Measures of Qingdao Municipality on Rural Meteorological Service

Article 1 In order to improve the meteorological service level in rural areas, prevent meteorological disasters in rural areas, and ensure and promote agricultural production, these Measures are formulated in accordance with the provisions of the Meteorological Law of People's Republic of China (PRC), the Regulations on the Administration of Weather Modification, the Regulations on the Prevention of Meteorological Disasters in Qingdao and other laws and regulations, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to rural meteorological services and related activities within the administrative area of this Municipality.

The term "rural meteorological services" as mentioned in these Measures refers to activities such as meteorological monitoring, forecasting, early warning information release and dissemination and weather modification for agriculture, rural areas and farmers.

Marine fishery meteorological services and related activities shall be implemented in accordance with the relevant provisions of the state. Third rural meteorological services adhere to the principles of government-led, social participation, public welfare and demand-oriented. Article 4 The municipal and relevant district (city) people's governments shall incorporate rural meteorological services into the national economic and social development plan at the corresponding level, strengthen overall planning, organization and coordination, and study and solve major problems of rural meteorological services within their respective jurisdictions. The funds required for rural meteorological services are included in the fiscal budget at the corresponding level. Water conservancy, finance, agriculture, forestry, animal husbandry, marine and fishery, radio and television, communications and other relevant departments in accordance with the division of responsibilities, cooperate to do a good job in rural meteorological services. Article 6 The Town People's Government and the sub-district offices in rural areas (hereinafter referred to as the Town People's Government) shall, in accordance with the requirements of these Measures, do a good job in local rural meteorological services.

Village (neighborhood) committees in rural areas shall cooperate with rural meteorological services. Seventh rural meteorological services should be included in the city, the relevant district (city) people's government work target assessment system. Article 8 The people's governments of relevant districts (cities) shall organize competent meteorological departments and relevant departments to draw up risk zoning of agro-climate and agro-meteorological disasters, and put forward guiding opinions on agricultural production layout, structural adjustment and meteorological disaster risk prevention, which shall be announced to the public after being approved by the people's governments at the corresponding levels.

The municipal competent meteorological department shall do a good job in guiding the relevant work. Ninth city, the relevant district (city) meteorological authorities shall formulate rural meteorological service planning and business processes, strengthen the application of intelligent meteorology and agricultural remote sensing technology, establish an intelligent rural meteorological service business platform, and improve the agricultural meteorological service system. Tenth city, the relevant district (city) competent meteorological departments shall, jointly with the relevant departments, establish a database of agricultural meteorological indicators and agricultural meteorological disaster indicators related to the production of grain and oil crops, fruits and vegetables, and use it to guide agricultural production; The climatic feasibility of newly introduced varieties was demonstrated. Eleventh city, the relevant district (city) meteorological authorities should focus on the following meteorological services:

(a) to provide meteorological forecast and information services for spring ploughing, spring sowing, summer harvesting and summer sowing, autumn harvesting and autumn planting, and other key agricultural activities such as fertilization, spraying, irrigation and drying.

(two) for characteristic agriculture, facility agriculture, aquaculture, to carry out agricultural meteorological special forecast, information services.

(three) for fruits, flowers, ornamental plants, to carry out the flowering period, picking period and other eco-tourism meteorological forecasting services. Twelfth city, the relevant district (city) meteorological authorities shall provide meteorological services in the following ways according to the situation:

(a) through meteorological information express, important weather forecast, meteorological service express and other forms. , submit the rural meteorological service materials to the relevant decision-making departments.

(2) Providing meteorological information through broadcasting, television, newspapers, 12 1 automatic telephone answering, short messages, Qingdao Meteorological APP, electronic display screens, broadcast speakers and other communication platforms.

(three) to establish direct service relations with family farms, large farmers, farmers' cooperatives, agricultural industrialization enterprises and other new agricultural large-scale business entities. Article 13 The municipal and relevant district (city) people's governments shall build an automatic meteorological monitoring station network in areas with frequent meteorological disasters and areas with obvious needs such as characteristic agriculture, facility agriculture, forestry and fruit industry, animal husbandry and fishery, so as to improve the ability of monitoring and early warning of disastrous weather in rural areas.

The relevant district (city) people's government shall, in accordance with the provisions, set up electronic display screens, broadcast horns, alarms and other meteorological information receiving and sending equipment in towns (streets) and villages.

The Town People's Government shall do a good job in the maintenance and management of the automatic meteorological monitoring station network and meteorological information receiving and dissemination equipment within its jurisdiction, and accept the business guidance, supervision and inspection of the competent meteorological departments of the district (city). Article 14 The municipal and relevant district (city) people's governments shall, in accordance with the requirements of standardization of weather modification workplaces, build workplaces in major grain producing areas, fruit growing areas, characteristic agricultural areas, hail-prone areas, reservoirs and other areas, and equip them with necessary operation equipment.

The people's Government of the town where the weather modification operation site is located shall equip the operation team according to the professional requirements, implement the work funds, strengthen the assessment of the operators, and do a good job in the maintenance and management of the operation site and equipment. Fifteenth city, the relevant district (city) competent meteorological departments shall, according to the needs of agricultural drought, hail suppression, reservoir water storage, ecological improvement, forest fire prevention, timely organize weather modification operations. Sixteenth town people's government should strengthen the management of rural meteorological service stations, equipped with town meteorological assistants and village meteorological information officers. Employment information shall be reported to the competent meteorological department of the district (city).
