The Notice clarifies that Zhongshan District, Xigang District, Shahekou District, Ganjingzi District and High-tech Park in Dalian are all areas, and the built-up areas of other districts, cities and counties (pilot areas) are controlled emission areas. The allowable discharge time in the controlled discharge area is from 2023 1 October 14 (23rd day of the twelfth lunar month), 20231October (New Year's Eve) to 20231October 28 (seventh day of the first month), and 2003. Outside the controlled discharge area, the discharge time is allowed from June 65438+1October 14, 2023 (23rd day of the twelfth lunar month) to February 5, 2023 (15th day of the first month), from 7: 00 to 23: 00 every day (New Year's Eve is not limited); At other times, no unit or individual is allowed to set off fireworks.

The Circular stipulates that fireworks and firecrackers are prohibited from being set off at any time in the following places within the administrative area of this Municipality: cultural relics protection units, museums and archives; Important military areas; Radio stations, television stations, newspapers and other important news units; Telecommunications, postal and financial institutions; Large-scale energy and power facilities, water conservancy facilities, power transmission and transformation facilities and water, electricity, gas and heat supply facilities in the safety protection zone; Railway stations, passenger (freight) stations, airports, primary and secondary trunk roads, bridges (including overpasses and overpasses), tunnels and other transportation hubs and railway line safety protection zones; The safe distance between the place where inflammable and explosive articles are produced, sold and stored and its surroundings is within 100 meters; Party and government organs, medical institutions, kindergartens, nursing homes, teaching and research institutions, large cultural and sports venues, bazaars, shopping malls, supermarkets, cinemas, commercial pedestrian streets and other crowded public places; Housing corridors, corridors, roofs, balconies and windows; /kloc-buildings with 0/0 floors and above shall be within a safe distance of 25m, and the safe distance for using external wall insulation materials shall be within 60m; The residential area or high-rise building that implements property management is outside the discharge area designated by the property company; Key fire prevention areas such as mountain forests; No-burning places determined by public security emergency departments at all levels according to safety needs.

The Notice emphasizes that in order to protect public health, such as poor atmospheric diffusion conditions in weather forecast, it is recommended to consciously practice a green lifestyle and try not to set off fireworks and firecrackers. To hold a fireworks party and other large-scale fireworks display activities, the place and license of discharge shall be clearly defined in accordance with the relevant provisions of the Regulations on the Safety Management of Fireworks and Firecrackers. In violation of the provisions of this notice, the public security organ shall be punished in accordance with the relevant provisions of the People's Republic of China (PRC) Public Security Administration Punishment Law and the Regulations on the Safety Management of Fireworks and Firecrackers; If a crime is constituted, criminal responsibility shall be investigated according to law.
