In order to create a happy and peaceful holiday atmosphere and ensure the safety of the public and people's lives and property, according to the "Regulations on the Safety Management of Fireworks and Firecrackers" and other laws and regulations and relevant regulations, the fireworks and firecrackers in our county during the Spring Festival of 2023 are further announced as follows:

First, the discharge time

Second, the discharge area

No-go areas in the main city: police kiosks at Zilukou Road in Ruyang County in the east, police kiosks at Wansi Village in the west, Genggou Village boundary in Santun Town in the south and G344 Dongling Line in the north.

Other restricted areas: 1. Important military facilities, gas stations, liquefied gas stations and other places where inflammable and explosive dangerous goods are stored and within 200 meters around them; 2 cultural relics protection units and power transmission and transformation facilities and their surrounding areas within 50 meters; 3 hospitals, libraries, archives, schools, kindergartens, nursing homes, nursing homes and other public places; 4 stations, shopping malls, bazaars, theaters and other crowded places; 5 forests, green spaces, forest parks, tourist attractions, parks and other key fire prevention places; Six key areas, such as office buildings of party and government organs, production areas and storage areas of enterprises and institutions; 7. Around high-rise buildings and buildings with low fire resistance using flammable and combustible thermal insulation materials 100 meters; 8 other places and areas determined and announced by the county and township people's governments.

3. The county government will organize a fireworks show in Ruhe Bridge, Liu Ling Road on February 5th, and the specific matters will be notified separately.

Fourth, the liability clause

Township people's governments should do a good job in the management of fireworks and firecrackers within their respective jurisdictions, and relevant departments of the county government should perform their duties according to the division of labor, allowing residential areas within the discharge area to delimit discharge safety zones, which should be coordinated by townships, organized by communities, property and other units to manage personnel and rescue forces, and equipped with fire-fighting equipment to ensure discharge safety.

Five, the types of fireworks and firecrackers shall not be set off without approval.

Fireworks and firecrackers with safety quality grades of A and B; Fireworks and firecrackers that are dangerous and contain highly sensitive drugs, such as pulling guns, smashing guns and smashing guns; Illegal production and operation of fake and shoddy fireworks and firecrackers.

6. It is forbidden to set off fireworks.

Discharging or throwing in the corridors, balconies, windowsills and roofs of residential buildings; Aiming at or pointing to the discharge of flammable and explosive materials; Throwing at pedestrians, vehicles, buildings, structures and crowded places; Other acts that affect public order and endanger the safety of others; Minors should set off fireworks and firecrackers under the guidance of guardians or other adults.

Seven, illegal punishment

The illegal production, transportation, storage, sale and illegal discharge of fireworks and firecrackers shall be punished in accordance with the Law of People's Republic of China (PRC) on Public Security Administration Punishment and the Regulations on the Safety Management of Fireworks and Firecrackers. If the case constitutes a crime, criminal responsibility shall be investigated according to law, and the relevant departments shall be investigated for their mismanagement according to regulations.

Eight, the Township People's government is responsible for the area of fireworks.

Nine, this notice shall come into force as of the date of promulgation.
