The idea of changing Edo's name to Tokyo appeared in Nobunobuyuki Sato, a famous scholar at the end of Edo's period, in The Secret Strategy of House Chaos written in Zheng Wen for six years (1823). Sato recorded the following thoughts in his book: In order to make Japan active on the world stage, it is necessary to move the capital to Edo and name it Tokyo, and name Osaka Xijing to form three capitals: Tokyo, Xijing and Kyoto.
