The position and role of the Chinese People's Armed Police Force Forest Force

The Armed Police Forest Force is responsible for the security of forests and forest grasslands, with a total area of 65.438+0.6 billion hectares. Since 1999, they have put out more than 3,500 forest fires and completed 23,000 duty tasks, making indelible contributions to the protection of national forest resources.

This unit has gradually developed into a professional forest protection team with a high level of modernization, built a three-dimensional forest protection system with "ground and air" multi-arms cooperative operations, successfully completed the sacred mission entrusted by the party and the people, and made great contributions to the protection of national forest resources. It is known as "the patron saint of the big forest".

1On August 25th, 948, the then Northeast People's Administrative Committee issued a general order to set up armed forest protection teams in Hejiang, Longjiang, Songjiang and Jilin.

Generations of forest officers and soldiers interact with mountains and keep company with forests. They struggled with snow, cold and fire, and with a long journey of more than half a century, they cast a steel-like green Great Wall. The Armed Police Forest Force is responsible for the duty, fire prevention and fire fighting of forest and grassland in China1600,000 hectares, which is of great responsibility. China is one of the countries with the poorest forest resources in the world, and its forest coverage rate ranks 130 in the world. Forest fire directly threatens precious forest resources.

"Forest fire prevention is related to the safety of forest resources and ecological security, to the safety of people's lives and property and the harmony of forest areas, to the political security and social stability of the country, and to the important guarantee for building a harmonious society and ecological civilization." Jia Zhibang, Director of State Forestry Administration and First Political Commissar of Armed Police Forest Force, talks about what to do. The Armed Police Forest Force is duty-bound to rush to the front line.

From the majestic Daxinganling Mountains to the majestic Changbai Mountain, from the vast grassland to the snowy plateau, from the south of Caiyun to Wuyishan, at least 400 armed police forest officers and men fight in the front line every day. According to statistics, from 1999 to 10 in 2008, the Armed Police Forest Force * * dispatched troops1870,000 person-times, extinguished more than 3,500 forest fires and completed more than 23,000 duty tasks.

The fire fighting mode of the Armed Police Forest Force has changed from a single routine to a compound mode of mechanization and informationization, and from a single ground transportation to a combination of aircraft dropping and special transportation, and its combat effectiveness has been rising.

In 2002, it took forest troops 29 days to put out a forest fire.

In 2006, a fire broke out again in the same area, at the same time and under similar climatic conditions. Thanks to the use of various modern fire fighting methods, the forest forces won in just three days.

With the increasing investment in scientific and technological equipment, the forest forces completely bid farewell to the original way of relying solely on brooms and branches to put out fires, and formed a three-dimensional, multi-level and all-round modern combat equipment system, achieving a historic leap.

-Set up more than 50 special units, including water gun unit, artillery fire fighting unit, cable gliding unit, armored unit and water pump unit, equipped with the latest fire fighting equipment at home and abroad, such as special fire engines, armored pulse water guns, forest fire fighting artillery, Beidou-1 satellite positioning system and amphibious radio.

-a decision support system for forest fire early warning and fighting, which integrates information acquisition, combat effectiveness generation, organization and command. It can be seen at a glance with a few mouse clicks.

Information construction is also extending to the front line of fire fighting. A special network for fire monitoring and weather forecasting has been opened, and a 350-megabit ultrashort wave communication network has been built. "Fire fighting communication" and "mobile communication" are seamlessly linked, and the command between superiors and subordinates, neighbors and police stations is smooth.

In the face of ever-changing fires, the forest forces also insisted on innovating command tactics according to the time and place, and summarized and created various tactical tactics such as "multi-point breakthrough, segmented fire fighting", "combination of fighting and burning, and fighting fire with fire" to ensure that each fire fighting operation achieved the goal of "grasping the best time, choosing the best place and using the best means".

The forest fire extinguishing rate of the forest forces on that day has reached 96%, which indicates that the combat effectiveness of the forest forces has achieved a historic leap.

The improvement of the actual combat capability of the troops has expanded the rhythm and space of combat, directly contributed to the new combat mode of long-distance mobile reinforcement of the forest forces, and formed a new combat pattern of "based on the local, supporting the surrounding areas and facing the whole country".

From fighting forest fires to combining fire prevention with fire elimination, from single protection of forest resources to comprehensive practice of building ecological civilization, from commandos to task forces for maintaining ecological security, the functions of forest forces are constantly enriched and expanded.

In view of the fact that "human factors account for more than 95% in forest (grassland) fires", since 2000, the Armed Police Forest Force has adjusted its functions and formed a new pattern focusing on fire fighting and prevention.

In order to weave a fire prevention network with the combination of open space, global coverage and group prevention and treatment, every year during the spring and autumn forest fire prevention period, officers and men will go deep into the inaccessible mountains, patrol and set up checkpoints, and carry out fire prevention propaganda. During the Spring Festival, Tomb-Sweeping Day, Eleventh Golden Week and other holidays, from Shangri-La in Yunnan to Huanglong in Jiuzhai, Sichuan, from Lalu Wetland in Tibet to Kanas Lake in Xinjiang, and from Changbai Linhai in Jilin to Hulunbeier Grassland, nearly 10,000 officers and men of more than 100 duty teams are stationed in front of the station every day, closely monitoring the key parts of tourist attractions, and strictly rectifying the illegal use of fire and destruction of vegetation, reminding tourists to protect every grass and tree in the scenic area, and strive to prevent and put an end to the forest in the forest area.

Since 1999, the forest forces, in cooperation with local forestry police, have successively carried out hundreds of operations such as "Protecting Tibetan Antelope 1", "Banna Rainforest No.2" and "Flying Eagle Operation" in more than 20 national nature reserves, such as Changbai Mountain, Xishuangbanna, Qinghai-Tibet Plateau, the foot of Tianshan Mountain and Xilin Gol Prairie, with the main purpose of searching for and cracking down on illegal wildlife poaching.

In 2007, the report of the 17th National Congress of the Communist Party of China listed "building ecological civilization" as the development goal for the first time, which put forward new and higher requirements for the forest forces to perform their duties and missions. The vast number of forest officers and soldiers responded to the call, insisting that they are not only guardians of ecological security, but also propagandists and practitioners of ecological civilization. They used slogans, leaflets, speeches, road signs and other carriers to seize various opportunities to carry out publicity, creating a strong atmosphere for protecting ecology and building ecological civilization. At the same time, vigorously carry out the "forest protection" activities, and plant 6.6 million trees since 1999.

Facing the great goal of building a harmonious socialist society in the new century and new stage, and facing the realistic needs of performing functions and missions in the new situation and new tasks, Wang Zuoming, director of the Armed Police Forest Command, and Wang Changhe, political commissar, solemnly promised on behalf of all officers and men of the Armed Police Forest Force: Please rest assured that with greenguard, the forest will always accompany the motherland and the green will always stay in the land.
