Article 5: Construction operations, service operations and other activities in the waters of this city must be registered with the public security organs and submitted to the relevant competent authorities for approval before implementation. Article 6 When organizing large-scale sightseeing tours, entertainment, sports competitions and other activities in the waters of this city, the public security organs must be notified in advance and safety and security work must be done. Article 7 Those who carry out construction operations and engage in service operations in the waters of this city shall set up obvious signs around the construction operations, service operation areas and dangerous locations, and designate dedicated personnel to be responsible for safety work.

Bathing beaches, boating grounds, and docks should have an appropriate number of rescuers and be equipped with corresponding life-saving equipment. Article 8 Units and individuals operating passengers and freight should abide by the following regulations:

Article 14 All vessels berthed in the waters of this city must berth at the anchorage, berth area or wharf designated by the local shipping and port supervision departments. For ships that are anchored or docked, the responsible person should strengthen safety precautions. Personnel on duty are not allowed to drink alcohol or allow unrelated persons to stay on board. Article 15 Persons who live in fishing houses, green viewing spots, and grazing spots in the waters of this city should apply for temporary residence registration at the local public security bureau, and should abide by the following regulations:

(2) Gambling or hooligan activities are not allowed;

(3) If illegal and suspicious situations are discovered, report them to the public security organs in a timely manner. Article 16 During the period when the Nenjiang River is frozen, pedestrians and vehicles should follow designated routes. During the period when the river is closed or opened, all vehicles and pedestrians are prohibited from passing through.
