Regulations of Xuchang Municipality on Promoting Civilized Behavior
City, county (city, district) spiritual civilization construction steering committee office is responsible for the planning, publicity, guidance, coordination, supervision and inspection of the promotion of civilized behavior within their respective administrative areas. Article 6 The people's governments of cities and counties (cities, districts) shall regard the promotion of civilized behavior as an important part of spiritual civilization construction, and formulate relevant measures to promote the promotion of civilized behavior.
The relevant departments of the people's governments of cities and counties (cities, districts) shall promote civilized behavior in accordance with their respective responsibilities.
Township people's governments and sub-district offices shall, in accordance with their duties and the provisions of these regulations, do a good job in promoting civilized behavior within their respective jurisdictions.
Residents' committees and villagers' committees shall assist in advocating civilized behavior. Seventh state organs, enterprises and institutions, social organizations, other organizations and individuals should actively participate in the propaganda of civilized behavior.
State officials and public figures should play an exemplary role in promoting civilized behavior. Chapter II Standardizing Advocacy Article 8 Citizens shall maintain public order and observe the following provisions:
(1) Speak in a civilized manner and be polite to others;
(two) in parks, squares, restaurants and other crowded places and take public transport, do not bare chest and back, do not take off your shoes and dry your feet;
(three) do not lie down in public seats or place personal items that hinder others;
(4) Take the elevator first, then go up, and stand neatly on the right with the escalator;
(five) waiting in line for service, not crowded, not cutting in line, not crossing the line;
(six) not in hospitals, libraries, museums, theaters and other public places to answer the phone loudly;
(seven) cover your mouth and nose when coughing or sneezing, and patients with respiratory infectious diseases consciously wear masks when going out;
(eight) in public places, flogging, gyro, diabolo and other fitness and entertainment activities, which do not endanger the personal and property safety of others;
(9) Other circumstances stipulated by laws and regulations. Article 9 Citizens should take good care of public health and observe the following provisions:
(a) do not smoke in public places, indoor areas of workplaces, public elevators and urban public transport; Don't smoke when minors and pregnant women are present in non-smoking places;
(two) civilized toilet, do not occupy special health facilities for the disabled;
(three) in the wild hiking, camping, fishing, watching performances and other activities, to clean up the waste;
(four) consciously reduce the generation of domestic waste, in accordance with the provisions of the classification;
(5) Other circumstances stipulated by laws and regulations. Article 10 Citizens should travel in a civilized manner and observe the following provisions:
(1) Pedestrians do not browse or operate handheld electronic devices when crossing intersections or roads;
(two) do not use skateboards, roller skates and other sliding tools on the road, and ride flat cars, balance cars and other non-means of transportation;
(3) Drivers and passengers of electric bicycles wear safety helmets;
(four) non motor vehicles are not allowed to install awnings (umbrellas);
(5) When driving a vehicle through a section with accumulated water and dust, slow down to avoid splashing others;
(6) When driving a vehicle through a crosswalk, give way to pedestrians and let them pass safely and quickly;
(seven) when the vehicle is not equipped with charging facilities, it shall not be parked in the special parking space for charging;
(8) Failing to park vehicles in free parking spaces on public roads for more than three days;
(9) Other circumstances stipulated by laws and regulations. Eleventh citizens should abide by the following provisions and promote the construction of civilized villages and towns and civilized communities:
(1) Keeping poultry and livestock in violation of regulations;
(two) shall not illegally occupy river banks, roads or other public spaces for planting and breeding;
(3) Conduct weddings, funerals and celebrations in a civilized and thrifty manner, do not ask for high-priced bride price, and resist such unhealthy practices as extravagance and waste, vulgar marriage, and lavish funeral;
(4) Other circumstances stipulated by laws and regulations. Twelfth city dog shall comply with the following provisions:
(a) do not raise dogs included in the list of prohibited dogs in the property management area, and do not abuse or abandon dogs;
(2) A person with full capacity for civil conduct shall use a leash (rope) of no more than 1.5 meters when taking a dog out of the house;
(3) Dogs are not allowed to enter schools, hospitals, museums, shopping malls, restaurants and other public places or take public transport, except for special dogs such as guide dogs and support dogs;
(four) take the dog to take the elevator or go up and down the stairs, and take the initiative to avoid others;
(five) dog owners should immediately clean up the feces excreted by dogs in public areas.
