Appearance and Environmental Sanitation Management Measures".

1.2 The appearance of urban road systems, buildings (structures), public facilities, landscaping, outdoor advertising, signboards, lighting, water bodies, etc., shall comply with these regulations.

2. Road system

2.1 The road system referred to in these regulations includes roadways, sidewalks, bridges, pedestrian tunnels, road ancillary facilities, and parking lots.

2.2 Urban roads

2.2.1 These regulations divide urban roads into three grades: A, B, and C according to the requirements of urban appearance. Class A roads are urban main roads and important landscape roads, Class B roads are urban secondary arterial roads and landscape roads in new urban areas, and Class C roads are roads in urban streets and lanes. The city and county (city) city appearance and environmental sanitation administrative departments shall delineate and publish road grades and make timely adjustments.

2.2.2 The planning, design, construction and maintenance of urban roads should comply with national standards.

2.2.3 Urban roads should be cleaned, cleaned and maintained on a daily basis. Road surface washing should be carried out from 10 pm to 6 am, and washing operations during the day are prohibited. 2.3 Road name plates

3. Buildings (structures)

3.2 Individual buildings

3.2.1 The height, volume, form, etc. of urban buildings (structures) should comply with urban planning requirements.

3.2.2 The appearance of the building (structure) should be intact and neat. Protective buildings (structures), landmark buildings (structures), etc. should maintain their original features and historical environment, and must not be demolished, rebuilt, or decorated without authorization.

3.2.3 If the exterior of a roadside building (structure) is stained or damaged, it should be cleaned, painted and repaired in time.

3.3 Building exterior walls

3.3.1 There should be no unsightly graffiti, engravings, pastings, hangings, etc. on the exterior walls of the building.

3.4 Roof

4.3 Electricity, communication and postal facilities

4.6 Public toilets

6. Outdoor advertising and signboards

7. Urban lighting

7.3 Road lighting

7.4 Landscape lighting

8. Urban waters
