Chenzhou Cigarette Factory will complete relocation by the end of 2019

In response to complaints from netizens about "the pungent smell released by the Chenzhou Cigarette Factory", on January 17, the Beihu Branch of the Chenzhou Municipal Environmental Protection Bureau responded that the exhaust gas emissions from the Chenzhou Cigarette Factory complied with environmental protection requirements and The tobacco factory is expected to complete its relocation by the end of 2019.

Recently, Chenzhou netizens left a message to Chenzhou Municipal Party Committee Deputy Secretary and Mayor Liu Zhiren in the "Asking Political Hunan" column on the red website, saying that during production, the Chenzhou cigarette factory released pungent gases that spread throughout the country for several kilometers. It can be smelled and seriously affects the living environment of surrounding residents. Netizens questioned: "Are these gases toxic and how toxic are they? Do relevant departments have any solutions?"

In response, the Beihu Branch of the Chenzhou Municipal Environmental Protection Bureau responded: During the production process of the Chenzhou cigarette factory, the waste gases mainly include boiler waste gas and gases generated by adding food flavors during the silk making process. After investigation, it was found that the plant had been converted to a dual-purpose oil and gas boiler in 2012, using clean energy. The smoke and dust emission monitoring data of the boiler after the transformation showed that the emissions were in compliance with the standards. During the tobacco production process, the factory needs to add food flavors that meet national standards. Flavor and odor will be generated. All the odor removal facilities are installed in the tobacco production process.

It is understood that netizens reported that the problem of odor in tobacco factories is also closely related to the weather. In December 2018, Chenzhou City was affected by the cold air from the north. It was mostly low-pressure and still wind weather, which was not conducive to atmospheric diffusion, resulting in the retention of cigarette flavors and higher concentrations than usual, thus causing odor effects on surrounding residents.

In response to the current situation of the Chenzhou Cigarette Factory, the Beihu Branch of the Chenzhou Municipal Environmental Protection Bureau issued an "Environmental Protection Rectification Notice" to it in accordance with the law. On the one hand, the factory is required to further strengthen management, operate pollution prevention and control facilities such as flavors and odors normally, ensure that various pollutants are discharged stably and up to standard, and reduce the impact of flavors and odors in the cigarette production workshop on surrounding residents; on the other hand, the factory is required to strengthen cooperation with Communicate with surrounding residents, invite resident representatives to visit the production workshop, check the operation of pollution prevention and control facilities, eliminate residents’ concerns, relieve emotions, and create a good relationship between workers and residents.

In response to the complaints from netizens, the response also stated that the Chenzhou Cigarette Factory had launched an overall relocation project in 2013, and has now completed the construction of the factory buildings and other facilities, and is expected to complete the relocation by the end of 2019. By then, the current area of ??the factory will be planned as urban commercial and residential land, which will fundamentally eliminate the impact of the flavor and noise produced by cigarette production on the lives of surrounding residents.
