"8" Guo Chang Landslide in Yanping District, Nanping City, Fujian Province

20 13 On August 4th, a landslide occurred in Guo Chang Natural Village, Taxia Village, Shuidong Sub-district Office, Yanping District, Nanping City, with a landslide volume of 34,000m3, which is a small-scale soil landslide. The landslide deformation is strong, which poses a serious threat to the safety of life and property of residents under the slope. As the local government and relevant departments took timely measures to rescue and provide disaster relief, 305 people from 57 households in the village successfully escaped from danger, avoiding casualties and reducing economic losses.

2 geological disasters

The potential landslide is located above the residential area of Guo Chang Natural Village, Taxia Village, Shuidong Sub-district Office, Yanping District, Nanping City, which is the southeast corner of the new Nanping solar cable factory. The types of geological disasters are potential landslides, ground cracking and settlement, and many tensile cracks are formed on the slope, among which the most important cracks are 33m long, 20cm wide and 80cm deep, and the cracks are arc-shaped. Mud water oozed from the toe of the slope, and the flow rate was about 13 L/s during the investigation. The front arch of the retaining wall at the toe of the slope is about 60cm, which leads to the deformation of the door of a residential building and the collapse of the door panel. It is speculated that the landslide is in the stage of accelerated deformation. The average width of the potential landslide is about 60m, the axis length is about 70m, and the average thickness is about 8m. It is estimated that the potential landslide is about 33600m3. At present, the landslide is in the stage of accelerated deformation, and its potential volume is large. Below are residential areas and urban roads. The resident population and tenant population of threatened villagers are 57 households with 305 people, which is of poor stability and great harm and danger.

According to field observation and recent weather conditions, the main reasons are as follows: first, the sewer or water supply pipeline in the east corner of Nanping Sun Cable New Factory may be broken or damaged, and the leakage of ditch water is the main cause of landslide; Second, the increase of soil water content increases the weight of soil, expands the wetting range, and forms a landslide surface when it meets bedrock, which promotes the emergence of landslides.

Warning lines and warning signs have been set up around potential landslides to prevent people from entering. At the same time, publicize and educate people around potential landslides, and issue "disaster prevention cards" and "hedge cards" to enhance people's awareness of disaster prevention and mitigation. On this basis, the responsibility of disaster prevention monitoring points will be further implemented, and the local land and resources departments, sub-district offices and villagers' committees will arrange special personnel to monitor on duty 24 hours a day, keep the information unblocked, and make records of on-duty and dynamic monitoring to ensure the safety of people's lives and property.

3. 1.2 Disaster Emergency Early Warning Mechanism

On the morning of August 4th, 20 13, the ground cracked and settled above the residential area of Guo Chang Natural Village, Taxia Village, Shuidong Sub-district Office, Yanping District, Nanping City, which is the southeast corner of the new solar cable factory in Nanping City. The villagers of Guoxiang Natural Village in Taxia Village promptly reported to Shuidong Sub-district Office and Yanping Branch of Nanping Land and Resources Bureau. After receiving the report, Yanping Branch immediately reported the situation to the district party committee, district government and Nanping Land and Resources Bureau. Nanping Municipal Bureau of Land and Resources reported the disaster information to the Provincial Department of Land and Resources and Nanping Municipal Government in a timely manner according to the requirements of the quick reporting system. Nanping Municipal Government and Yanping District Government immediately launched an emergency plan for sudden geological disasters and set up a geological disaster rescue headquarters to judge the scale and hidden danger level of potential landslides according to the on-site investigation. All functional departments quickly arrived at the scene to organize emergency evacuation, orderly transfer and resettle threatened residents, delimit dangerous areas, set up warning lines, set up warning signs, and arrange special personnel to monitor and be on duty. At the same time, Nanping City Land and Resources Bureau reported to the Provincial Department of Land and Resources to send emergency experts to the scene to guide emergency treatment. According to the expert opinion of the Provincial Department of Land and Resources, emergency headquarters immediately organized emergency unloading.

3.2 Geological hazard safe-haven resettlement

After the dangerous situation occurred, leaders of Nanping Municipal Government, Yanping District Government and relevant departments set up on-site headquarters, set up warning lines and warning signs, and other personnel are not allowed to enter the dangerous area except rescue and relief team members; Use audio equipment to broadcast alarm information to urgently inform residents near potential landslides to move safely and orderly along the original route; The mobilization organization of the Armed Forces Department of Shuidong Sub-district Office 10 militia reserve personnel quickly arrived at the incident site to carry out rescue according to the original preparation objectives and tasks. At the same time, the investigation and monitoring personnel continue to track and monitor the disaster situation and report it in time; The civil affairs department is responsible for the resettlement of victims transferred to temporary resettlement sites to ensure smooth communication between disaster relief and emergency command. Under the orderly command of the field headquarters, all threatened households were evacuated within half an hour, and no one was injured during the evacuation. Temporary resettlement sites are paved with mats and quilts, and relocated households receive instant noodles, towels and other daily necessities in an orderly manner. At the same time, the civil affairs department and the health and epidemic prevention department actively provide psychological counseling to the affected households.

4 Experience and Enlightenment

When this geological disaster happened, the emergency plan for sudden geological disaster was launched in time. Under the unified leadership of the municipal and district governments, all relevant departments carry out their duties. Due to the organization in place and the active cooperation of the masses, 305 people from 57 households in the potential landslide danger zone were evacuated quickly and orderly in the shortest time, and effective measures such as disaster prevention and mitigation were taken to ensure the safety of people's lives and property to the maximum extent. It not only improves the emergency ability of city and district cadres and workers to sudden geological disasters, but also enhances the people's emergency ability, safety awareness and self-protection awareness to sudden geological disasters. At the same time, the problems existing in various geological disaster emergency plans are exposed, which provides a basis for revising and perfecting the emergency plan and enhancing the effectiveness and operability of the geological disaster emergency plan.
