1. Introduction

1.1 In order to regulate the appearance of the city, these regulations are formulated in accordance with the national urban appearance standards and the "Changsha City Appearance and Environmental Sanitation Management Measures".

1.2 The appearance of urban road systems, buildings (structures), public facilities, landscaping, outdoor advertising, signboards, lighting, water bodies, etc., shall comply with these regulations.

2. Road system

2.1 The road system referred to in these regulations includes roadways, sidewalks, bridges, pedestrian tunnels, road ancillary facilities, and parking lots.

2.2 Urban roads

2.2.1 These regulations divide urban roads into three grades: A, B, and C according to the requirements of urban appearance. Class A roads are urban main roads and important landscape roads, Class B roads are urban secondary arterial roads and landscape roads in new urban areas, and Class C roads are roads in urban streets and lanes. The city and county (city) city appearance and environmental sanitation administrative departments shall delineate and publish road grades and make timely adjustments.

2.2.2 The planning, design, construction and maintenance of urban roads should comply with national standards.

2.2.3 Urban roads should be cleaned, cleaned and maintained on a daily basis. Road surface washing should be carried out from 10 pm to 6 am, and washing operations during the day are prohibited. When accidental pollution incidents occur on roads, cleaning operations should generally begin within two hours to eliminate pollution.

2.2.4 Urban roads should be kept flat and intact. After the construction is completed, the site should be cleaned up in time and the fences should be removed.

2.2.6 When engaging in public welfare and business activities on urban roads and open spaces with approval, they should be carried out in designated locations, keep the site clean, and clean and dispose of garbage in a timely manner.

Containers, tables, chairs, sun umbrellas and other equipment and advertising facilities used for the event must not be stained, placed neatly, and should be removed immediately after the event; approved temporary facilities must be removed after the event. It should be removed immediately.

2.2.7 The sidewalk surface should be smooth, firm and smooth. It is prohibited to install any other facilities on blind paths.

No debris, garbage, clothes to dry, etc. shall be piled on the sidewalk or on the open space adjacent to the sidewalk.

Non-motorized vehicles should be placed in an orderly manner on the open space.

2.2.8 Urban road slope protection should be free of garbage, debris, etc., and no painting, posting, or hanging should be allowed.

2.2.9 The appearance of the bridge should be kept beautiful and intact, and any damage should be repaired in time. Bridge guardrails, escalators, bridge towers, suspension cables, piers and other parts should be cleaned or painted regularly.

The ground under the bridge should be hardened and greened, and buildings (structures) and other facilities should not be built without authorization.

Fishing, flying kites, etc. are prohibited on river bridges on important urban traffic roads.

2.2.10 The shape of the entrance and exit of the pedestrian tunnel should be coordinated with the road landscape, the sunshade and awning should be made of light-transmitting materials, and the roof between the entrance and exit should be appropriately greened.

Pedestrian tunnel facilities should be clean and in good condition and should not be stained or otherwise damaged.

Pedestrian tunnels and entrances and exits should be kept in good order, and there should be no stalls, hawking of goods, begging or staying overnight.

2.3 Road name plates

2.4.7 Traffic markings and markings at temporary parking spots for motor vehicles on the road should be complete and clear. If they are unclear or incomplete due to road wear, maintenance, etc., they should be remarked.

2.5 Parking Lot

2.5.1 The parking lot should be kept clean and tidy, and no garbage, debris, etc. should be piled up.

2.5.2 The parking space lines in the parking lot should be clear and eye-catching, without any damage or coverage; other facilities on the site should be clean and intact and in normal use; motor vehicles and non-motor vehicles on the site should be in designated locations Arranged in an orderly manner.

3. Buildings (structures)

3.1 Buildings (structures) referred to in these regulations include building exterior walls, roofs, protective fences, balconies, and exterior corridors , doors and windows, air conditioning racks, oil fume exhaust outlets, sunshade (rain) awnings, and walls.

3.2 Individual buildings

3.2.1 The height, volume, form, etc. of urban buildings (structures) should comply with urban planning requirements.

3.2.2 The appearance of the building (structure) should be intact and neat. Protective buildings (structures), landmark buildings (structures), etc. should maintain their original features and historical environment, and must not be demolished, rebuilt, or decorated without authorization.

3.2.3 If the exterior of a roadside building (structure) is stained or damaged, it should be cleaned, painted and repaired in time.

3.3 Building exterior walls

3.3.1 There should be no unsightly graffiti, engravings, pastings, hangings, etc. on the exterior walls of the building.

3.3.2 When decorating or repairing the exterior walls of buildings, they should be coordinated with the surrounding environment.

3.3.3 The exterior walls of buildings (structures) located on Class A and B roads should be cleaned at least once a year if they use glass curtain walls; if they are decorated with paint, they should be painted at least once every three years; Other forms should be cleaned at least once every two years.

3.4 Roof

3.5 Protective grilles, balconies, outer corridors, doors and windows

3.6 Outdoor unit of air conditioner

3.6.1 New buildings should reserve a location for the installation of outdoor unit of air conditioner and a pipe for unified drainage of air conditioner condensate water. The condensate water from the air conditioner should be connected to the uniformly installed drainage pipes and should not flow directly to the exterior wall of the building.

3.7 Oil fume exhaust outlet

3.9 Fences

4. Public facilities

4.1 Public facilities referred to in these regulations include electricity, postal service, communications, water supply facilities, bus line stations, public transportation facilities, etc. *Toilets, public garbage stations (points), waste collection boxes, public fitness and leisure facilities, traffic (security) booths, etc.

4.2 Public facilities should be set up according to the plan, used normally, and have a good appearance, without stains, damage, incompleteness, or rust. They should not be painted, posted, or carelessly.

If the above phenomenon occurs, it should be cleaned, oiled, repaired or replaced in time.

4.3 Electricity, communication and postal facilities

4.3.1 Electricity, communication and other lines should be installed underground.

Overhead lines that are not or cannot be installed underground should be arranged neatly and orderly, without clutter, falling off, fragmentation, or worries.

4.3.2 Street light poles and poles for erecting lines should be kept upright. If they are tilted, broken, fallen to the ground, or abandoned, they should be straightened, replaced or removed in time.

4.3.3 Newsstands in public places should be set up in an orderly manner in accordance with urban and rural planning, and it is prohibited to occupy roads on Class A roads. 4.4 Water supply facilities

4.5 Bus line stations

4.5.1 The bus shelters set up at bus line stations should be simple and beautiful in shape, and should be equipped with waste collection boxes.

4.6 Public toilets

4.7 Public garbage stations (sites)

5. Landscaping

5.2 Forest trees, green belts, lawns, flower beds (pools), garden sketches, etc. should be free of garbage, and should not be piled, dried, hung, trampled, climbed, etc.

6. Outdoor advertising and signboards

6.1 Outdoor advertising referred to in these regulations includes commercial advertisements and public service announcements set up outdoors.

When outdoor advertisements or signboards are stained or damaged, or when the lights are not bright or the display is incomplete, they should be cleaned and repaired in time.

7. Urban lighting

7.1 Urban lighting referred to in these regulations includes road lighting and landscape lighting.

7.2 Lighting facilities should be kept in good condition and used normally. If the lights do not light up or the display is incomplete, they should be repaired or replaced in time. Unless there are special circumstances, the lighting facilities should be turned on and off according to regulations.

7.3 Road lighting

7.3.1 Urban roads, squares, leisure tourist attractions, residential areas, etc. should have road lighting at night.

7.3.2 The style, form and color of lighting poles should be simple and beautiful.

7.4 Landscape lighting

7.4.1 Buildings (structures) on both sides of squares, commercial streets, A and B-grade roads, garden water features, etc. should be equipped with night lighting Landscape lighting.

7.4.2 Landscape lighting should fully reflect the characteristics of the illuminated objects, coordinate with the surrounding environment, use environmentally friendly and economical lighting sources, and reasonably control illumination and brightness to prevent light pollution.

8. Urban waters

8.1 The water surface of urban waters should be kept clean and free of garbage, feces, oil, animal carcasses and other waste floating objects. Waste floating objects should be removed promptly when found.

8.2 All types of ships, barges, and docks in urban waters should be clean and tidy, and no hanging or towing activities that are unsightly should be performed. Garbage, sewage, and other wastes must not be discharged into the waters. .

8.3 The bank slopes of urban waters should be intact, without defects, without exposed garbage, and without haphazardly erected (structures) structures.

8.4 Catering, food processing and other activities that pollute water bodies are not allowed in the shore green scenic area.
