Sometimes there are as many as five or six hospitals doing organ transplantation in one area, resulting in a chaotic situation of competing for donor organs and patients. In the new regulations, only medical institutions with certain technical conditions, medical equipment and technicians can engage in organ transplantation.

Huang Jiefu also affirmed that medical institutions at the township hospitals level will not be able to carry out organ transplantation in the future. "At present, it will not be mandatory to identify only one hospital for organ transplantation in one region, but an access system must be introduced to allow only qualified hospitals to do it."
