Article 1 These Measures are formulated in accordance with the relevant laws and regulations and the actual situation of the autonomous region in order to standardize the weather modification work, promote and guarantee the weather modification work to better serve the economic construction and social development. Article 2 Weather modification as mentioned in these Measures (hereinafter referred to as weather modification) refers to the meteorological applicable technology that uses advanced scientific and technological methods to artificially affect the physical process of local atmosphere in order to achieve specific purposes such as precipitation enhancement (snow), hail suppression (frost) and fog elimination. Article 3 These Measures shall be observed in engaging in shadow activities within the administrative area of the autonomous region.

The people's Government of the autonomous region encourages citizens, legal persons and other organizations to engage in digital science research activities according to law, and their legitimate rights and interests are protected by law.

Overseas units or individuals to carry out shadow activities within the territory of the autonomous region shall be approved by the people's government of the autonomous region. Article 4 Shadow work shall adhere to the principle of "unity, science, standardization, high efficiency and service".

Shadow work should rely on scientific and technological progress, adhere to the purpose of disaster prevention and mitigation, focus on serving agriculture, strengthen basic business construction and scientific experiments, strengthen operation design and effect evaluation, and promote shadow science experimental research in combination with operations. Article 5 The shadow institutions established by the people's government of the autonomous region (hereinafter referred to as the shadow institutions of the autonomous region) are responsible for organizing, managing and guiding the shadow work in the whole region, exercising the management functions of the people's government of the autonomous region on shadow work in accordance with the relevant provisions of the autonomous region and these Measures, and accepting the management and supervision of the rural work institutions, meteorological administrative departments and financial departments of the autonomous region.

Under the leadership of the people's government (administrative office) at the same level, the shadow institutions at the prefecture, city and county levels are responsible for the shadow work within their respective administrative areas, and accept the business guidance of the shadow institutions at higher levels and the management and supervision of the rural work departments, meteorological administrative departments and financial departments at the same level. Article 6 Xinjiang Production and Construction Corps shall be responsible for the shadow work of the Corps system with reference to these Measures. Seventh people's governments at or above the county level shall strengthen the leadership of shadow work and actively coordinate and solve the problems involved in shadow work.

Shadow institutions at all levels and other relevant management institutions should cooperate closely, enhance the service concept, improve work efficiency, and ensure the smooth development of shadow work. Article 8 Capital construction investment and business expenses required for shadow operation, as well as special expenses such as local subsidies, shall be included in the national economic and social development plan and financial budget at the corresponding level.

According to the specific requirements of relevant departments and units, the funds required for shadow operation shall be borne by the beneficiary departments and units. Article 9 If it is necessary to set up shadow operations or add operation points, a written report shall be submitted to the shadow institutions of the state (prefecture) and the municipal people's government (administrative office) in the operation area (point), indicating the operation area and the corresponding technical equipment conditions. And report to the competent department of the autonomous region for approval and issue a work permit. Tenth shadow work should be carried out according to the natural division of local weather and climate, or joint operation across administrative regions. Individual operations are organized and implemented by the shadow of the operation area (point); For joint operations, the shadow organizations of districts (points) shall form a joint command group to implement unified layout and command. The operating unit shall fly in the approved airspace and abide by the air traffic control regulations. Thirteenth shadow operations should have gun depots, ammunition depots and necessary working and living facilities. The horizontal distance between the gun and ammunition depot and the residential area should not be less than 200 meters. Article 14 whoever carries out ground-to-air shadow operations shall submit a written report to the competent department of the autonomous region before the operation, listing the location of the operation point, the starting and ending time of the operation and the tools used in the operation, and implement it after approval in accordance with the management authority and procedures stipulated by the state and the autonomous region.

The location of the business point approved for operation shall not be moved at will. If it is really necessary to relocate, it shall be re-submitted for approval in accordance with the prescribed procedures. Fifteenth before the implementation of air operations, the operating unit shall apply for operating airspace in accordance with the relevant provisions. The airspace management agency shall give a reply within the application time; The operation unit shall carry out aerial operations in accordance with the approved time and scope.

Those who carry out air operations should have perfect communication facilities. Sixteenth anti-aircraft guns, artificial rain bombs, rockets, rockets and other dangerous goods and materials needed for shadow operations shall be uniformly purchased and planned to be supplied by the competent department of the autonomous region or its designated units. No other department, unit or individual may purchase or transfer it without authorization. Seventeenth storage, use and transportation of dangerous goods required for shadow operations shall go through the examination and approval procedures in accordance with the relevant provisions of the state and the autonomous region.

The working tools, radar, radio and other instruments, equipment and frequencies required for shadow work shall be put forward by the users, and reported to the competent people's shadow institutions in the autonomous region for unified application for relevant procedures, and the shadow institutions in the autonomous region or their entrusted units shall conduct regular verification, verification or calibration on the usage.
