Regulations of Xunhua Salar Autonomous County on Autonomy

Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the provisions of the Constitution of People's Republic of China (PRC) and the Law on Regional National Autonomy and in combination with the political, economic and cultural characteristics of Xunhua Salar Autonomous County. Article 2 Xunhua Salar Autonomous County (hereinafter referred to as Autonomous County) is a place where the Salar people in Xunhua area of Qinghai Province practice regional autonomy, and Tibetan, Hui, Han and other nationalities also live in the Autonomous County.

Autonomous County governs four Tibetan townships: Jishi Town, Qingshui Township, Mengda Township, Baizhuang Township, Jiezi Township, Chahandusi Township and Du Wen, Boleng, Gangcha and Daowei. Article 3 The organs of self-government of autonomous counties are autonomous county people's congresses and autonomous county people's governments.

The organs of self-government exercise the functions and powers of local state organs at the county level and exercise autonomy at the same time.

The organs of self-government practice the principle of democratic centralism.

The organs of self-government are located in Jishi Town. Article 4 The organs of self-government of autonomous counties safeguard the overall interests of the country and ensure the observance and implementation of the Constitution and laws in their own localities.

Under the principle of not violating the Constitution and laws, the organs of self-government take special policies and flexible measures to accelerate the development of economic and cultural undertakings in autonomous counties in light of local actual conditions.

If the resolutions, decisions, orders and instructions of state organs at higher levels are not suitable for the actual situation of autonomous counties, they shall be reported to the state organs at higher levels for approval, and then they shall be implemented flexibly or stopped. Article 5 The organs of self-government of autonomous counties lead the people of all ethnic groups in the county to focus on economic construction, adhere to the Four Cardinal Principles, persist in reform and opening up, work hard through self-reliance, and gradually build autonomous counties into United, democratic, civilized and prosperous ethnic autonomous areas. Article 6 The organs of self-government of autonomous counties shall strengthen the education of citizens of all ethnic groups on the Party's basic line, patriotism, collectivism and socialist ideas, resist the decadent ideas of feudalism and capitalism, cultivate socialist citizens with ideals, morality, culture and discipline, and constantly improve the ideological and moral quality and scientific and cultural quality of citizens of all ethnic groups. The organs of self-government of seventh autonomous counties protect the legitimate rights and interests of all ethnic groups in the county, and maintain and develop the socialist ethnic relations of equality, unity and mutual assistance among all ethnic groups. Discrimination and oppression against any ethnic group are prohibited, and acts that undermine ethnic unity and create ethnic divisions are prohibited. Article 8 The organs of self-government of autonomous counties ensure that all ethnic groups have the freedom to use and develop their own spoken and written languages, and to maintain and reform their own customs and habits. Article 9 The organs of self-government of autonomous counties guarantee citizens of all ethnic groups the freedom of religious belief.

No state organ, social organization or individual may compel citizens to believe in or not believe in religion, and may not discriminate against citizens who believe in or not believe in religion.

Organs of self-government protect normal religious activities and strengthen the management of religious affairs. No group or individual may use religion to engage in activities that disrupt social order, damage citizens' physical and mental health, or interfere with state administration, education and justice.

Religious groups and religious affairs are not dominated by foreign forces. Chapter ii organs of self-government and other local state organs article 10 the people's congress of an autonomous county is the local state power organ of the autonomous county, and its permanent organ is the standing Committee. The Standing Committee is responsible for the Autonomous County People's Congress and reports on its work.

It is responsible for and reports on the work of the Autonomous County People's Congress and its Standing Committee and the people's government at a higher level.

Autonomous County People's Government is composed of county magistrate, deputy county magistrate, director and director, and its members and staff of subordinate departments should be equipped with Salar and other minority citizens as far as possible.

The county magistrate of an autonomous county is a citizen of the Salar nationality. Twelfth Autonomous County People's Government shall, according to the provisions of the state organs at higher levels and the actual situation of Autonomous County, determine and adjust the institutional setup and staffing of state organs and institutions in Autonomous County in accordance with the principle of separation of government from enterprise, simplification, unification and efficiency. Article 13 The organs of self-government of autonomous counties shall use Salar, Tibetan and Chinese at the same time or separately when performing their duties. Article 14 The organs of self-government of autonomous counties shall take various measures to train a large number of cadres at all levels, all kinds of professional and technical personnel in science, technology and management from local ethnic minorities, give full play to their roles, and pay attention to training cadres at all levels and all kinds of professional and technical personnel among ethnic minority women.

The organs of self-government should respect knowledge and talents, implement the policy of intellectuals and give full play to the role of intellectuals.

According to the needs, the organs of self-government adopt special preferential policies and actively introduce professionals to participate in the construction of autonomous counties. The organs of self-government of fifteenth autonomous counties shall give priority to the recruitment of ethnic minorities when recruiting personnel; Enterprises and institutions affiliated to autonomous counties by state organs at higher levels shall give priority to recruiting personnel in autonomous counties.

With the approval of state organs at higher levels, they have the right to recruit people from rural areas and take special measures to take proper care of ethnic minority young women.

The organs of self-government have the right to make independent arrangements to supplement the vacancies of natural attrition in autonomous counties, and do a good job in guiding and serving urban labor and employment.
