What if there are no weather satellites? Can only use ground instruments to make weather forecast?

In addition to the observation instruments on the ground, our meteorological bureau also has high-altitude observation, which is the main basis of weather forecast by hanging radiosondes through sounding balloons and receiving observation data through radar. Satellites generally provide cloud pictures of various water vapor channels. Cloud images are also used as a reference in forecasting, and are mostly used for short-term and near-term forecasting (forecasting within a few hours), while most weather forecasts you see or hear belong to short-term forecasting (generally 24-72 hours).
