2.5 Revitalize land assets

The land allocated for railway production and operation shall be allocated by means of authorized operation and revitalized according to law. Shaanxi provincial government should support railway enterprises to carry out integrated planning of station, line and land use, implement comprehensive development according to the principles of marketization and intensification, revitalize railway assets, and support railway development with development proceeds. According to the overall land use planning and urban planning, the land around the railway station and the line will be arranged as a whole, and the intensity of development and construction will be moderately improved. Comprehensively develop the above-ground and underground space of railway construction land, and diversify the mineral resources, warehousing logistics and advertising resources around the land along the railway. In principle, the net income from comprehensive land development along the railway should be used to make up for the operating losses of local railway projects, support the sustainable development of local railways, and promote urbanization and local economic development.
