Chapter 1 General Provisions Article 1 In order to strengthen the management of artificial weather modification, prevent and mitigate meteorological disasters, and promote agricultural development, in accordance with the "Meteorological Law of the People's Republic of China and the State" and the "Regulations on the Management of Artificial Weather Modification" 》 and other laws and regulations, and based on the actual situation of this city, these regulations are formulated. Article 2 Those who engage in artificial weather modification and related activities within the administrative area of ??this city must abide by these regulations. Article 3 The term "artificial weather modification" as mentioned in these Regulations refers to the rational use of climate resources to avoid or mitigate meteorological disasters and artificially influence the physical and chemical processes of the local atmosphere through scientific and technological means under appropriate conditions to achieve increased rain, snow, and prevention. Hail, rain, fog, frost and other purposes. Article 4 Artificial weather modification work shall follow the principles of unified planning, scientific management, safe operation, and emphasis on efficiency. Article 5 These Regulations shall be organized and implemented by the municipal meteorological authority.
The district (hereinafter referred to as district) and county (city) weather modification authorities that carry out artificial weather modification operations are responsible for the management of artificial weather modification within their jurisdiction.
Agriculture, finance and other relevant departments shall do a good job in the management of artificial weather modification according to their respective responsibilities. Article 6 The municipal, district, county (city) people's governments shall strengthen leadership over artificial weather modification work, and coordinate relevant departments to resolve practical difficulties encountered in artificial weather modification work. Article 7 When carrying out artificial weather modification activities, a work plan shall be formulated.
The weather modification work plan shall be prepared by the municipal meteorological authority and the district, county (city) weather modification authority in consultation with the agriculture, finance and other relevant departments at the same level, and shall be implemented after approval by the people's government at the same level. Article 8 Artificial weather modification work carried out in accordance with the weather modification work plan approved by the municipal, district, and county (city) people's governments is a public welfare undertaking, and the required funds should be included in the financial budget of the people's government at the same level and earmarked for special use.
The funds in the preceding paragraph include the construction of operating stations, the purchase of equipment and ammunition, maintenance and management, and the wages, labor protection and training of operating personnel.
For districts, counties (cities) with serious insufficient funds, the municipal finance can provide appropriate subsidies. Chapter 2 Construction of Operation Stations and Management of Operators Article 9 The location of artificial weather modification operations should be selected upwind of areas prone to meteorological disasters, 500 meters away from residential areas, with a wide view, and convenient transportation and communication. Article 10 The location of artificial weather modification operations shall be determined by the municipal meteorological authority and the district, county (city) weather modification authority based on the local climate characteristics and geographical conditions and in accordance with the "People's Republic of China and Civil Aviation Law" and "China's Civil Aviation Law". The location shall be selected in accordance with the relevant provisions of the Basic Rules of Flight of the People's Republic of China and the People's Republic of China, and shall be submitted for approval by the municipal meteorological authority in accordance with the prescribed procedures.
No unit or individual may change the approved operating location without authorization; if changes are needed under special circumstances, they must be resubmitted for approval. Article 11 An artificial weather modification operation station shall build a launch platform, operation equipment warehouse, temporary ammunition depot, and have a duty room, rest room, and communication equipment.
Work stations should build walls (fences) to ensure safety. Article 12 The environment for artificial weather modification operations is protected in accordance with the law.
No unit or individual may construct buildings or other facilities that hinder weather modification operations within 500 meters of the operation station; shall not encroach on the weather modification operation site or damage weather modification operation equipment and facilities; shall not Occupying and interfering with communication channels for artificial weather modification operations. Article 13 The township (town) people's government shall maintain a relatively stable number of personnel who use anti-aircraft guns and rocket launchers to carry out artificial weather modification operations. Article 14 Operators shall have the following technical abilities:
(1) Be familiar with the structure, operating procedures and safe use requirements of anti-aircraft guns and rocket launchers, and be able to use them correctly;
(2) Able to basically correctly judge and identify target clouds, and perform reasonable and effective operations;
(3) Able to complete the care and maintenance of anti-aircraft guns and rocket launchers as required, and troubleshoot general faults. Article 15: District, county (city) weather modification authorities shall equip operators with necessary protective equipment in accordance with regulations, and provide personal insurance for operators during the operation period. Chapter 3 Launching Devices and Ammunition Management Article 16 Anti-aircraft guns, rocket launching devices, artillery shells, and rockets shall be stored in special warehouses that comply with civilian explosives storage standards. If the special warehouse is not enough, the municipal and district/county (city) people's governments shall provide funds for construction.
The warehouse storing artillery shells and rockets should be well ventilated and equipped with fire protection equipment.
Anti-aircraft guns and rocket launchers shall not be stored in the same warehouse as artillery shells and rockets, and artillery shells and rockets shall not be stored in the same warehouse. Article 17 During the period of artificial weather modification operations, the number of shells stored in the temporary ammunition depot for each anti-aircraft gun shall not exceed 200, and the number of rockets for each rocket launching device shall not exceed 50.
After the period of artificial weather modification operations, remaining artillery shells and rockets should be sent to special warehouses that comply with civilian explosives storage standards for storage in accordance with relevant regulations. Article 18 Before the artificial weather modification operation period, the municipal meteorological authority shall organize the maintenance of anti-aircraft guns and rocket launchers; only those that pass the maintenance can be used.
Article 19 After each artificial weather modification operation, the operating unit shall maintain the anti-aircraft guns and rocket launchers to prevent corrosion.
After the artificial weather modification operation is completed every year, the operating unit should conduct a comprehensive overhaul of anti-aircraft guns and rocket launchers, and oil seals should be stored in storage as required.
