Article 1 In order to strengthen the management of weather modification operations, ensure the safety and effectiveness of weather modification operations, give full play to the role of weather modification operations in defense, reduce meteorological disasters and serve local economic construction, these measures are formulated in accordance with the Meteorological Law of People's Republic of China (PRC) and other relevant provisions, combined with the actual situation of this province. Second in the administrative area of this province engaged in weather modification operations and experimental research, shall abide by these measures. Article 3 Weather modification is a basic public welfare undertaking. Taking disaster prevention and reduction as the goal, focusing on serving agriculture, persisting in relying on scientific and technological progress, and strengthening the modernization and scientific experimental research of weather modification.

Organizations that carry out weather modification operations (hereinafter referred to as operation organizations) can carry out special weather modification services according to users' requirements on the premise of ensuring public welfare services for disaster prevention and mitigation, and the required operating expenses shall be borne by the beneficiary units according to the principle of who benefits and who bears. Fourth people's governments at or above the county level shall strengthen the leadership and coordination of weather modification work, and incorporate the cause of weather modification into the national economic and social development plan.

The competent meteorological departments at or above the county level shall, under the leadership of the people's government at the corresponding level, be responsible for the management and guidance of weather modification work within their respective administrative areas, and organize the implementation of weather modification work.

Military departments at all levels, troops stationed in Jiangxi, finance, planning, civil aviation, telecommunications, insurance and other departments and units should cooperate with the weather modification work. Agriculture, water conservancy, civil affairs and other departments shall provide agricultural disaster and hydrological information in a timely manner to ensure timely and effective weather modification operations. Article 5 The people's governments of provinces, cities divided into districts and conditional counties (cities, districts) shall set up leading groups for weather modification to lead and coordinate the work of weather modification within their respective administrative areas. The office of the leading group for weather modification (hereinafter referred to as the shadow office) shall be located in the competent meteorological department at the same level to undertake the daily work of the leading group for weather modification. Article 6 The people's governments at or above the county level or the competent meteorological departments shall commend and reward the units and individuals that have made outstanding contributions in weather modification. Article 7 The capital construction investment, personnel and career funds and special funds needed for weather modification work shall be included in the financial budget of the people's government at the same level, which shall be managed by the financial department at the same level and the shadow office, and shall be earmarked for special purposes. Article 8 Meteorological offices and stations subordinate to the competent meteorological departments shall do a good job in various meteorological support work required for weather modification operations, and provide timely detection data and information such as weather forecast, radar, satellite and meteorological information. Ninth operation organizations must have the qualifications stipulated by the provincial meteorological authorities. "Weather modification operation qualification certificate" issued by the provincial meteorological authorities. Tenth the implementation of weather modification operations, the city and county (District) people's government shall apply to the provincial people's office, indicating the planned operation area, location of operation points, operation time, technical equipment and conditions. , and approved by the provincial film office in conjunction with the airspace control department, can carry out weather modification operations. The approved operation area shall not be changed at will. If it is really necessary to change the operation area, it shall be submitted for approval again. Eleventh the implementation of weather modification operations personnel certificates system. Provincial Shadow Office is responsible for organizing the training and assessment of weather modification operation commanders and operators. Personnel who have not obtained the qualification certificate shall not participate in the operation. Twelfth weather modification operations must meet the following conditions:

(2) Obtaining the approval of the airspace control department;

(three) the business point is not a densely populated area and there are no important tall building facilities;

(four) the communication between the operating point and the provincial weather modification command center and the airspace control department is smooth;

(5) Operation commanders and operators hold qualification certificates;

Thirteenth operation organizations should build weather modification warehouses and ammunition depots according to the standards, and they can only be put into use after passing the acceptance by the local public security department; An on-site command post or duty room shall be set up at the operation site, and equipped with effective communication tools. Fourteenth operation organizations should establish a command system for weather modification operations to improve the technical level of weather modification operations. Article 15 Before carrying out the operation, the operation organization must apply to the airspace control department for operating airspace in accordance with the relevant provisions on airspace application. The airspace control department shall give a timely reply after receiving the airspace application of the operating organization. The operation organization must carry out operations within the approved operation airspace and effective operation time. After the operation is completed, it shall promptly report the completion of the operation to the airspace control department.

The setting of weather modification operation points and the launching orientation and direction of operation tools must comply with the relevant provisions in the Civil Aviation Law of People's Republic of China (PRC) and the Basic Rules of Flight of the People's Republic of China. After receiving the instruction from the airspace control department to stop shooting in the air, the combat organization must immediately stop shooting in the air. Sixteenth special equipment for weather modification operations must meet the technical standards stipulated by the competent meteorological department of the State Council, and shall be purchased by the provincial people's office in a unified way and supplied in a planned way. No other department, unit or individual may purchase or transfer. Defective working tools and expired shells and rockets shall not be used.

The scheduling of special equipment for weather modification operations, such as artillery shells and rockets, shall be applied to the public security department at the same level in advance by the Shadow Office, and the public security department shall timely examine and approve it according to law.

The maintenance, storage and transportation of special equipment for weather modification operations must be carried out in accordance with the relevant provisions of the Regulations on the Administration of Civil Explosives in People's Republic of China (PRC) and the Regulations on the Administration of Militia Weapons and Equipment. Provincial Shadow Office is responsible for organizing the annual inspection of special equipment for weather modification operations. If the annual inspection is qualified, continue to use it; Those that fail to pass the annual inspection or fail to meet the prescribed standards after maintenance must be scrapped and may not be transferred.
